It is a not-for-profit, nonstatutory, voluntary membership association engaged in standa

4、rds development and certification activities. CSA standards reflect a national consensus of producers and users - including manufacturers, consumers, retailers, unions and professional organizations, and governmental agencies. The standards are used widely by industry and commerce and often adopted

5、by municipal, provincial, and federal governments in their regulations, particularly in the fields of health, safety, building and construction, and the environment Individuals, companies, and associations across Canada indicate their support for CSAs standards development by volunteering their time

6、 and skills to CSA Committee work and supporting the Associations objectives through sustaining memberships. The more than 7000 committee volunteen and the 2000 sustaining memberships together form CSAs total membership from which its Directors are chosen. Sustaining membenhips represent a major sou

7、rce of income for CSAs standards development activities. The Association offers certification and testing services in support of and as an extension to its standards development activities. To ensure the integrity of its certification process, the Association regularly and continually audits and ins

8、pects products that bear the CSA Mark. In addition to its head office and laboratory complex in Etobicoke, CSA has regional branch offices in major centres across Canada and inspection and testing agencies in eight countries. Since 191 9, the Association has developed the necessary expertise to meet

9、 its corporate mission: CSA is an independent service organization whose mission is to provide an open and effectbe forum for activities facilitating the exchange of goods and services through the use of standards, certification and related services to meet national and international needs. The Standardr Council of Canada is the coordinating body of the National Standards System, a federation of independent, autonomous organizations working towards the further development and improvement of voluntary standardmtion in the national inte

The principal objects of the Council are to foster and promote voluntary standardization as a means of advancing the national economy, benefiting the health, safety, and welfare of the public, assisting and protecting the consumer, facilitating domestic and international trade, and furthering

15、international cooperation in the field of standards. A National Standard of Canada is a standard which has been approved by the Standards Council of Canada and one which reflects a reasonable agreement among the views of a number of capable individuals whose collective interests provide to the great

16、est practicable extent a balance of representation of producers, users, consumers, and others with relevant interests, as may be appropriate to the subject in hand. It normally is a standard which is capable of making a significant and timely contribution to the national interest Approval of a stand

17、ard as a National Standard of Canada indicates that a standard conforms to the criteria and procedures established by the Standards Council of Canada. Approval does not refer to the technical content of the standard; this remains the continuing responsibility of the accredited standardsdevelopment o

18、rganization. Those who have a need to apply standards are encouraged to use National Standards of Canada whenever practicable. 23、International Organization for Standardization) Standard 14020:1998 (first edition, 1998-08-01 ). The IS0 14000 family of Standards was developed by environmental experts from around the world, under the auspices of the IS0 Technical Committee 207. Canada plays a major role in this area. The Secreta

24、riat of ISO/TC 207 is held by CSA on behalf of Canadas member body in ISO, the Standards Council of Canada, and the Chair of TC 207 is a Canadian. Standards through CSAs national consensus development forums. The CSA Technical Committee on Environmental Labelling (EL) is the source of Canadian exper

25、ts for the IS0 14020 Standards. This Technical Committee provides expert input to the Canadian Advisory Committee to ISO/TC 207/SC 3 (CAC/ISO/TC 207/SC 3). In consultation with the EL Technical Committee, CAC/ISO/TC 207/SC 3 is responsible for developing and submitting coordinated Canadian responses

26、, comments, and voting actions on ISO/TC 207/SC 3 documents and helping to establish the Canadian position for delegates to take in international meetings. Technical Committee on Environmental Labelling has approved the technical content of this Standard and supports it on a continuing basis, provid

27、ing interpretations, updates and revisions, reaffirmations or withdrawals, as appropriate for Canadian stakeholders. This Standard was reviewed for Canadian adoption by the CSA Technical Committee on Environmental Labelling, under the jurisdiction of the Strategic Steering Committee on Environment,

28、and has been formally approved by the Technical Committee. A list of the members of the Technical Committee is available upon request. 32、odies). The work of preparing International Standards is normally carried out through IS0 technical committees. Each member body interested in a subject for which a technical committee has been established has the right to be represented on that committee. International organizations, governmental a

33、nd non- governmental, in liaison with ISO, also take part in the work. IS0 collaborates closely with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization. International Standards are drafted in accordance with the rules given in the ISOAEC Directives

34、, Part 3. Draft International Standards adopted by the technical committees are circulated to the member bodies for voting. 37、 the subject of the IS0 14000 series. Environmental labels and declarations provide information about a product or service in terms of its overall environmental character, a specific environmental aspect, or any number of aspects. Purchasers and potential purchasers can use this information in choos

38、ing the products or services they desire based on environmental, as well as other, considerations. The provider of the product or service hopes the environmental label or declaration will be effective in influencing the purchasing decision in favour of its product or service. If the environmental la

39、bel or declaration has this effect, the market share of the product or service can increase and other providers may respond by improving the environmental aspects of their products or services to enable them to use environmental labels or make environmental declarations, resulting in reduced environ

40、mental stress from that product or service category. iii INTERNATIONAL STANDARD 0 IS0 IS0 14020:1998(E) Environmental labels and declarations - General principles 1 Scope This International Standard establishes guiding principles for the development and use of environmental labels and declarations.

41、It is intended that other applicable standards in the IS0 14020 series be used in conjunction with this International Standard. Where other International Standards provide more specific requirements than IS0 14020, such specific requirements take precedence. This International Standard is not intend

42、ed for use as a specification for certification and registration purposes. NOTE Other International Standards in the series are intended to be consistent with the principles set forth in this International Standard. Other standards currently in the IS0 14020 series are IS0 14021, IS0 14024 and IS0 1

43、4025 (see Bibliography). 2 Terms and definitions For the purposes of this International Standard, the following terms and definitions apply. 2.1 environmental label environmental declaration claim which indicates the environmental aspects of a product or service NOTE label, in product literature, in

44、 technical bulletins, in advertising or in publicity, amongst other things. 2.2 life cycle consecutive and interlinked stages of a product system, from raw material acquisition or generation of natural resources to the final disposal IS0 14040:1997 NOTE 2.3 environmental aspect element of an organiz

45、ations activities, products or services which can interact with the environment An environmental label or declaration may take the form of a statement, symbol or graphic on a product or package “Product“ includes any goods or service. 3 Objective of environmental labels and declarations The overall

46、goal of environmental labels and declarations is, through communication of verifiable and accurate information, that is not misleading, on environmental aspects of products and services, to encourage the demand for and supply of those products and services that cause less stress on the environment,

47、thereby stimulating the potential for market-driven continuous environmental improvement. 1 IS0 14020:1998(E) 4 General principles 4.1 General All of the principles set out in 4.2 to 4.10 are applicable to all environmental labels and declarations. Where other International Standards in the IS0 1402

48、0 series provide more specific requirements than IS0 14020, such specific requirements shall be followed. 4.2 Principle 1 4.2.1 Statement Environmental labels and declarations shall be accurate, verifiable, relevant and not misleading. 4.2.2 Specific considerations The usefulness and effectiveness o

49、f environmental labels and declarations depend upon the extent to which they convey reliable and meaningful information about the environmental aspects of a product or service. Environmental labels and declarations shall provide accurate information about the environmental aspects of a product or service. The factual and technical basis for environmental labels and declarations shall be verifiable. Environmental labels and declarations shall provide information that is relevant; they shall address only nontrivial environmental aspects related to the actual cir
