1、CEPTIERCIREC 21-17 E Page 1 Distribution: B CEPT/ERC RECOMMENDATION 21-17 E (Helsinki 2000) IMPLEMENTATION OF GMPCS MOU AND ARRANGEMENTS Recommendation adopted by the Working Group “Radio Regulatory“ (RR) INTRODUCTION The first ITU World Telecommunication Policy Forum (WTPF) met in Geneva to discuss
2、 “Global Mobile Personal Communications by Satellite“ (GMPCS) in 1996. By consensus, the WTPF adopted five Opinions. One of the Opinions recognised that the early introduction of GMFCS services will be facilitated by a GMPCS Memorandum of Understanding (MOU) to be used as a framework for Arrangement
3、s to facilitate the global circulation and transborder roaming of GMPCS Terminals. On 14 February 1997 the GMPCS-MOU was finalised and became open for signature. Based on the MOU, GMPCS Arrangements were developed. All administrations and other relevant parties were invited to implement these Arrang
4、ements. Implementation of these Arrangements is voluntary. These Arrangements provide a framework for the following: Facilitation of mutual recognition of Type Approvals/Conformity Assessment of GMPCS Terminals; Simplified licensing of GMPCS Terminals; A method of identification (marking) of GMPCS T
5、erminals; Access to traffic data by authorised national authorities. a) b) c) d) In the GMPCS-MOU and Arrangements the following functions are identified for the ITU: 0 to act as depository of the GMPCS-MOU and its Arrangements and to make available the information supplied by the Signatories implem
6、enting the Arrangements; to act as the registry for type-approval procedures that administrations andor competent authorities have notified to ITU as having been used to approve terminals; to act as the registry of terminal types once administrations and/or competent authorities have notified to ITU
7、 that terminals have been granted type approval; to authorise the use of the abbreviation “ITU“ as part of the GMPCS-MOU mark on the understanding that ITU shall be protected against liability from such use; The principle of full-cost recovery for the ITU-incurred administrative costs will apply. Th
8、e expenses are to be met by the GMPCS-MOU Signatories and potential Signatories who implement the Arrangements. Signatories being an administration or competent authority shall not be required to bear any of the ITUs costs in connection with the implementation of the GMPCS-MOU Arrangements. The reas
9、on to develop an ERC Recommendation recommending CEPT administrations to sign the MOU, implement the Arrangements and respond to the letters of the Secretary General of the ITU is to promote the activities in relation to the GMPCS MOU and give a signal to the outside world that the CEPT supports the
10、 principles of the MOU and the implementation of the Arrangements. 12、 Conference (Valetta, 1998) adopted Recommendation 8 on “The Timely Implementation of GMPCS“ to encourage implementation of the GMFCS-MOU and Arrangements, 4 that the ITU Council adopted Resolution 11 16 (1998) concerning the “Role of the ITU Secretary General in the Implementation of the GMPCS MOU
13、Arrangements“, e) that the Plenipotentiary Conference (Minneapolis, 1998) confirmed the Secretary Generals continuing role as the Depository of the GMFCS Arrangements, and f) that the Secretary General has invited administrations to participate in the Arrangements; 9 that, in accordance with the Arr
14、angements, the Secretary General has begun issuing system specific implementation letters, noting a) that implementation of the Arrangements is voluntary, b) that no administration or competent authority shall be required to bear any of the ITUs costs in connection with the implementation of the GMP
15、CS-MOU Arrangements. c) that the CEPTERC has adopted a number of ERC Decisions arranging the harmonised use of spectrum for satellite personal communication services, free circulation, use and licensing of a number of different GMFCS terminals, which arrange the practical implementation of the Arran
16、gements, recommends 1) that CEPT administrations sign the GMPCS MOU as soon as possible, 2) that CEPT administrations implement the GMPCS Arrangements and notify the Secretary General accordingly, 3) that CEPT administrations respond to the Secretary Generals system specific implementation letters.“ Edition of March 30. 2000
