27、ity under all operating conditions. In some cases, location-oriented options are needed to ensure compatibility; this need for options is imposed by significant differences between net- work providers as well as between network elements. ANSI guidelines specify two categories of requirements: mandat
28、ory and advisory. The mandatory requirements are designated by the word “shall” and the advisory criteria by the word “should.” Mandatory requirements generally apply to rate and format requirements by specifying absolute, acceptable minimum functionality in those areas; advisory requirements genera
