INTRODUCTION A number of cases have been identified where a GSM mobile manufacturer who has obtained interim type approval has been ask
3、ed for additional requirements to be met when attempting to export to some European countries. This ranges from such requirements as additional marking on the equipment to being asked to apply for national approval. Clearly the CEPT arrangements for mutual recognition of interim type approval are no
4、t being implemnted in all countries yet. Therefore this report is issued detailing the procedures which need to be in place in ali countries to enable interim type approval to proceed as planned. This document outlines the basic procedures which need to be implemented. 2. PROCEDURES FOR INTERIM TYPE
5、 APPROVAL The basis of interim type approval is detailed in CEPT Recommendation T/R 21-08 E (Annex 1) and these arrangements have been further endorsed by TRAC in its Agreement on the Implementation of NET 10, a copy which is attached as Annex 2. In order for these procedures to operate as planned t
6、he following procedures need to be implemented in every CEPT country: I. The reguiatory authority must accept the GSM interim type approval given by any one of the type approval authorities who have a recognised GSM interim type approval capability for the following purposes: - FREE CJRCULATION AND
7、USE ACROSS THEIR BORDERS AND WITHIN THEIR COUNTRY. FOR PLACING OF EQUIPMENT ON THE MARKET. FOR USE OF TKE EQUIPMENT WITHIN THEIR NATIONAL BOUNDARIES. - - II. The regulatory authority should not require an individual licence for the equipment to be operated. m. No additional mkmg should be required b
8、y the reguiatory authority. The equipment will bear a CEFT mark as detailed in T/R 21-08 E for identification purposes. IV. All GSM interim type approvals are notified to the regulatory authorities of all CEPT countries that are taking part in GSM-MOU by the MOU permanent secretariat. There should b
9、e no need for additional information for the acceptance of type approval. Since the Type Approval Authorities have identified specific information that is required by their regulatory authorities it is possible to include this in a standard notification form which has been developed (see Annex 3). 3
10、. ADDITIONAL INFORMATION The above requirements are not new. They have been developed and agreed in the GSM-MOU with the cooperation of type approval authorities. These arrangements have been included in an agreed CEPT Recommendation and subsequently endorsed by TRAC in its Agreement on the Applicat
11、ion of NET 10. It is therefore hoped that all CEPT regulatory authorities will not have any difficulty in adopting the necessary procedures. 4. CONCLUSION Although T/R 21-08 E contains mainly interimarrangements, it is foreseen, that these arrangements will be needed until the regime of EC Directive
12、 91/263 supersedes these arrangements, which is only foreseen in the course of 1993. It is therefore of importance, that type approval authorities have adopted the necessary procedures stated section 2 to enable GSM interim type approval to proceed as planned. 14、The European Conference of Postal and Telecommunications Administrations, considering a) that a pan-European digital cellular telecommunications system, GSM, operated on frequencies in the 900 MHz band, will be introduced in 1991, b) that the frequency bands to be used for such a systemhave been des
15、ignated by the directive 87/372/EEC and the CEPT Recomndation T/R 75-02 E. c) that it will be necessary for national authorities to have common regulations at their disposal, in order to control the type approval, the marking, the use and the free circulation of GSM mbile stations, d) that the GSM m
16、biie stations will be required to meet the European technical standards of the GSM system, e) that mutual recognition for type approval shall be in accordance with the EC directive “On the first phase of the Mutual Recognition of type approvals of telecommunications terminal equipment“ and subsequen
17、tly the directive “On the approximation of the laws of the member states concerning telecommunications terminal equipment including the mutuai recognition of their conformity“, f) that it will be necessary to have an interim type approval period, recommends 1 that, prior to application of the approv
18、al procedures of the EC directive to GSM mobile stations, national authorities will accept the use of mobile stations given interim of full approval by any type approval authority within CEPT, 2. GSM mobile stations approved according to the procedures of the EC directives will follow its requiremen
19、ts for marking, 3. whenever a GSM mobile station is given approval before the full implementation of the EC directive, it shall bear a mark in conformity with the conditions in Annex 1 of this Recommendation, 4. that CEPT regulatory authorities shall not require an individual licence, 5. that all th
20、e CEPT regulatory authorities shall permit the free circulation for the use in the GSM public network of GSM mobile stations provided that the equipment is type approved and bearing a mark in accordance with Recomnds 2 or 3, 6. that interim type approval for GSM mbile stations shall be in accordance

24、al MS of one single type, and a spare byte for future use. The TAC, together with the SNR, completely identifies an MS. The IMEI can be requested from the MS by the network. INTRODUCTION Considering that an interim type approval procedure is required for GSM mobile stations in order to go into opera
26、tion at GSM system start with international roaming. The following interim procedure shall apply- INTERIM TYPE APPROVAL PROCEDURE Interim type approval shall apply to speech mobile stations only. Mobile stations with non-speech facilities may be submitted for type approval but the non-speech facilit
27、ies will not be tested. Interim type approval shall apply to mobile stations with an accessible antenna connector. Mobile stations without such a connector may also be submitted for type approval when tests on these are included in the test specifications referred to in 2.3. and test facilities have
28、 become available. Mobile stations sball be tested on an interim system sirmilator to the “GSM Mobile Station Conformity Specification for Interim Type Approval“ and procedures as agreed by GSM-MOU. Based on the requirements for mutual acceptance of interim type approval and free circulation of mobi
29、le stations, testing on any GSM network will not be required as a part of the interim type approval procedure. The applicant for type approval of the mobile station will be required to make a declaration that the mbile station is designed to meet all the requiremnts of NeT 10. The applicant for type
30、 approval will also have to make a written undertaking to retrofit or replace any interim approved mobile station which subsequently fails full type approval testing. The applicant for type approval will be required to apply for full type approval testing at the sarne time as he applies for the inte
31、rim approval. Full type approval tests shall be carried out as soon as practicable. The applicant fortype approval shall demonstrate to the type approval authority that production quality controis will ensure continuing conformity to type. The applicant for type approval shall declare that he has ta
32、ken security measures to protect the IMEI. Mobile stations meeting the above requirements; will be given interim approval by a national type approval body. This will be accepted in all European countries operating a GSM system both for placing on the market of mobile stations and for international r
33、oaming. Only mobile stations meetin, the above requirements shall carry a mark in conformity with Annex 1. The right to affix such a mark is granted by the type approval authority. The time duration of the validity of the interim approval will be fixed by the type approval authority but wili not go
34、beyond 1 January 1994. This would be the period envisaged to allow full type approval testing to be completed. Changes to the mobile stations and additional fatures according to the relevant parts of aU of the applicable GSM Recommendations will have to be notified by the applicant for type approval
35、 to the type approval authority. It is up to the type approval authority to decide if further testing is necessary. 37、izing the necessity to give a clear and legal basis for type approval and free circulation of GSM terminals, recognizing the necessity of an interim type approval period, in order to avoid further delay in the introduction of the GSM service in Europe, declaring their support for CEPT (ERC) Recommen
38、dation T/R 21-08 E establishing an appropriate interim mangement, recognizing the competence of the CEC regarding relations with third countries, agree 1. that NET 10 takes effect on 22nd April 1992. The transition period starts on 22nd April 1992 and ends on 1 st January 1994, or such later date as
39、 may be given in an amendment of para. 2.1 1. of hex 2 of CEPT Recommendation T/R 21-08 E, 2. that the GSM interim type approval procedure laid down in CER Recommendation TIR 21-08 E shall be applied. This includes in particular: a) Mobile stations shall be tested on a system simulator, operated by
40、an accredited laboratory, to the “GSM Mobile Station Conormity Specification for Interim Type Appr0val“as agreed by GSM-MOU as detailed in its Permanent Reference document TA.OIBU, version 3.0.0. or such later version as may be adopted by the GSM MOU. b) The applicant for type approval of the mobile
41、 station will be required to make a declaration that the mobile station is designed to meet all the requirements of NET 10. 3. before accrediting a laboratory for NET 10, the national authority shall ensure that the laboratoq is able to carry out the validated tests contained in the GSM-MOU Permanen

43、RMATION EXCHANGE ON TYPE APPROVED GSM MOBILE STATIONS It is considered useful to exchange hformation on type approved mobiles between the permanent secretariat of GSM-MOU and the Type Approval Authorities (TAAs) in a standardised way. The information to be delivered by the TAAs should include at lea
44、st the following elements: 1. Type Approval Authority 2. Type approval holder 3. Type of designation (with all variants) - i.e. model number with revision status 4. Class of equipment 5. Type Approval Code (TAC) 6. Final Assembly Code (PAC) 7. Serial Number Range 8. Marketing name (with all variants) 9. Peripheral equipments (configurations that are type approved) 10. Extra features (conFigurations that are type approved) 1 1. Approval datelApproval number. The pement secretariat shall deliver this information to all participating TAAs.
