2、R) Text of the Recommendation adopted by the “European Radiocommunications Committee (ERC): “The European Conference of Postal and Telecommunications Administrations, considering a) that the EUTELTRACS service with OmniTRACS satellite terminals as a Land Mobile Satellite Service (LMSS) has been intr
3、oduced into Europe and the Middle East, b) that the EUTELTRACS service provides interconnection with the public switched networks for closed user group communications, c) that the EUTELTRACS service as a Land Mobile Satellite Service (LMSS) has secondary status in the frequency band 14.e14.25 GHz an
4、d operates on a non-protected and non-interference basis (RR342) in the frequency bands 10.95-1 1.20 GHz, 11.45-11.70 GHz and 12.50-12.75 GHz, Consequently the service must not impose any constraints on existing services or on future developments to the Primary Services in the frequency bands mentio
5、ned, d) that it will be desirable for CEPT Administrations to have common regulations at theh disposal, concerning the type approval, the marking, the use and the free circulation of OmniTRACS terminals, e) that a European Telecommunications Siandard (ETS) covering Mobile Earth Stations (MES) operat
6、ing in the 10 GHz and 14 GHz frequencies is currently being drafted by ETSI, f) that OmniTRACS terminals will be required to meet the sandard of technical performance as described in EUTELSAT document “OmniTRACS Mobile Communications Terminal Technical Definition for the EUTELTRACS System, Version E
7、T-1.3“, recommends 1. that CEFT member Administrations will accept EUTELSATs type testing procedures of OmniTRACS terminals as described in the EUTELSAT System Operations Guide, Vol. I, Sections 3 and 7. and in Appendix V of the “OmniTRACS Mobile Communications Terminal Technical Definition for the
8、EUTELTRACS System, Version ET-1.3“ and will accept these until end 1995 as type approval procedures, 2. that CEFT Administrations shall not require an individual licence for non-residents for the use of mniTRACS terminals, 3. that all CEFT Administrations permit the fiee Circulation and use of OmniT
9、RACS terminals provided: i) that the terminal has been type tested by EUTELSATs procedures and bearing a mark in conformity with the conditions set out in Annex 1 of this Recommendation; U) that the user is a subscriber to an authorised EUTELTRACS Service Provider; iU) that EUTELSAT has agreed with
