Where standards exist they often differ from each other. This inevita
19、bly presented an obstacle to the market or could lead the final consumer to incorrect interpretations. To obtain an unambiguous labelling the following items have been worked up: - denominations of the components of the plumage and of the fowl species; - information to be stated on labels and in com
20、mercial documents; - assessment of whether test results indicate conformity to the labelling based upon a stipulated tolerance. 1 Scope This standard establishes provisions for the labelling of the composition of the components of the plumage for use as fillings and of the fowl species from which su
21、ch components are derived (waterfowl or landfowl). It is applicable to finished feather and down materials, used as fillings of manufactured articles, at each stage in their commercial distribution. This standard is not applicable for fillings totally containing more than 0,5% of foreign matter (3.6

Moreover, the following clarifications as completion of

32、ent components of the plumage and the fowl species as well as the requirements covering the related composition in percent, with regard to the allowed tolerance, shall be respected. The quantitative composition shall be expressed as percent of the total filling mass. The content of other elements sh
33、all be casual, justified on technical ground and not derived from a systematic addition. 5 Components composition labelling 5.1 Percentages The labelling, that is the label on a product offered for sale or any other commercial document, shall state the percentages of the mass of the components in de
34、creasing order. The percentages shall be stated in groups rounded to 10 % save for blends with 85 % feather and 15% down. If percentages of the components to be declared are given in accordance with the results of the quantitative analysis of the filling, they shall be calculated applying the dispar
35、ities of Table 2 for the components down and other elements only; the feather percentage is calculated as difference to 100 of the sum of the percentages of down and other elements. 5.2 Classes (see Table 1) 5.2.1 Limits for other elements In addition to the percentage(s) described in 5.1, the label
36、 may report a classification based upon maximum limits for other elements (3.4). The content of other elements shall be part of the declared feather percentage. If the content of the other elements exceeds 15 %, it is mandatory to disclose it on the label. 5.2.2 Labelling for “new” Any filling may b
37、e labelled as “new” when its component(s) have not previously been used as filling material. A procedure to check if material has been previously used as filling may be the determination of the content of “other elements”. This procedure is not applicable for fillings containing “milled feather”.Pag

40、.3.1 Class I In addition to the feather and down percentages in accordance with the requirements specified in 5.1 and 5.2, feather and down fillings, whose composition is given in 5.3 and which contain a quantity of up to 5,0 % of other elements (3.4), may be labelled as “class I” and/or “new” (see
41、5.2.2). 5.3.2 Class II In addition to the feather and down percentages in accordance with the requirements specified in 5.1 and 5.2, feather and down fillings, whose composition is given in 5.3 and which contain a quantity more than 5,0 % to 15,0 % of other elements (3.4), of which a maximum of 5,0
42、% is residual matter, may be labelled as “class II”. 5.3.3 Class III In addition to the feather and down percentages in accordance with the requirements specified in 5.1 and 5.2, feather and down fillings, whose composition is given in 5.3 and which contain a quantity of other elements (3.4) exceedi
43、ng 15,0 %, of which a maximum of 5,0 % is residual matter, may be labelled as “class III”. 44、 to the feather and down percentages in accordance with the requirements specified in 5.1 and 5.2, feather and down fillings, whose composition is given in 5.4 and which contain a quantity of up to 5,0 % of other elements (3.4), may be labelled as “class IV” and/or “new” (see 5.2.2). 5.4.2 Class V I
45、n addition to the feather and down percentages in accordance with the requirements specified in 5.1 and 5.2, feather and down fillings, whose composition is given in 5.4 and which contain a quantity more than 5,0 % to 15,0 % of other elements (3.4), of which a maximum of 5,0 % is residual matter, ma
46、y be labelled as “class V”. 5.4.3 Class VI In addition to the feather and down percentages in accordance with the requirements specified in 5.1 and 5.2, feather and down fillings, whose composition is given in 5.4 and which contain a quantity of other elements (3.4) exceeding 15,0 %, of which a maxi
47、mum of 5,0 % is residual matter, may be labelled as “class VI”. The label shall disclose the content of the other elements rounded to the nearest 10 %. 5.5 Milled feathers and blends of milled feathers with landfowl-waterfowl plumage 5.5.1 The content of milled feathers up to 9,0 % of the total mass
48、 of the filling is considered part of “other elements” (as given in 3.4) and shall be labelled accordingly. 5.5.2 Fillings with a content of milled feathers exceeding the limit of 9,0 % of the total mass of the filling shall have a labelling stating the percentage of milled feathers rounded to the n
49、earest 10 %. For such fillings, 5.3.1 to 5.4.3 are not applicable (see 5.2.2). 5.6 Class VII - Unspecified composition The denomination “unspecified composition” shall be used: - if the content of other elements (3.4) is more than 15 %; - and/or the residual matter is more than 5 %; - and/or the content of foreign matter (3.6) is more than 0,5 %; - and/or the composition cannot be easily determined, e.g. because of the dishomogeneity of the sampled material. The denomination “unspecified composition” may be accompanied by the denomination “class VII”. 6D i s p a r i t
