3、 ISO 2004The Canadian Standards Association (CSA), under whose auspices this National Standard has been produced, was chartered in 1919 and accredited by the Standards Council of Canada to the National Standards system in 1973. It is a not-for-profit, nonstatutory, voluntary membership association e

4、ngaged in standards development and certification activities. CSA standards reflect a national consensus of producers and users including manufacturers, consumers, retailers, unions and professional organizations, and governmental agencies. The standards are used widely by industry and commerce and

5、often adopted by municipal, provincial, and federal governments in their regulations, particularly in the fields of health, safety, building and construction, and the environment. Individuals, companies, and associations across Canada indicate their support for CSAs standards development by voluntee

6、ring their time and skills to CSA Committee work and supporting the Associations objectives through sustaining memberships. The more than 7000 committee volunteers and the 2000 sustaining memberships together form CSAs total membership from which its Directors are chosen. Sustaining memberships repr

7、esent a major source of income for CSAs standards development activities. The Association offers certification and testing services in support of and as an extension to its standards development activities. To ensure the integrity of its certification process, the Association regularly and continual

8、ly audits and inspects products that bear the CSA Mark. In addition to its head office and laboratory complex in Toronto, CSA has regional branch offices in major centres across Canada and inspection and testing agencies in eight countries. Since 1919, the Association has developed the necessary exp

9、ertise to meet its corporate mission: CSA is an independent service organization whose mission is to provide an open and effective forum for activities facilitating the exchange of goods and services through the use of standards, certification and related services to meet national and international

11、 towards the further development and improvement of voluntary standardization in the national interest. The principal objects of the Council are to foster and promote voluntary standardization as a means of advancing the national economy, benefiting the health, safety, and welfare of the public, ass

12、isting and protecting the consumer, facilitating domestic and international trade, and furthering international cooperation in the field of standards. A National Standard of Canada is a standard which has been approved by the Standards Council of Canada and one which reflects a reasonable agreement

13、among the views of a number of capable individuals whose collective interests provide to the greatest practicable extent a balance of representation of producers, users, consumers, and others with relevant interests, as may be appropriate to the subject in hand. It normally is a standard which is ca

14、pable of making a significant and timely contribution to the national interest. Approval of a standard as a National Standard of Canada indicates that a standard conforms to the criteria and procedures established by the Standards Council of Canada. Approval does not refer to the technical content o

15、f the standard; this remains the continuing responsibility of the accredited standards development organization. Those who have a need to apply standards are encouraged to use National Standards of Canada whenever practicable. These standards are subject to periodic review; therefore, users are caut

19、/CSA-ISO 14004, Environmental management systems General guidelines on principles, systems and support techniques, which is an adoption without modification of the identically titled ISO (International Organization for Standardization) Standard 14004 (second edition, 2004-11-15). It supersedes the p

20、revious edition, published in 1996 as CAN/CSA-ISO 14004, (adopted ISO 14004:1996).This second edition of CAN/CSA-ISO 14004 contains new guidance on the issue of nonconformity (see Clause 4.5.3), portions of which require further clarification. The CSA Technical Committee on Environmental Management

21、Systems has prepared guidance on this issue, as well as on the changes included in the second edition of CAN/CSA-ISO 14001. This guidance is published as Summary of Key Changes between ISO 14001:1996 and ISO 14001:2004 and included in CSAs Special Publication PLUS 14000, The ISO 14000 Essentials.Thi

22、s Standard was reviewed for Canadian adoption by the CSA Technical Committee on Environmental Management Systems (EMS), under the jurisdiction of the Strategic Steering Committee on Business Management and Sustainability, and has been formally approved by the Technical Committee. 33、on of national standards bodies(ISO member bodies). The work of preparing International Standards is normally carried out through ISOtechnical committees. Each member body interested in a subject for which a technical committee has beenestablished has the right to be represented on that committee. I

38、ty of the environment, organizations of all types and sizesare increasingly turning their attention to the environmental impacts of their activities, products and services.The environmental performance of an organization is of importance to internal and external interested parties.Achieving sound en

39、vironmental performance requires organizational commitment to a systematic approach andto continual improvement of an environmental management system (EMS).The general purpose of this International Standard is to pr ovide assistance to or ganizations that wi sh toimplement or im prove an environment

40、al man agement system and thereby im prove their en vironmentalperformance. This International Standard is consistent with the concept of sustainable development andcompatible with diverse cultural, social and organizational frameworks and systems of management.This International Standard can be use

While the guidelines inthis International Standard are consistent with the I

44、SO14001 environmental management system model, theyare not intended to provide interpretations of the requirements of ISO14001. For ease of use, the subclausesof Clause4 of ISO14001 have the same numbering as in ISO14004. However, the latter has extra subclauses(e.g. 4.3.1.1 or 4.3.3.3), where detai

45、led or additional guidance for an effective environmental managementsystem implementation is considered useful. Apart from this International Standard and ISO14001, there arenumerous other environmental management standards in the series of International Standards established byISO/TC207. A referenc

46、e to and description of these International Standards can be found in the ISO publicationThe ISO14000 Family of International Standards.This International Standard describes the elements of an environmental management system and providesorganizations with gu idance on ho w to es tablish, imp lement,

47、 maintain or improve an en vironmentalmanagement system. Such a system can substantially enhance an organizations ability to anticipate, identifyand manage its interactions with the environment, meet its environmental objectives and ensure ongoingcompliance with ap plicable le gal requirements an d

48、wit h othe r r equirements to whi ch the or ganizationsubscribes.Examples and approaches are presented throughout this International Standard for illustrative purposes. Theyare not intended to represent the only possibilities, nor are they necessarily suitable for every organization. Indesigning and

49、 implementing or improving an environmental management system, organizations should selectapproaches that are appropriate to their own circumstances.
