WhenprovisionsofthistypeCstandardaredifferentfromthosewhicharestatedintypeAorBstandards,the provisionsofthistypeCstandardtakeprecedenceovertheprovi

22、sionsoftheotherstandards,forliftsthathave beendesignedandbuiltaccordingtotheprovisionsofthistypeCstandard. 0.2Principles Indrawingupthisstandardthefollowinghavebeenused: a) theWorkingGroupbaseditsactivitiesonaresolution(CEN/TC10/1995/7)whichaddedtheissueof accessibilitytotheworkprogrammeofCEN/TC10,n

23、amelythenecessityofformulatingrequirementsforthe accessibilitytoliftsforpersonsincludingpersonswithdisability. ThisresolutionwastheresultofamandategiventoCENasmentionedintheForeword.Itwasdecidedthatit wouldcoverthedesignandconstructionofcarsetc.insuchawaythattheirfeatureswouldnotobstructor impedeacc

24、essandusebydisabledpeople; b)theWorkingGroupwascomposedofrepresentativesoftheEuropeanDisabilityForum,National StandardisationInstitutesandtheLiftIndustry.Datatakenintoaccountwere: demographicdevelopmentsinEurope; thetendencyoflivingindependentlyanditsconsequences; theneedforaccessibilityofbuildings;

25、 therecognitionoftheexistenceofavarietyofdisabilitieswithdifferentsolutionsonspatialand orientationallevels; thecombatofdiscriminationbasedondisabilityandageasmentionedinthenondiscriminationclause (art6a)oftheTreatyofAmsterdamoftheEuropeanUnion. ThepopulationofEuropeisageingandtheprevalenceofdisabil

26、ity,includingdisabilityassociatedwiththeageing process,isincreasing.Olderpeopleandpeoplewithdisabilitiesatpresentareestimatedtonumbersome80 millionpeoplealargeandgrowingproportionoftheEuropeanUnionpopulation.Thechangingdemography presentsbothopportunitiesandchallengesfortheUnion.Theeconomic,socialan

27、dculturalpotentialofolder peopleandpeoplewithdisabilitiesisunderexploitedatpresent.Howeverthereisagrowingrecognitionthatsociety needstoexploitthispotentialfortheeconomicandsocialbenefitofsocietygenerally. Theworkhasledtothisstandardontheaccessibilitytoliftsforpersons,includingpersonswithdisability.

28、GeneralinformationonaccessibilityisgiveninannexA; c) thisstandarddoesnotonlyaddresstheessentialsafetyrequirementsoftheLiftDirective,butadditionally statesminimumrulesfortheaccessibilitytoliftsforpersonsincludingpersonswithdisability.Theremaybein somecountriesregulationsforthelevelofsuitabilityoflift

29、swhichcannotbeignored.Typicalclausesaffected bythisarethosedefiningminimumsizesofcars;EN8170:2003(E) 5 d) thisEuropeanStandarddescribesthreesizesofliftsofferingdifferentlevelsofaccessibilitytow heelchair users.Thedegreeofaccessibilityandusabilityisprovidedbydimensions,spatialandtechnicalcriteria(see
