2、roup TNG 3 (R) Text of the Recommendation adopted by the “Telecommunications“ Commission: The European Conference of Postal and Telecommunications Administrations, consiakring (a) that development of the land mobile service in the band 174-230 MHz has recently commenced, (b) that it is desirable tha
3、t channelling arrangements for the land mobile services in the member countries of the CER should be harmonised, (c) that such arrangements will help relieve difficulties of coordination, in particular in frontier areas, and thereby minimise delays in reaching agreement on assignments in those geogr
4、aphical areas, (d) that, where possible, miform frequencies should be assigned in all the CER countries, (e) that use of the same type of modulation would also facilitate coordination between Administrations, (f) that in order to reduce the risks of harmful interference, the lowest possible antenna
5、height and the lowest possible radiated power should normally be used, (g) that the latest information concerning propagation and the minimum protected field strength necessary to obtain the performance required ought to be considered, (h) that Band III will continue to be used by most CEPT countrie
6、s for television, recommends in order to facilitate the coordination of land mobile assignments in the band 174-230 MHz in frontier areas, 1. that, wherever possible, the plan cited in Annex I shall be utilised for the land mobile service in the member countries of the CEP. 2. that the Administratio
7、ns which have not yet reached a final decision on designating the nominal frequencies for assignment or which are in a position to alter their normal utilisation plan shall assign frequencies in the series: 174,000 MHz + n x 12.5 kHz (n=1,2,3,4 ,. ), 3. that frequency or phase modulation shall be us

11、vices. Edition of September 15,1988 Annex II TECHNICAL CRITERLA FOR COORDINATION 1. The minimum protected median field strength shall be 22 dB (pV/m). 2. Calculations shail be carried out ushg CCIR Recommendation 3704 (Geneva 1982). Appropriate values for the interfering field for 10% of the time an
12、d 50% of the locations shall be used. Variations in field strength as a fuiidon of receiving antenna height above ground are currently being considered by the CCIR. 3.
