2、ted by the “European Radiocommunications Committee I (ERC): SCOPE The Recommendation provides a procedure for mutual acceptance of test results and type approvals for all radio equipment including Radio Terminal Equipment, except for those CEPT Administrations and for those situations for which the
3、Directive 91/263/EEC is applicable. These procedures can be used in connection with national type approval regulations including those based on ETSI standards or other international standards. INTRODUCTION Traditionally, CEPT Administrations have in principle required radio equipment to be type appr
4、oved to a relevant (national) technical standard. Economies of scale and harmonisation have made it in the interest of the manufacturers to produce radio equipment for the largest possible markets, with a minimum of cost and effort. CEPT Administrations should therefore promote the harmonisation of
5、technical standards as far as possible, harmonise and simplify type approval procedures, and mutually accept the results of type testing. The harmonised approach in respect of type approval, marking, and technical issues is described in CEFW ERC Report 12. The mutuai acceptance procedures in this Re
6、commendation include the recognition by CEPT of relevant, and where appropriate combinations of, technical standards, issued by standardisation bodies. “The European Conference of Postal and Telecommunications Administrations (CEFT), considering that a) there is an urgent need for common procedures
7、for type testing, type approval and marking for radio equipment; b) CEPT Administrations view as an ultimate desirable goal a system based on the model of approvals and marking contained in the Telecommunications Terminal Equipment Directive (91/263 EEC), adapted as appropriate for other radio equip
8、ment; c) it is desirable to have harmonised conditions of accreditation for test laboratories; d) technical standards can have options for certain technical characteristics. Therefore CEPT Administrations may choose different options in these technical standards; Edition of August 26, 1994 CEPTERWFI
9、EC 01-06 E Page 2 recognising that a) there is an MOU between ERC and ETSI dealing with standards for radio equipment; b) Where ETSI standards are not available, CEPTIERC may recognise technical standards from other standardisation bodies until such standards become available; c) Future EC Directive
10、s may require modification to the mechanisms of this Recommendation; d) where an Administration considers it necessary, it has the right to request the application form and test report form showing the results of type tests of the equipment; e) CEPT Administrations recognise the method of assessment
11、 as described in ETSI Technical Report 028, annex B, when examining the results of the measurements in order to decide whether to accept or reject the granting of type approval; recommends that 1) CEPT Administrations adopt the following common procedures for mutual acceptana by national regulatory
12、bodies of type approval and accreditation requjrements for type testing of radio equipment; 2) type testing shall be carried out at a test laboratories accredited in accordance with the IS0 guides 25 and 38, or EN 45001 and EN 45002, or a National Standard conforming to IS0 guides 25 and 38, or EN 4
13、5001 and 45002; 3) Accredited test laboratories shall use application forms and test report forms, approved by CEPS/ERC/RR for each particular standard; 4) If an application form and test report form for a particular standard is not available the documents shall be based upon the model application f
14、orm and model test report form approved by CEPTIERC; In cases where CET/ERC has made provisions for free circulation and use of radio equipment: 5) CEPS Administrations shall grant type approval on the basis of a type approval certificate issued by another Admimistration. showing that the equipment
15、conforms to the relevant national regulations; 6) Type approval certicates shall contain as a minimum the following information: the CEPT Administration that issued the original type approval for this equipment; the manufacturer; the technical standard the type designation of the equipment; the type
16、 of equipment (e.g. base station, mobile station, portable or other); 7) where free circulation and use is envisaged for type approved equipment, the equipment shall bear a mark in the form given in the Recommendation dealing with free Circulation of the equipment in question. Whenever possible, the
17、 mark should be in the form shown in Annex 1; Edition of August 26, 1994 In other cases: 8) CEPT Administrations shall accept as a basis for type approval the application form together with the test report of tests carried out to a technical standard, and validated by an accredited test laboratory;
18、9) The type approval certificate shall contain as a minimum the following information in addition to the information mentioned in paragraph 6: type approval numk, issue. number; date of original certificate; original approval reference; category of service; fiequency (transmitter and receiver) range
19、; power (fixed or variable) range; channel spacing(s); temperature range(s); further information relevant to each particular standard (e.g. communal site usage, simplex, duplex etc.); 10) At an applicants request, equipment may be tested to a number of options included within a technical standard fo
20、r a given parameter in order to meet different regulatory requirements. In relevant cases Administrations shall accept the results of tests carried out in this way as a basis for type approval, provided that these test results show that the parcular Administrations regulatory requirements are met; 1
21、1) The radio equipment mark, if any, shall be at the discretion of National Admhktrations.“ CEPTERCIREC 01-06 E Annex 1, Page 1 ANNEX 1 CONDITIONS FOR THE MARKING OF RADIO EQUIPMENT COVERED BY PARAGRAPH 7 OF THIS RECOMMENDATION The radio equipment shall bear a mark in the following form: CEP X Y Whe
22、re X is the symbol of the radio equipment, specified in the relevant CEPT Recommendation and Y is the symbol of the national Administration which issued the type approval certificate. The symbol could be followed by the national authorisation number. The symbol of the national CEPT Administrations s
23、hould be as shown in the list of CEPT Member Countries, maintained by ERO.
