16、epreparationofadefinitiveterminologyisdifficultinanyfieldofactivitybutforpackagingthetaskhasbeen mademorecomplexbydevelopments,inEurope,inthefieldofpackagingandtheenvironment.Thesehaveledto aEuropeanCommunityDirectiveonPackagingandPackagingWaste(94/62/EC)whichitselfhasintroducedterms anddefinitionst
17、hatarenotalwaysinlinewiththoseincommonuse.Thatdirectivecoversallpackagingplacedon theMarketoftheEuropeanUnion,whereveritisproducedorusedandallpackagingwastearising.InannexIIit listsessentialrequirementsrelatingtothemanufactureandcompositionofpackagingaswellasthosespecificto itsreuseandrecovery(wheth
18、erasmaterials,intheformofenergyorthroughbiodegradationincluding composting).ItdefinestwelvebasictermsthatareemployedintheDirective. Therefore,inadditiontoestablishingalistofbasictermsanddefinitionsthatassistsinapplyingawholerangeof packagingstandards,thisEuropeanStandardseekstoidentifyanyvariationan
