11、t of the safety requirements to be met by hand operated paper cutting guillotines and trimmers for use in educational establishments, offices and industrial premises. Attention is drawn to the relevant statutory requirements contained in the following Acts with which manufacturers, suppliers and use

12、rs must comply. The Factories Act 1961. The Health and Safety at Work etc. Act 1974 The Offices, Shops and Railway Premises Act 1963. A British Standard does not purport to include all the necessary provisions of a contract. Users of British Standards are responsible for their correct application. C

15、tle of the publication referred to in this standard is listed on the inside back cover. 3 Definitions For the purposes of this British Standard the following definitions apply. 3.1 access access to a finger of 9 mm diameter 3.2 circular blade a circular blade with the edge shaped to provide a cuttin

16、g or shearing action 3.3 counter blade a straight cutting edge provided on the baseboard or table 3.4 cutter head a sub-assembly consisting of a protective housing containing a circular blade as its main component 3.5 knife a cutting device having a sharp edge 3.6 major segment that part of the circ

17、ular blade above its points of contact with the cutting edge of the counter blade 3.7 minor segment that part of the circular blade beneath the cutting edge of the counter blade 3.8 pressure pad or clamp a broad strip of material held in place above the counter blade that secures the material to be

18、cut 3.9 rotary trimming machines machines or instruments designed to cut or shear by causing a circular blade to rotate and move along in contact with a straight counter blade 3.10 rotary trimming machines with unfixed cutting attitude machines designed to permit disengagement of the cutting blades.

19、 Figure 1, Figure 2 and Figure 3 show typical machines of this type 3.11 rotary trimming machines with set cutting attitude machines designed to maintain the position of the two cutting blades in the operating attitude. Figure4and Figure 5 show typical machines of this type 3.12 shearing blade a cut

20、ting device that has no sharp edge but an angled bottom edge 4 Statutory requirements The requirements of this standard are consistent with the statutory regulations, listed in the foreword, which must be complied with by manufacturers, suppliers and users of paper cutting machines. 5 Guarding and g

21、eneral construction 5.1 Guarding. Guards shall be provided and shall be securely fixed in position or be mechanically interlocked to prevent a person being injured by the cutting device. The guard shall be of adequate strength and, where necessary, shall permit adequate sight of the cutting area. Gu

22、ards shall comply with the requirements of clause6. 5.2 General construction. The machine shall be constructed so that all surfaces and edges other than the cutting one are safe to the hand. The construction shall meet the requirements of clause6. 6 Safety requirements 6.1 Pivoted knife or shearing

23、blade machines. The knife or shearing blade is pivoted at one end and has a handle at the other end. One of the guards specified in 6.1.1 or6.1.2 shall be fitted. 6.1.1 An enclosing guard illustrated in Figure 6 and Figure 7. The access slot A shall be less than9mm in width unless an additional guar

24、d is provided at the base of the handle (see Figure 8). Where such a guard is provided its bottom edge shall be not less than50mm from the edge of the knife or shearing blade (see Figure 9) and the width of access slot A shall not exceed15mm.BS5498:1977 2 BSI 07-1999 The relationship between the dep

25、th of access slot B and the distance C between the top edge of the slot and the knife or blade (see Figure 7) shall conform with the dimensions shown in Figure 10. If perforated material such as wire mesh is used in the construction of the guard, the size of the perforations shall be less than9mm. 6

26、.1.2 A triangular plate fitted close to the back of the knife or shearing blade so that the knife or shearing blade is in contact with the plate or the machine frame in all positions other than in the area where the actual cut is being made. The slot through which the material passes shall not excee

27、d6mm in depth. 6.2 Mechanical linkage machines. The machine is operated by pulling a lever that actuates a knife via a mechanical linkage. On the machine shown in Figure 11 a hinged guard A is fitted at the back of the machine to facilitate the positioning and removal of material from below the pres

28、sure pad or clamp and the knife. A second hinged guard B is fitted at the front of the machine to facilitate the removal of off-cuts. Both guards are mechanically interlocked by the method illustrated on guard B. When the knife is operated plate C moves over the bracket D thus preventing the guard f

29、rom being opened. On some machines only the front guard is hinged and interlocked and a fixed guard is fitted at the rear of the knife; the height of any gap at the rear of the guard relative to the distance from the cutting zone shall conform with the dimensions shown in Figure 10. 6.3 Pivoted tabl

30、e machines. The bottom blade is attached to the baseboard by hinges. The top blade is rigidly fixed to the table and the table is also hinged to the baseboard. The material to be cut is placed on the table and a downward movement of the front of the table provides the cutting action (seeFigure 12).

31、Safety requirements specified in 6.3.1 and 6.3.2 shall be met. 6.3.1 The profile of the shearing edge shall have an included angle of not less than60 to ensure safe handling when the blade protrudes above the hinged table. 6.3.2 A guard shall be provided fixed to the front of the hinged table to pre

32、vent access between the knife and the underside of the table. When the table is in its upper position, it shall not be possible to reach between the knife and the underside of the guard. 6.4 Rotary trimming machines with unfixed cutting attitudes 6.4.1 Circular blade. The edge shall be safe to handl

33、e when the blade is disengaged from the counter blade. For this purpose the edge of the blade shall have an included angle of not less than75 (seeFigure 13) and the blade, where its ground face joins the main plane of the blade, shall have a width of not less than1.5mm. 6.4.2 Cutter head housing. Th

34、e housing shall be designed to prevent access to the major segment when both blades are in the cutting attitude. 6.4.3 Cutter head disengagement. In machines designed to permit the disengagement of cutters by the rotation of the cutter head about a guide rail (seeFigure 3) such disengagement shall s

35、eparate the edges of the circular and counter blades by less than9mm at their nearest points. 6.5 Rotary trimming machines with set cutting attitudes 6.5.1 Machines shall be fitted with a cutter head housing designed to prevent the fingers from engaging the cutting edge of the circular blade in the

36、major segment. 6.5.2 The distance between the bottom of the housing and the pressure pad or counter blade shall not exceed5mm (dimension A in Figure 14). 6.5.3 Machines having circular blades of width of less than1.5mm or having cutting edges with included angles of less than65 (see Figure 13) shall

37、, in addition, meet the requirements specified in6.5.3.1, 6.5.3.2 and6.5.3.3. 6.5.3.1 The design shall be such that a circle drawn tangentially through the edge of the circular blade as shown in Figure 15, the surface of the pressure pad or fixed blade and the nearest inside point of the housing sha

38、ll have a diameter of less than9mm. 6.5.3.2 As an alternative to 6.5.3.1, access to the cutting edge of the major segment shall be guarded by enclosing or partially enclosing the underside of the cutter housing or by such features as webs or buttresses within the cutter housing designed in such a ma

39、nner that access to the cutting edge of the major segment is prevented. 6.5.3.3 The minor segment of the circular blade shall not extend below the face of the counter blade or baseboard and shall be as close to them as practicable (see Figure 16). The distance A in Figure16 shall not exceed2mm.BS549

40、8:1977 BSI 07-1999 3 6.5.4 Prevention of danger by overloading machines defined in 6.5.3. If an attempt is made to force a machine with a set cutting attitude to cut excessively thick or otherwise unsuitable material the circular blade will be displaced vertically upwards from the counter blade so c

41、ausing the guide rail/s and fixed blade to deflect in opposite directions. To safeguard against this danger in machines defined in6.5.3, the lowest edge of the circular blade, at any point of its travel along the guide rail, shall not move above the counter blade when a force of650N is applied betwe

42、en the underside of the guide rail/s and the top of the counter blade. A method of applying the force is shown in Figure 18. 6.5.5 Prevention of danger when machines defined in 6.5.3 are misused. On single rail designs (seeFigure 5) it is possible to twist the cutter head so as to cause the edges of

43、 the circular blade and counter blade to separate as shown in Figure 17. To safeguard against this danger in machines defined in6.5.3, the requirements specified in6.5.5.1 or6.5.5.2 shall be met. 6.5.5.1 With a turning moment of1.35Nm exerted as shown in Figure 17 at any point of its travel along th

44、e guide rail, it shall not be possible to rotate the cutter head about the guide rail to separate the cutting edge of the circular blade from the counter blade by more than3mm. 6.5.5.2 Alternatively, the circular blade shall be guarded so as to prevent access to the edge of the blade from any direct

45、ion; the gap between the guard and the circular blade shall be less than9mm. 7 Instructions Each machine shall be accompanied by instructions for use which shall include the following information. a) A statement of typical materials and thicknesses of those materials which the machine is designed to

46、 cut. b) A warning not to use the machine when guards are not in place or when interlocks are inoperative, and clear illustrations of such guards and interlocks. 8 Marking Machines which are claimed to comply with the requirements of this standard shall be indelibly marked with the following informa

47、tion. a) The manufacturers and/or distributors name or trademark. b) The number of this British Standard, i.e.BS5498. c) A warning on the baseboard not to use the machine when guards are not in place or when interlocks are inoperative.BS5498:1977 4 BSI 07-1999 Figure 1 to Figure 5 Details of typical
