3、 that the tariff system and charges applicable to radiotelephone calls with ships vary considerably among CEPT - that these differences can cause difficulties and give rise to additional operational and accounting costs, - that within the CEPT, simplification, through uniform tariff systems, is a ge
4、neral aim for all telecommunications - that it is desirable to simplify the landline charge applicable to radiotelephone calls between ships and subscribers member countries operating coast stations, services, in the country where the coast station is located, recognizing - that costs should be take
5、n into account, but that no cost study has been made within the CEPT to fix coast station charges, and that such studies would be difficult and could take a long time, - that it is not possible to introduce uniform coast station charges in all CEPT member countries at a single time, but that Adminis
6、trations, if they judge it necessary, shall be able to reach the recommended levels of charges in successive stages, - that it is important to improve the tariff system and to establish the level of the coast station charge in each frequency band on the basis of experience and on the basis of the re
7、sults from national cost calculations, taking into account the continuing increase in costs, recommends to CEPT members to apply the following tariff system and charges to radiotelephone calls in the maritime mobile service: 1. The landline charge applicable to radiotelephone calls between ships and
8、 telephone service subscribers in countries other than the coast station country should be the same as that applied to telephone calls in the international relationship concerned. 2. A single landline charge should be fixed for radiotelephone calls between ships and subscribers in the country where
9、the coast station is located; this charge should be independent of the frequency band used. 3. The coast station charges should be fixed on the basis of the frequency band used. 4. The following coast station charges should be achieved by the 1st January 1991 : - HF band: 3.92 SDR per minute, - MF band: 1.96 SDR per minute, - VHF band: 1.14 SDR per minute. Administrations applying lower charges should make eveiy effort to reach, if need be in several stages, the level of charges recommended by this date. Eventually a uniform coast station charge might be applied to the HF, MF and VHF bands.”
