12、mergency Calls Assignment Guidelines and Procedures - Version 1.1 July 25, 2005 Page 5 1 DEFINITIONS 1.1 Eligible User An eligible user is any applicant that has a legitimate need (as determined by the RNA) for such numbers to perform routing or data retrieval functions. In the context of these guid

13、elines, an Eligible User shall include any agent acting on behalf of a true Eligible User. For example, wireless, wireline or VoIP carriers, MPC/VPC operators, etc. 1.2 pANI: Used generically in this document to include any of the other more specifically descriptive acronyms associated with numbers

14、used for routing emergency calls today, such as but not limited to: ESRD, ESRK, ESQK, PSAP RTG DNs, etc. 1.3 RNA: Routing Number Authority. The single entity given the responsibility and authority to distribute ranges of numbers to network operators for the purposes of call routing and query steerin

15、gThe entity given the responsibility and authority to administer pANIs. 1.4 Sub-RNA In areas where E9-1-1 System Service Providers (E911SSPs) had performed this function prior to the establishment of the RNA, that role is expected to continue at the discretion of those entities. In such a case they

16、would be known as the sub-RNA for the area(s) where they act as the E911SSP. ESIF foresees that sub-RNAs should only exist during the transition period until a single RNA is performing the roles and responsibilities defined in this document. 2 PURPOSE AND SCOPE This document contains the guidelines

17、and procedures for the assignment and use of pANIs Used To Route Emergency Calls, such as E9-1-1 calls or other types of emergency calls that need to become native E9-1-1 calls throughout the North American E9-1-1 systems (USA & Canada). The pANIs used in this capacity perform the same function as p

18、ANIs used today, but they afford the industry advantages over the ranges typically used for pANIs today. Today these pANI numbers are a 10-digit number that typically have been obtained from the assigned number ranges of the carrier needing them, for example, a wireless carrier would use numbers fro

19、m their own valid NANP number ranges as their pANIs, or from an E911SSP in some areas of the USA. The pANI is used by emergency call handling networks to perform call routing and data retrieval procedures. The use of a regular domestic number obtained from the assigned number range often results in

20、erroneous calls to Public Safety pANIs Used for Routing Emergency Calls Assignment Guidelines and Procedures - Version 1.1 July 25, 2005 Page 6 Answering Points (PSAP) because they are typically dialable numbers, that can be mis-dialed. The pANIs administered by the RNA will initially consist of two

21、 ranges within each NPA (NPA-211-xxxx or NPA-511-xxxx). These ranges have been set aside by INC for this purpose at the request of ESIF, and INC deferred responsibility for identifying a RNA. These ranges are expected to be controlled by all originating switch operators so as to render them routable

22、 but non-dialable. Every pANI should be associated with a single call delivery technology (e.g., wireless, VoIP). In other words, a given pANI should not be used for wireless on one call and subsequently used for a VoIP call. The Eligible User is responsible for tracking this delivery technology per

23、 pANI and must be able to communicate that the specific usage to the RNA as needed. By using these otherwise INC restricted use number ranges the industry also frees up the equivalent quantity of otherwise valid NANP numbers for use in day-to-day telephone number assignment processes. Until now ther

24、e has been no centralized administration for pANIs and their formats. The establishment of the RNA role by ATIS/ESIF will begin to address this problem by administering pANIs used for routing emergency calls. A brief description of the role of the RNA follows: 2.1 The RNA manages and coordinates the

25、 assignment of the pANIs Used for Routing Emergency Calls, under the oversight of the chartering entity (i.e., FCC, ATIS/ESIF, etc.). 2.2 In areas where E911SSPs had performed this function prior to the establishment of the RNA, that role is expected to continue at the discretion of those entities.

26、In such a case they would be known as the sub-RNA for the area(s) where they act as the E911SSP. ESIF foresees that sub-RNAs should only exist during the transition period until a single RNA is performing the roles and responsibilities defined in this document. 2.3 These guidelines were developed by

27、 the consensus of representatives in ESIF. Members from the wireline and wireless sectors and from the PSAP sector are represented with the ESIF. 2.4 These guidelines apply to all Eligible Users as defined herein. These guidelines do not supersede the regulations, procedures, or requirements of any

28、appropriate national or international legal or regulatory authority. 2.5 Any numbers that fall within the ranges assigned by INC for this purpose that are already in use for said purpose will remain in use. (See ASSUMPTIONS AND CONSTRAINTS section 4.1 below for more details.) 2.6 Additional informat

29、ion may be found on the ESIF web site at: http:/www.atis.org/esif/index.asp pANIs Used for Routing Emergency Calls Assignment Guidelines and Procedures - Version 1.1 July 25, 2005 Page 7 3 pANI FORMAT AND FUNCTION 3.1 The pANI is a 10-digit number built upon the NANP, and today uses the following fo

30、rmat: NPA-211-xxxx or NPA-511-xxxx, where NPA is the area code where the number is generally used, and xxxx is any number within the typical thousands block range associated with a normal NANP number, i.e. 0000-9999. Certain numbers or ranges shall not be used as pANIs, such as any that contain the

31、string “911”, or any that would interfere with other purposes or would potentially cause errors within network elements such as (but not limited to) selective routers and ANI controllers. 4 ASSUMPTIONS AND CONSTRAINTS These guidelines are based on the following assumptions and constraints: 4.1 It is

32、 assumed that this RNA role will be embraced and supported by the Industry Numbering Council (INC). 4.2 As one of its initial duties the RNA will survey the industry to identify such existing usage. Once it is validated as a legitimate use of the number, consistent with the INC assignment reservatio

33、n it will be recorded by the RNA as being assigned to the carrier that is using it. If the usage is determined to be inconsistent with the INC reservation the carrier involved will be instructed to relinquish the number(s) in accordance with the INC reservations. In such case a reasonable length of

34、time will be allocated to allow the carrier to replace the number(s) with other numbers outside of the ranges reserved by INC for pANIs Used For Routing Emergency Calls. Such time will not normally exceed six months, unless specific conditions exist to warrant additional time. However, the RNA will

35、exercise discretion over this number relinquishment time window in all cases. 4.3 The roles and responsibilities defined in this document assume that separate processes and potentially a separate entity will be performing some RNA responsibilities to fulfill the needs of VoIP providers as related to

36、 the FCC VoIP order. The entity performing these interim processes will be responsible for developing and executing a transition plan to facilitate the permanent RNA role. 4.4 The function of the RNA will be performed by a person(s) or organization so agreed to by the chartering entity. The RNA will

37、 conform to all aspects of these Guidelines and will be subject to the oversight of the chartering entity. 4.5 These guidelines do not describe the method by which pANIs are transmitted across and processed by networks. Such arrangements may be contained in other standards, documents, or business ag

38、reements. 4.6 Participation by all carriers engaged in providing public E9-1-1 access based on any wireless or wireline medium, including future technologies such as VoIP is voluntary, but strongly encouraged by the ESIF. pANIs Used for Routing Emergency Calls Assignment Guidelines and Procedures -

39、Version 1.1 July 25, 2005 Page 8 4.7 To the extent possible, these pANI numbers shall be treated by the actual service providers network in a manner that disallows them to be “dialed” by any originating end user. 4.8 ESIF foresees the possibility of some costs associated with the role of an RNA, if

40、only at an administrative level. But determination of those cost issues is beyond the scope this document. 4.9 Eligible users who may request these codes may not have been represented in the ESIF process that developed this documentation. 4.10 The RNA will work with ATIS/ESIF to develop specific gui

41、delines to determine the legitimate needs of a potential Eligible User. pANIs Used for Routing Emergency Calls Assignment Guidelines and Procedures - Version 1.1 July 25, 2005 Page 9 5 ASSIGNMENT PRINCIPLES The assignment principles defined below will be used by the RNA and any sub-RNA. Unless speci

42、fied, all principles listed below apply to both the RNA and any sub-RNA: 5.1 pANIs in reserved number ranges are to be assigned to any Eligible User meeting the criteria specified in these guidelines. 5.2 pANIs are assigned uniquely to individual eligible users. 5.3 pANIs will be assigned in contigu

43、ous ranges (where possible), and in quantities expected to meet the needs of the applicant company. An Eligible User must provide customer forecasts or other supportive reasoning to support their request for pANIs if requested by the RNA. 5.4 pANIs shall be assigned to permit an effective and effici

44、ent use of a finite resource in order to maximize the existing allocated resource inventory and to defer, as long as practical, the need to request additional pANI resources. The RNA will work with ATIS/ESIF to develop specific assignment guidelines to facilitate this effective and efficient use. 5.

45、5 The RNA will: a) Assign pANIs in a fair, timely and impartial manner to any Eligible User. b) Assign pANIs on a first come, first served basis from the available pool. c) Make all assignments based on the procedures in these guidelines. d) Treat all information received from applicants as propriet

46、ary and confidential. The RNA is permitted to provide the contact information for the assigned user of any given pANI(s) to any entity with a legitimate need to know. Those could include Law Enforcement Agencies (LEA to preclude the need for a subpeona process), PSAPs and E911SSP. 5.6 Information th

47、at is requested of an Eligible User in support of a pANI application shall be uniform and kept to a minimum. The RNA shall maintain the information gathered from the eligible user, and shall serve as the Single Point Of Contact (SPOC) for Public Safety in regard to being able to identify the ultimat

48、e actual user of each pANI. 5.7 pANIs will be assigned to any applicant that provides acceptable proof they have a legitimate need for such numbers. This can include any eligible users regardless of their communications technology (wireline, wireless, VoIP etc.) or regulatory classification, and com

49、panies acting as agents for such eligible users for purposes of providing information for emergency call routing and data retrieval. pANIs Used for Routing Emergency Calls Assignment Guidelines and Procedures - Version 1.1 July 25, 2005 Page 10 6 Assignment Procedures Entities requesting pANI assignments and entities already assigned one or more pANI shall comply with the following: 6.1 Potential Eligible Users must meet all conditions specified in these guidelines.
