9、for consistent and uniform zoning ordinances. The International Zoning CodeTM, in this first edition, is designed to meet this need through model code regulations that contain clear and specific zoning requirements. The International Zoning Code was developed by the International Code Council (ICC)
10、through a committee made of representatives from Building Officials and Code Administrators International, Inc. (BOCA), the International Conference of Building Officials (ICBO) and the Southern Building Code Congress International (SBCCI). It is designed to be compatible with the National Codes pub
11、lished by BOCA, the Uniform Codes published by ICBO, the Standard Codes published by SBCCI, and, eventually, all the International Codes published by the International Code Council. The International Zoning Code provides many benefits, among which is the model code development process that offers an
12、 international forum for code officials and other interested parties to discuss performance and prescriptive code requirements. This forum provides an excellent arena to debate proposed revisions. This model code also encourages international consistency in the application of provisions. Development
13、 The first draft of the International Zoning Code was prepared in 1996 by a development committee appointed by and consisting of representatives of BOCA, ICBO and SBCCI. The intent was to draft a comprehensive set of zoning regulations for these jurisdictions that have a need for a zoning ordinance
14、and desire that it be compatible with the other model codes adopted by said jurisdictions. Public Hearing In order to gain the views of the code enforcement officials, industries and ail other interested parties, the final draft of the International Zoning Code was developed by utilizing the formal
15、ICC Code Development Process. Hearings were conducted to consider proposed changes to the second draft in April of 1997 at a joint meeting of BOCA, ICBO and SBCCI, in conjunction with the processing of proposed changes to the International Plumbing CodeTM, International Private Sewage Disposal CodeT
16、u, International Mechanical CodeTM and the first draft of the International Property Maintenance CodeTM. Final action on the proposed changes was taken at the respective Annual Business Meetings of the three organizations, in accordance with the formal ICC Code Development Procedures. Adoption The I
17、nternational Zoning Code is available for adoption and use by jurisdictions internationally. Its use within a governmental jurisdiction is intended to be accomplished through adoption by reference in accordance with proceedings establishing the jurisdictions laws. At the time of adoption, jurisdicti
18、ons should insert the appropriate information in provisions requiring specific local information, such as the name of the adopting jurisdiction. These locations are shown in bracketed words in small capital letters in the sample adoption ordinance. The sample adoption ordinance on page v addresses s
19、everal key elements of a code adoption ordinance, including the information required for insertion into the code text. Each community that desires to use this document should evaluate this document thoroughly in regards to their own states enabling legislation. Those provisions marked with an asteri
20、sk should be paid careful attention as various states may contain other criteria that could cause a conflict. It should also be noted that any penalty provisions contained in state legislation may be applied. Maintenance The International Zoning Code is kept up to date through the review of proposed
21、 changes submitted by code enforcement officials, industy representatives, design professionals and other interested parties. Proposed changes are carefully considered through an open code development process in which all interested and affected parties may participate. For more information regardin

These regulations shall be known as the Interna- rional Zoning Cade, and shall be permitted to be cited
47、as such and will be referred to herein as “this code.” 101.2 Purpose. The purpose of this code is to safeguard the health, property and public welfare by controlling the design, location, use or occupancy of all buildings and structures through the regulated and orderly development of land and land
48、uses within this jurisdiction. 101.3 Scope. The provisions of this code shall apply to the construction, addition, alteration, moving, repair and use of any building, structure, parcel of land or sign within a junsdic- tion, except work located primarily in a public way, public util- ity towers and
49、poles, and public utilities unless specifically mentioned in this code. Where, in any specific case, different sections of this code specify different requirements, the more restrictive shall gov- em. Where there is conflict between a general requirement and a specific requirement, the specific requirement shall be appli- cable.
