38、T (DLR) FORM CAMERA READY . 7-1 ATIS-0404130-0013 Issued September 22, 2017 Implemented March 17, 2018 1-1 1 INTRODUCTION 1.1 In order for a Provider to provision lines, trunking and transport services, it is necessary that the Provider and the Customer communicate. One document which provides part

39、of this communication is the Design Layout Report (DLR). 1.2 The DLR is initiated by the Provider. It includes pertinent information that will permit the Customer to review the design and ensure the Providers ability to provide the service being ordered. 1.3 The DLR is divided into four forms: the D

40、LR Administrative Form, the DLR Additional Detail Form, the DLR End User Information Form and the DLR Additional Notes Form. Further description of the information contained on these forms and their uses in the design of various types of services follow in section 3 of this document. 1.4 All referen

41、ces in this document regarding Feature Group A (FGA) and/or Feature Groups B, C and D (FGB, FGC, FGD) include the equivalent line-side Basic Serving Arrangement (BSA) and equivalent trunk-side BSA respectively. 1.5 In an effort to ensure that all possible providers, users and customers of services a

42、re addressed in all issues and documentation, the terms Provider and Customer will be used, representing the two roles involved with each transaction. Throughout this document, the terms IC (Interexchange Carrier) and EC (Exchange Carrier) may be used to describe the categories Customer and Provider

43、. This is to maintain consistency with prior uses of this practice, though their use does not imply exclusivity within the Customer and Provider categories. ATIS-0404130-0013 Issued September 22, 2017 Implemented March 17, 2018 2-1 2 GENERAL 2.1 Where the tariff/contract/negotiation requires, a DLR

44、should be issued by the Provider whenever a Customer requests one via the ASR. Administrative changes to the service are excluded. A DLR may be issued for the discontinuance of a switched access digital interface. 2.2 If the service cannot be provided as ordered the Provider will notify the Customer

45、 and the provisioning process will stop until: A. The service ordered can be provided by the Provider, or B. The service ordered is changed by the Customer or C. The service ordered is canceled by the Customer 2.3 Reasonable requests for resends and reissues are a normal part of the business and may

46、 be supplied when requested by the Customer. The Provider will identify a DLR point of contact to which requests may be forwarded. 2.4 If a DLR is requested after the service is in effect, it can be provided; however, the Customer may incur additional charges from the Provider for assembling the DLR

47、(s). The Customer should forward their requests to the Providers DLR point of contact and each request will be handled on an Individual Case Basis (ICB) for charges and response time. 2.5 Requests to issue duplicate DLRs to the same location or to multiple locations should be negotiated between the

48、Customer and appropriate Provider. 2.6 This practice is reissued to clarify current definitions as recommended by users of this practice. Additions, deletions and significant changes are summarized in the synopsis of changes. 2.7 The Design Layout Report Guideline does not convey licensing rights to

49、 non-COMMON LANGUAGE1licensees to use the COMMON LANGUAGE code sets identified throughout the Design Layout Report Forms in their internal operations. Where COMMON LANGUAGE is provided, its intended use by non-COMMON LANGUAGE licensees is limited. Allowable uses will be specified by the COMMON LANGUAGE licensee per their COMMON LANGUAGE contract. 2.8 Options described in this practice may not be applicable to individual provider tariffs; therefore, use of either the field or valid entries within the field is b
