This European Technical Specification supports the objectives of the Communitys environment policy. These aim to preserve, protect and improve the quality of the environmen

6、t, protect human health and utilize natural resources prudently and rationally. That policy is based on the precautionary principle and the maxims that preventive action to minimize environmental damage should, where possible, be rectified at source and the polluter should pay. This European Technic

7、al Specification contains requirements applicable to the collection, handling, sorting, storage and transport of all types of WEEE. It is part of a set of standards covering general and particular treatment of WEEE and preparing for re-use. This European Technical Specification has been prepared in

8、order to support European legislation and so uses some of the terms defined in European law. In order to ensure that the definitions used in this specification are identical to those defined by law these terms are identified as void, indicating that this specification does not contain a definition,

9、and a Note to entry that identifies which law contains the legal definition and the term as defined in that law. This European Technical Specification contains requirements applicable to the collection and logistics of all types WEEE. In the future it will be supported by other standards covering re

10、quirements on the preparing for re-use. NOTE 2 A standard covering Preparing for Re-use is currently being written, when published it will have the reference EN 50614. PD CLC/TS 50625-4:2017CLC/TS 50625-4:2017 (E) 4 Introduction This European Technical Specification aims to assist organisations in:

11、Achieving effective and efficient collection, handling, sorting, storage, preparation for transport and onward transportation of WEEE in order to prevent pollution and minimize emissions; Preventing inappropriate disposal of WEEE; Assuring protection of the environment and human health and safety; P

12、roviding optimal conditions for increased preparing for re-use activities in order to increase the useful lifespan of products; Preventing the delivery of WEEE to operators whose operations fail to comply with the European Standard EN 50625-series and/or EN 50574-1; Establish a level playing field f

CLC/TS 50625-4:2017 (E) 5 1 Scope This Technical Specification applies to the following processes: collection, handling, sorting, storage, preparation for transport and transport of WEEE. It is applicable to all WEEE prior to a

20、rriving at the treatment facility or arriving at a preparing for re-use facility. This Technical Specification addresses all operators that perform collection and logistics processes. This Technical Specification does not cover treatment of WEEE. In the case of treatment activities undertaken at col

21、lection or logistics facilities, the EN 50625-series applies. NOTE 1 Treatment activities include any form of dismantling, including the removal of cabling, components, such as circuit boards, compressors or parts of equipment (e.g. doors). Sorting is not considered a treatment activity as long as n

22、o physical alterations to the WEEE take place. WEEE can potentially enter the logistics chain at any of the identified locations below. Figure 1 The collection and logistics chain NOTE 2 The Technical Specification does not cover activities at the preparing for re-use facility and the treatment faci

23、lity; these are covered in the EN 50625-series and prEN 50614. NOTE 3 National law may specify which operators are allowed to collect WEEE. 2 Normative references The following documents, in whole or in part, are normatively referenced in this document and are indispensable for its application. For

24、dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. EN 50574-1, Collection, logistics compressors; adaptor leads; cables; hoses; hard-drives; memory drives; power supplies). 4.1.3 Training Employe

25、es and contractors involved in WEEE processes shall be instructed and trained to perform the tasks assigned to them. All employees and contractors of a collection facility and a logistic facility that handle WEEE shall be made aware of the environmental, health and safety policy of the collection op

26、erator and logistics operator. Training provisions at a collection facility and a logistics facility shall include emergency response planning, occupational health and safety measures, and training for the relevant operations performed (including applicable regulations for the transportation of haza

27、rdous or dangerous goods such as ADR and similar regulations for transport by rail and inland waterways). The effectiveness and suitability of training shall be checked regularly. Training programmes shall be delivered at a level suitable to the trainee in form, manner and language. Employee trainin

28、g materials and information shall be available at the work place and be easily accessible at all times. These should at least cover basic knowledge about WEEE, its hazardous nature, its handling, how WEEE should be handled and stored in such a way that preserves preparing for re-use potential and en

29、ables de-pollution and treatment. NOTE The training regarding preparing for re-use potential is only necessary where there is an agreement in place with a preparing for re-use operator (see 5.1.3). Examples of what the information for employees should cover: The treatment streams of WEEE being handl

30、ed. The constitution of WEEE and non-WEEE (e.g. non-WEEE includes gas bottles, petrol powered equipment, cooking oil, organic matter, general plastic and cardboard waste) The types of hazardous components that may be found in WEEE (e.g. batteries; refrigerants; oil, mercury containing components suc

31、h as backlights and switches, asbestos, ceramic fibres, radioactive parts and lead glass) The identification of potentially re-usable WEEE (e.g. checking the visual appearance for scratches/damage, that hinges/doors and internal furniture /fittings are complete, and no oil leaks etc.). Methods of ha

32、ndling WEEE in a safe manner, also in order to allow preparing for re-use at a later stage (e.g. reception, loading/unloading, transport and stacking). The downstream treatment routes and processing operations for the different types of WEEE. Where the risk assessment has identified the need for per

33、sonal protective equipment (PPE), training in the proper use of that PPE shall be provided. 4.1.4 Monitoring Each collection operator and logistics operator shall trace and document the downstream chain of collected WEEE, also through logistics facilities, until WEEE is handed over to a preparing fo

34、r re-use operator working according to or towards prEN 50614; or to a WEEE treatment operator working according to or towards the EN 50625-series or EN 50574-1. 35、, organized, and maintained to provide safe access to, and egress from, the site. Collection facilities and logistics facilities, including storage areas, shall be secured to prevent access by unauthorised persons to prevent damage to and theft of WEEE. NOTE WEEE includes all components, subassembli

36、es and consumables (e.g. motors; compressors; adaptor leads; cables; hoses; hard-drives; memory drives; power supplies). 4.1.3 Training Employees and contractors involved in WEEE processes shall be instructed and trained to perform the tasks assigned to them. CLC/TS 50625-4:2017 (E) 11 NOTE Evidence may be provided by another legal entity, for example a collective scheme (as stated in article 12.3 of WEEE directive 2012/19/EU). 4.1.5 Preparing for re-use Collection operators and logistics operators are encouraged to develop relationships and agreemen

47、ts with preparing for re-use operators working according to or towards prEN 50614, in line with Article 6 (2) of Directive 2012/19/EU, e.g. by granting access to the relevant sites, i.e. collection facilities and logistics facilities. Where there is an agreement in place with a preparing for re-use

48、operator, a list of selection criteria for equipment with potential for the preparing for re-use shall be available. 4.1.6 Transportation and shipments Collection operators and logistics operators shall ensure that information is provided to the waste carrier (holding a valid waste transport licence

49、) so they are aware of the handling requirements and the hazardous properties of WEEE, NOTE 1 Regulatory requirements for cross border shipments, including monitoring are covered in Regulation 1013/2006/EC and Article 10 of the Directive 2012/19/EU. NOTE 2 According to Regulation 1013/2006/EC non de-polluted WEEE should always be transported under a notification procedure in case of cross-border shipments unless otherwise stated in Regulation 1418/2007/EC. No collection operator or logistics operator shall initiate or contribute to
