Withregardtoairquality,theobjectivesfixedinthe5 th ActionProgramoftheEuropeanUnionarefortheeffective protectionofallpeopleagainstrecognisedrisksfromairpollutionandtheestablishmentofpermittedconcentration levels
26、ofairpollutants,whichshouldtakeintoaccounttheprotectionoftheenvironment.Theseobjectivesinclude monitoringandcontrolofconcentrationswithregardtostandards. SuccessiveprogramsofactionoftheEuropeanUnionontheprotectionoftheenvironmenthavestressedtheneed tofindabalancebetweentheuseofdifferenttools:product
27、standards,emissionlimitsandenvironmental objectives/standards. TheimplementationofexistingDirectiveshashighlightedtheexistenceofvariousproblems,whicharebeing addressedintheCouncilDirectiveonAmbientAirQualityAssessmentandManagement1.Theseinclude: thedifferentmonitoringstrategiesincomparablesituations
28、betweenandwithinMemberStates; theharmonisationofmeasuringmethods; thequalityofthemeasurementswhichdependsonthecalibrationandqualityassuranceprocedures. Diffusivesamplersusedtomeasureairqualityhavetofulfilsomegeneralrequirements,whicharegivenin EN135281.Theserequirementsincludeunambiguity,selectivity
29、 andDataQualityObjectives,including uncertainty. Suchgeneralrequirementscanalsobeappropriateforothermeasurementproceduresusedintheassessmentof ambientairquality. Inaddition,diffusivesamplersusedtomeasureambientairqualityhavetoalsofulfilsomespecificrequirementsin additiontothosespecifiedinEN135281.Th
30、esespecificrequirementsaregiveninthispartofEN13528(see clause5).prEN135283givesguidanceontheselection,useandmaintenanceofdiffusivesamplersusedto measureambientairquality. Itistheusersprimaryresponsibilitytochooseappropriateproceduresordevicesthatmeettherequirementsof thisEuropeanStandard.Onewayofdoi
31、ngthisistoobtaininformationorconfirmationfromthemanufacturer.Type testing,ormoregenerally,theassessmentofperformancecriteriaofproceduresordevices,canbeundertakenby themanufacturer,user,testhouseorresearchanddevelopmentlaboratory,asismostappropriate. 34、dpracticalapplications oftheestimationoftheuncertaintyofmeasurementsaredifferent.EN135282:2002(E) 6 1Scope ThisEuropeanStandardspecifiesspecificperformancerequirementsandtestmethodsunderprescribed laboratoryandfieldconditionsfordiffusivesamplersusedforthedeterminationoftheconcentrationofgasesor vapo
35、ursinambientair. Suchrequirementsapplytoalldiffusivesamplers,irrespectiveofthephysicalnatureoftheratecontrollingprocess andirrespectiveofthenatureofthesorptionprocessandtheanalyticaldetermination. Thisstandardappliestoallstagesofthemeasuringprocedure,includingtransportationandstorageofthesample wher
36、eappropriate. Thisstandardappliestomeasuringprocedureswithseparatesamplingandanalysisstages,andalsotodirect readingdevices. ThisEuropeanStandardisapplicabletodiffusivesamplersaccordingto3.6ofEN135281:2002. ThisEuropeanStandardshouldenablemanufacturersandusersofdiffusivesamplerstoadoptaconsistent app
37、roachtosamplervalidationandprovideaframeworkfortheassessmentofsamplerperformanceagainst criteriaspecifiedinEN135281.Itistheresponsibilityofthemanufacturerorofthosewhoassemblethediffusive samplerstoensurethatthesamplercomplieswiththedataqualityobjectivesgiveninthisEuropeanStandard. Forthepurposeofdem
38、onstratingcompliancewithdataqualityobjectivesprescribedformethodstobeusedin supportoftheCouncilDirectiveonAmbientAirQualityAssessmentandManagement,thispartofEN13528 providestherelevantrequirementsandtestmethodsforthedeterminationofmeasurementuncertainty.As indicatedin6.5.2to6.5.4,someoftheseprocedur
39、esaretobeundertakenbyasinglerepresentativelaboratory, somebyseverallaboratoriesinaninterlaboratorytrial,andsomebythelaboratoryimplementingthemethod.This divisionofresponsibilityisinaccordancewithTable1ofCENReportCR14377:20023. Whereonlyonelaboratoryisinvolvedinestablishingtheperformancecharacteristi
40、csofamethod,asina manufacturersassessment,thereproducibilityelementsoftheuncertaintybudgetshallbeestimatedunderwithin laboratoryreproducibilityconditions,i.e.byperformingtherelevantexperimentsindependently,asfaras reasonablypracticable.Thistypeofassessmentisidentifiedaslevel2(seeclause8).
