2、 “The European Conference of Postal and Telecommunications Administrations, considering a) the need to simplify the customer interface with regard to ordering, implementation and billing procedures currently used by the Network Operators, b) the need to offer to customers a single point of contact f

3、or a number of international telecommunications services in order to better meet their requirements, c) that this schedule is intended to serve as a general framework for the establishment of bilateral arrangements between Network Operators on One-Stop-Shopping leased circuits and does not exclude t

4、he possibility of special provisions in any future bilateral agreements and does not prejudice existing bilateral agreements, d) that this schedule is not intended to create a binding agreement between Network Operators, and the extent to which it is used when developing bilateral agreements is a ma

5、tter for individual Network Operators, e) that the service specific schedule should be regarded as a flexible framework and will have to be kept under review, f) that the procedures detailed in this schedule are in addition to the general operating principles already documented O in the Memorandum o

9、 a range of telecommunications links designed for the dedicated use of customers. The range offers a choice of circuit types for use as voice or non-voice transmission links between customer sites. Leased circuits can be either digital or analogue. The circuits can be used for point-to-point links o

10、r to built extensive corporate networks. International private leased circuits are available for customers use on a permanent basis but can also be offered on a temporary basis. These circuits are routed via cable, satellite or microwave radio. The complete set of OSS procedures and features may not

11、 be applied to all types of circuits listed below. 2. SERVICE DESCRIPTION 2.1. Analogue Leased Circuits Are provided to the following specifications: o Voice Grade Circuits: two or four wire circuits for transmission of speech, facsimile or data mixed use with the bandwidth of 3.1 kHz. The following

12、 qualities of international circuits according to CCITT Recommendations are available : M.1020/M.1025 Intended for data transmission or other purposes that require a special quality. M.1040 Intended for telephony or other purposes that do not require a special quality. transmission or a combination

13、of voice and data and can also include broadcasting. o Wide Band Circuits: are available at 48 kHz. They may be used for high speed facsimile or data 2.2. Digital Leased Circuits Services to customers provided by means of international leased digital telecommunications circuits shall be offered on a

14、 full time, full duplex basis, although exceptions may be made as agreed on a case by case basis. Data transmission rates offered may range from 64 kbit/s to N x 64 kbit/s. Other data transmission rates may be provided on request wherever possible to meet a customer require- ment, and will be agreed

15、 between the parties before the order is accepted. Determination of the appropriate data transmission rate will be subject to customer requirements, cost, and availability of suitable facilities. 3. CONTACT POINT DETAILS Contact points should be provided by each Network Operator to cover the followi

16、ng activities: o Information/Pre-Order Request o Ordering o Implementation to ensure the exchange of any information required prior to an order being signed. to ensure the co-ordination of orders when they are received. to ensure the monitoring of an order during the implementation process including

17、 the handover of the service to the customer on completion. to ensure completion of all aspects relating to billing, accounting and settlement requirements. o Charging Details should be listed in the format shown in Annex 1. It should be noted that a single contact may cover all areas concerned. In

18、addition, specific order contact points, e.g. technical, may also be given. 19、pplicable to connections between the individual countries are determined in accordance with the appropriate national regulations. These regulations may take into account the relevant CEPT and CCITT Recommendations. ONE-STOP-SHOPPING PROCEDURES Information The Network Operator approached by a custome

20、r with a general inquiry which can be answered from information already available will respond within 5 working days. Where a detailed inquiry is received, requiring direct contact with a distant Network Operator, the response to the customer will be made within 10 working days. A flow chart indicat

21、ing the principles of these inquiry procedures is shown in Annex 2. Pre-Order Request A Network Operator receiving an inquiry relating to a prospective order will complete a Pre-Order Request form (an example is shown in Annex 3) and immediately send it to the Network Operator(s) involved for comple

22、tion and return. Response time to the customer during the pre-order phase should not exceed 15 working days. A flow chart detailing the principles of the Pre-Order Request phase is shown in Annex 4. Order Process The Co-ordinating Network Operator will use the information obtained from the participa

23、ting Network Operator(s) to present the customer with the relevant orders/documents-including the Warranty of Agency where applicable-for signature, the original of which will be returned to the respective participating Network Operator. Examples of a Warranty of Agency are given in Annex 5. Order P

24、rogress A flow chart indicating the required exchange of information during order progress is attached in Annex 6. It is recognized that, in the light of future experience, it should be possible to specify a maximum target provision date between Network Operators. This target will refer to the time

25、period between the receipt of an order to the handover of the service to the customer. Implementation The engineering implementation of a service will be according to the standard procedures already existing between Network Operators, and in line with CCITT Recommendations. This does not preclude th

26、e introduction of any additional procedures thought to be appropriate or desirable on a bi/multilateral basis. Charging Principles The rentals will be based on the charges applicable in the respective countries, any one of which may take due account of the principles laid down in the relevant CCITT

27、and CEPT Recommendations. In the case of digital leased circuits special conditions may be applied within the framework of medium and longterm contracts. Each participating Network Operator will communicate its national rentals in its national currency to the co-ordinating Network Operator. Edition

Billing Billing documentation will be dispatched to the customer with appropriate regard to the billing of the individual Network Operators involved and ma

29、y include any charge levied for the OSS facility. It is the responsibility of the participating Network Operator(s) to notify the Co-ordinating Network Operator of all charges to be collected on their behalf according to their billing cycles. These charges should include: o the regular period rental

30、, o any part period rental to take account of the charges from the date of provision through to the appropriate billing period, o any connection charge, o any other charges relating to the circuit(s) in question, o national tax, o relevant discount when appropriate. A table detailing billing and set

31、tlement information for the various Network Operators as shown in Annex 7. Settlement The Co-ordinating Network Operator will arrange the appropriate settlement with the participating Net- work Operator(s) irrespective of whether the customer has paid or not. In the case of customer default, it is f

32、or the Co-ordinating Network Operator to notify the participating Network Operator(s) that an invoice has not been paid by the due date stated. The co-ordinating Network Operator shall notify the participating Network Operator) of the sum unpaid and this will act as an early warning of default. If t

33、his sum remains unpaid by an agreed period after the due date, then the Single End Billing arrangement may be withdrawn, and the Co-ordinating Network Operator will be able to reclaim from the participating Network Operator(s) any sums that have been transferred but not paid by the customer. Further

34、 action is a matter for each national Network Operator on the basis of the contractual terms and conditions between the Network Operators involved and their customers. Settlement may be based on the CEPT clearing method. The accounting formalities shall comply with the regulations applicable to inte

35、rnational telecommunications trafic. Alternatively, bank transfer may be used by bilateral agreement between Network Operators. MAINTENANCE CO-ORDINATION AND CUSTOMER SUPPORT The purpose of this section is not to replace existing procedures between Network Operators for main- tenance and support, bu

36、t to suggest areas for improved co-ordination between Network Operators. Fault Reporting and Clearance Customers who choose One-Stop-Shopping should also be able to choose single end fault reporting, if they require it. It should be noted that single end fault reporting is not as yet available, and

37、will be subject to bilateral agreement between Network Operators. If single end fault reporting is requested by the customer, the Co-ordinating Network Operator will normally be the single point for reporting faults. Alternatively, the customer may nominate another Network Operator as his fault repo

38、rting point-the nominated Network Operator will be free to accept or refuse this responsibility. Customers who choose single end fault reporting must undertake to report all faults only to their nominated fault reporting point. The Co-ordinating Network Operator must ensure that the customer underst

39、ands this requirement. The nominated fault reporting point should brief the customer fully on fault reporting procedures. Normal inter-Network Operator procedures for fault clearance, as specified in CCITT Recommendations will apply. The billing function of the Co-ordinating Network Operator should

TICAC 05 E Page 5 The nominated fault reporting point will accept responsibility for liaising with other Network Operators to clear fault

41、s and will also keep the customer informed on progress with fault clearance. Customers should receive a status report within 4 working hours of reporting a fault and regular reports thereafter. Other Network Operators involved will keep the reporting point informed of developments. The basic fault c

42、learance service is in operation in normal local working hours. Alternatively, the customer may opt for service 7 days a week and 24 hours a day, where available. Quality of Semce The quality of service for the international private leased circuits (which are described in Section 2. above) is based

43、on the specifications applicable in the respective countries. The Network Operators should use their best endeavours to take all necessary measures to assure the availability of the service. Circuits provided under OSS conditions will have normal quality of service conditions. However, Network Opera

44、tors are committed to quality improvements in general, and customers increasingly expect better standards of service, partly as an indirect result of the One-Stop-Shopping initiative. Network Operators should monitor quality performance achieved in practice, in comparison with standard quality of se

45、rvice parameters. Such parameters should include: - performance, - mean time between failures (MTBF), - mean time to repair (MTTR). One means of improving quality is preventive maintenance and improved co-ordination between Network Operators. Preventive maintenance is necessary where there is eviden

46、ce that a fault may develop. In such circumstances, the circuit should be checked end to end by the Network Operators concerned. Where preventive maintenance requires a circuit to be taken out of service, the Co-ordinating Network Operator should consult in advance with the customer, to minimize dis

47、ruption.
