It specifies a Traffic Managem

15、ent Information Model needed to facilitate the exchange of traffic management information between OSs and NEs when providing Operations, Administration, Maintenance and Provisioning functions. Other documents in the series include TMN Architecture, Upper Layer Protocol Specifications, Lower Layer Sp

16、ecifications, and Application Layer message sets (Fault Management, Performance Management, Configuration Management, etc.). ATIS-0300257 ii Foreword The Alliance for Telecommunication Industry Solutions (ATIS) serves the public through improved understanding between providers, customers, and manufa

17、cturers. The Telecom Management and Operations Committee (TMOC) develops operations, administration, maintenance and provisioning standards, and other documentation related to Operations Support System (OSS) and Network Element (NE) functions and interfaces for communications networks - with an emph

18、asis on standards development related to U.S.A. communication networks in coordination with the development of international standards. The mandatory requirements are designated by the word shall and recommendations by the word should. Where both a mandatory requirement and a recommendation are spec

19、ified for the same criterion, the recommendation represents a goal currently identifiable as having distinct compatibility or performance advantages. The word may denotes a optional capability that could augment the standard. The standard is fully functional without the incorporation of this optiona

20、l capability. This Standard is part of a series of standards needed to specify the interfaces between Operations Systems (OSs) and Network Elements (NEs). It specifies a Traffic Management Information Model needed to facilitate the exchange of traffic management information between OSs and NEs when

21、providing Operations, Administration, Maintenance and Provisioning functions. Other documents in the series include TMN Architecture, Upper Layer Protocol Specifications, Lower Layer Specifications, and Application Layer message sets (Fault Management, Performance Management, Configuration Managemen

22、t, etc.). Todays OS/NE environment includes a great many interfaces that use a wide variety of communications protocols, a situation that is burdensome to both users and providers. The first step towards reducing this undesirable diversity is the standardization of the protocols to be used on the OS

23、/NE interface. This standard specifies a traffic management model needed to communicate management information between OSs and NEs at the Application Layer of the OSI Reference Model. ITU-T Q.823, Stage 2 and stage 3 functional specifications for traffic management, was approved for publication by S

24、G11 in January 1996, following the Resolution 1 process. The approval of ITU-T Q.823 was strongly backed by U.S. participants of SG11. ITU-T is presently in the process of publishing ITU-T Q.823. TMOC members have determined that the ITU-T Q.823 model reflects much of the North American Traffic mana

25、gement requirements and hence have decided to adopt the ITU-T Q.823 model as an ATIS Traffic Management standard. Accordingly, the version 1 of this standard is written to essentially point to the ITU-T Q.823 standard. Additions and enhancements to this standard to incorporate additional North Ameri

26、can requirements can be made in later versions of this standard. Suggestions for improvement of this document are welcome. 30、eld of application 1.1 Scope This standard is part of a series of standards that specify interface requirements between Operations Systems (OSs) and Network Elements (NEs). It describes a set of Traffic Management services and an associated information model for Operations, Administration, Maintenan

31、ce, and Provisioning (OAM&P) applications for circuit-switched networks using hierarchical routing. It is the intention to adopt the ITU-T Q.823 Traffic Management Stage 2 and Stage 3 Functional Specifications for version 1 of this standard. Future versions of this standard may expand the scope to i

32、nclude additional types of Network Elements (e.g., SS7 NEs). 1.2 Purpose Current telecommunications networks are populated by a large and increasing number of OSs and NEs supplied by different vendors. Both the number and variety of networks and services have grown, creating a diversity of managemen

33、t needs. This growth has resulted in the proliferation of unique communication interfaces between OSs and NEs. The telecommunication industry stands to benefit from standardization of these interfaces, designed to achieve interoperability between a broad range of OSs and NEs. The purpose of this doc

34、ument is to provide a set of application messages for the support of OAM&P Traffic Management functions. 2 Normative reference The following standard contains provisions which, through reference in this text, constitute provisions of this ATIS Standard.
