18、1:2002(E) 4 Introduction ThisEuropeanStandardspecifiesrequirementsandtestmethodsforthedeterminationofperformance characteristicsofdiffusivesamplersusedforthedeterminationofconcentrationsofgasesandvapoursinambient atmospheres. Withregardtoairquality,theobjectivesfixedinthe5 th ActionProgrammeoftheEur
19、opeanUnionareforthe effectiveprotectionofallpeopleagainstrecognisedrisksfromairpollutionandtheestablishmentofpermitted concentrationlevelsofairpollutants,whichshouldtakeintoaccounttheprotectionoftheenvironment.These objectivesincludemonitoringofconcentrationswithregardtostandards. Successiveprogramm
20、esofactionoftheEuropeanUnionontheprotectionoftheenvironmenthavestressedthe needtofindabalancebetweentheuseofdifferenttools:productstandards,emissionlimitsandenvironmental objectives/standards. TheimplementationofexistingDirectiveshashighlightedtheexistenceofvariousproblems,whicharebeing addressedint
21、heCouncilDirectiveonAmbientAirQualityAssessmentandManagement1.Theseinclude: thedifferentmonitoringstrategiesincomparablesituationsbetweenandwithinMemberStates; theharmonisationofmeasuringmethods; thequalityofthemeasurementswhichdependsonthecalibrationandqualityassuranceprocedures. Diffusivesamplersu
22、sedtomeasureairqualityhavetofulfilsomegeneralrequirements,whicharegiveninthispart ofEN13528.Theserequirementsincludeunambiguity,selectivityandDataQualityObjectives,including uncertainty. Suchgeneralrequirementscanalsobeappropriateforothermeasurementproceduresusedintheassessmentof ambientairquality.
23、Inaddition,diffusivesamplersusedtomeasureairqualityshallalsofulfilsomespecificrequirementsinadditionto thosespecifiedinthispartofEN13528.ThesespecificrequirementsaregiveninEN135282.EN135283gives guidanceontheselection,useandmaintenanceofdiffusivesamplersusedtomeasureambientairquality. Itistheuserspr
24、imaryresponsibilitytochooseappropriateproceduresordevicesthatmeettherequirementsinthis EuropeanStandard.Onewayofdoingthisistoobtaininformationorconfirmationfromthemanufacturer.Type testing,ormoregenerally,theassessmentofperformancecriteriaofproceduresordevices,canbeundertakenby themanufacturer,user,

AlthoughthispartofEN13528specificallyaddressesambientair,diffusivesamplingisalsorelevanttothe assessmentofairqualityinindoorair.Bothpumpedanddiffusivesamplingproceduresareconsideredappropriate forsuchmeasurements,dependingoncircumstanc
