17、NAL ELECTROTECHNICAL COMMISSION _ LIVE WORKING CARE, MAINTENANCE AND IN-SERVICE TESTING OF AERIAL DEVICES WITH INSULATING BOOMS FOREWORD 1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC Nat

18、ional Committees). The object of the IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, the IEC publishes International Standards. Their preparation is entrusted to technic

19、al committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. The IEC collaborates closely with the International Orga

20、nization for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an international consensus of opinion on the relevant subjects since each tech

21、nical committee has representation from all interested National Committees. 3) The documents produced have the form of recommendations for international use and are published in the form of standards, technical specifications, technical reports or guides and they are accepted by the National Committ

22、ees in that sense. 4) In order to promote international unification, IEC National Committees undertake to apply IEC International Standards transparently to the maximum extent possible in their national and regional standards. 29、TCEISB BSI15October2001 BSIECTS61813:20005TS 61813 IEC:2000 6 LIVE WORKING CARE, MAINTENANCE AND IN-SERVICE TESTING OF AERIAL DEVICES WITH INSULATING BOOMS 1 Scope This technical specification provides an informative guide on care, maintenance and in- service testing requirements of aerial devices w

30、ith insulating booms used for live working. This specification is not a replacement for manufacturers recommendations but rather a supplement containing critical generic requirements. In all cases, the manufacturers speci- fication and reasonable recommendations regarding use, care, maintenance, rep

31、airs and adjustments shall be adhered to. 2 Normative references The following normative documents contain provisions which, through reference in this text, constitute provisions of this technical specification. For dated references, subsequent amendments to, or revisions of, any of these publicatio

32、ns do not apply. However, parties to agreements based on this technical specification are encouraged to investigate the possibility of applying the most recent editions of the normative documents indicated below. For undated references, the latest edition of the normative document referred to applie

34、s with insulating boom used for live working 3 Definitions For the purposes of this technical specification, the definitions given in IEC 60050-651, specific to live working tools and equipment, and in IEC 61057, specific to aerial devices with insulating booms for live working, as well as the follo

37、ISB BSI15October2001 BSIECTS61813:20006TS 61813 IEC:2000 7 4 General Aerial devices used for live working applications provide protection to the operator, and failure may contribute to an incident. It is, therefore, important that a structured maintenance programme be established and that operators

38、be formally trained and qualified in care and maintenance. After the aerial device is put into service, periodic testing and in-service checking will ensure that the characteristics of the equipment remain adequate for live working, and in accordance with design specifications. Maintenance and frequ

39、ency of maintenance shall be determined on the basis of the recommendations of the manufacturer and with due cognizance of the aerial device duty cycle and environmental effects such as pollution and weather. NOTE Manufacturers employ various techniques in the construction of the insulating booms, e

40、ach with individual peculiarities. The manufacturers specific recommendations regarding care and maintenance should be strictly adhered to in all cases. 5 Care of insulating components 5.1 Care whilst in transit Platforms shall be returned to their normal position. If applicable, the jib shall be re

41、moved or retracted. The upper boom shall be folded and the lower boom lowered so that both rest on their respective supports. Extensible booms shall be fully retracted. Boom tie-down straps should be used to prevent the boom being damaged whilst in transit. Where articulated types are to be used “of

42、f road”, consideration should be given to both upper and lower boom tie- down straps. When the unit is being moved, the boom hydraulic operating system should be disengaged, and, in the case of hydraulically levelled platforms, the free-swing of the latter shall be ensured. Aerial devices used for l

43、ive working are exposed to contaminants such as rain, road dust and salts, and other atmospheric pollutants which may affect the characteristics of insulating booms and thereby reduce the dielectric withstand. Similarly, long-term exposure to ultraviolet radiation may affect the insulating propertie

44、s. It is recommended that where the insulating components of an aerial device are exposed to a harsh environment, consideration should be given to the use of protective covers whilst in transit and during storage. 5.2 Care during work activities An insulating aerial device is used for positioning on

45、e or more operators in a live-line working environment and, possibly, to move materials, apparatus or live parts by means of an insulating jib. To prevent damage, it is important that boom and jib operations should be smooth and free from sudden, shock movements. Direct contact with extraneous equip

46、ment, such as structures, trees, etc., should be avoided. It is recommended that a minimum clearance of 100 mm be maintained thus providing a physical and visible air gap. 7egaP 0002:31816STCEISB BSI15October2001 BSIECTS61813:20007TS 61813 IEC:2000 8 Tools, equipment and materials that are temporari

47、ly stored within the confines of the platform should not be stood upon and they should be removed from platforms as soon as practicable and before storage. Similarly, such items should not be dropped into the platform. To protect the insulating properties and structural integrity of the insulating p

48、latforms, consideration should be given to the use of a protective liner or scuff pad. The aerial device shall not be used as a fulcrum for prying, pushing or lifting. Conductors or other equipment shall not be laid on the platforms. The winch shall only be used for lifting or lowering. It shall not

49、 be used in any other configuration unless explicitly warranted by the manufacturer. The rated capacity of the aerial device shall not be exceeded either by overloading or exceeding the moments conducive to overturning. Caution should be exercised when carrying tools and equipment not to exceed the platform capacity. 5.3 Storage When parking aerial devices in
