2、 Recornmendation adopted by the “European Raiocommunicaiions Committee“ (ERC): “The European Conference of Postal and Telecommunications Administrations, consi&ring that a pan-European digital cellular telecommunications system, GSM, operated on frequencies in the 900 MHz band, will be introduced in
3、 1991, that the frequency bands to be used for such a system have been designated by the directive 87/372/EEC and the CEFT Recommendation T/R 75-02 E, that it will be necessary for national authorities to have common regulations at their disposal, in order to control the type approval, the marking,
4、the use and the free Circulation of GSM mobile stations, that the GSM mobile stations will be required to meet the European technical standards of the GSM system, that mutuai recognition for type approval shall be in accordance with the EC directive “On the rst phase of the Mutual Recognition of typ
5、e approvals of telecommunications terminal equipment“ and subsequently the directive “On the approximation of the laws of the member states concerning telecommunications terminai equipment including the mutuai recognition of their conformity“, that it will be necessary to have an interim type approv

7、oved according to the procedures of the EC directives will follow its requirements for marking, whenever a GSM mobile station is given approval before the full implementation of the EC directive, it shali bear a mark in conformity with the conditions in Annex I of this Recommendation, that CEPT regu

9、t interim type approval for GSM mobile stations shall be in accordance with the procedures given in Annex II. Testing shall be carried out in accordance with the GSM mobile station conformity specification for Interim Type Approval (ITA) and procedures as agreed by GSM MOU, that a GSM mobile station

11、the GSM mobile station in the following form: CEFT GSM X (X being the International Mobile Equipment Identity (IMEI)* as defme m GSM Recommendation 03.03.) *Note: Summary of the IMEI format The IMEI of a mobile station contains the Type Approval Code (TAC), a Final Assembly Code (FAC), a Sahl Number
12、 (SNR), which is different for each mdividual MS of one single type, and a spare byte for future use. The TAC, together with the SNR, completely identifies an MS. The IMEI can be requested from the MS by the network. Format of the IMEI The format of IMEIs is listed below: 4 IMEI 15 digits b in which

INTRODUCTION Considering that an interim type approval procedure is required for GSM mobile stations in order to go into operation at GSM system start with international roaming. The following interim procedure sh
15、all apply. 2. INTERIM TYPE APPROVAL PROCEDURE 2.1. Interim type approval shall apply to speech mobile stations only. Mobile stations with non-speech facilities may be submitted for type approval but the non-speech facilities will not be tested. 2.2. Interim type approval shall apply to mobile statio
16、ns with an accessible antenna connector. Mobile stations without such a connector may also be submitted for type approval when tests on these are included in the test specifications referred to in 2.3. and test facilities have become available. 2.3. 2.4. 2.5. 2.6. 2.7. 2.8. 2.9. 2.10. 2.11. Mobile s
17、tations shall be tested on an interim system simulator to the “GSM Mobile Station Conformity Specification for Interim Type Approval“ and procedures as agreed by GSM MOU. Based on the requirements for mutual acceptance of interim type approval and free circulation of mobile stations, testing on any
18、GSM network will not be required as a part of the interim type approval procedure. The applicant for type approval of the mobile station will be required to make a declaration that the mobile station is designed to meet ail the requirements of NET 10. The applicant for type approval will also have t
19、o make a written undertakmg to retrofit or replace any interim approved mobile station which subsequently fails full type approval testing. The applicant for type approval will be required to apply for fuli type approval testing at the same time as he applies for the interim approval. Pull type appr
20、oval tests shall be carried out as soon as practicable. The applicant for type approval shali demonstrate to the type approval authority that production quality controls will ensure continuing conformity to type. The applicant for type approval shall declare that he has taken security measures to pr
21、otect the IMEI. Mobile stations meeting the above requirements will be given interim approval by a national type approval body. This will be accepted in all European countries operathg a GSM system both for placing on the market of mobile stations and for international roaming. Only mobile stations
22、meeting the above requirements shall any a mark in conformity with Annex I. The right to affix such a mark is granted by the type approval authority 2.12. The time duration of the validity of the interim approval will be fixed by the type approval authority but will not go beyond 1 January 1994. Thi
23、s would be the period envisaged to allow full type approval testing to be completed. Changes to the mobile stations and additional features according to the relevant parts of all of the applicable GSM Recommendations will have to be notified by the applicant for type approval to the type approval au
24、thority. It is up to the type approval authority to decide if further testing is necessary. If an interim type approved mobile station shows significant errors, the type approval can be withdrawn immediately. 2.13. 2.14.
