2、n: ?The European Conference of Postal and Telecommunications Administrations, considering - that, within the CEPT, there exists the problem of collect calls set up to telephone numbers which cannot be - that certain CEPT Administrations have avoided the problem of collect calls to public call office
3、s by the following attributed to a specific subscriber, especially in the case of public call offices, methods: 0 barring of incoming traffic to public call offices; o equipping of public call offices with recognition tones; o use of secret numbers; o use of specially reserved numbers for public cal
4、l offices, - that certain CEPT Administrations have authorised calls incoming to public call offices and shall continue to provide this facility in future, - that, in the case of collect calls set up in accordance with the method described in article 164.2 of the Instructions for International Telep
5、hone Service (charging by the operator in the outgoing country), outgoing operators, due to differences in international identification rules, are not generally in a position to determine if these collect calls are or are not destined to public call offices in the destination country, - that users i
6、n the destination country are prepared to commit fraud by accepting the charges for collect calls to public call offices, charges that they have neither the intention nor possibility of paying for, thus depriving the Administration in the destination country of legitimate revenue for these calls, -
7、that, in current circumstances, the above-mentioned frauds cannot generally be detected or foreseen by the Administrations in the countries of destination or origin, - that numerous Administrations are not equipping their public call offices with recognition tones, recommends to CEPT member Adtninst
8、rntions - that, where possible and advisable, Administrations should attempt to equip their public call offices with the internationally recommended recognition tone, - that, in the case of collect calls set up in accordance with the method described in article 164.2 of the Instructions for Internat
9、ional Telephone Service (charging by the operator in the outgoing country), and where necessary, a bilateral agreement should be made at the initiative of the Administration of the destination country, according to which operators in the originating country would refuse to set up a collect call to a
10、 telephone in the destination country which emits the payphone recognition tone, - that, in the case of collect calls set up in accordance with the method described in article 164.3 of the Instructions for International Telephone Service (charging by the operator in the incoming country), the acceptance or refusal of call shall be the responsibility of the operator in the destination country.?
