SCOPE. This CID covers granola bars, packed in commerciall
2、y acceptable containers, suitable for use by Federal, State, local governments, and other interested parties; and as a component of operational rations. 2. PURCHASER NOTES. 2.1 Purchasers shall specify the following: - Type(s), style(s), flavor(s), class(es), and package(s) of granola bars required
3、(Sec. 3). - When the age requirement at the time of delivery is other than specified (Sec. 5.4). - When analytical requirements are different than specified (Sec. 6.1). - When analytical requirements need to be verified (Sec. 6.2). - Manufacturers/distributors certification (Sec. 9.2) or USDA certif
4、ication (Sec. 9.3). 2.2 Purchasers may specify the following: - Manufacturers quality assurance (Sec. 9.1 with 9.1.1) or (Sec. 9.1 with 9.1.2). - Packaging requirements other than commercial (Sec. 10). 3. 10、ense from IHS-,-,-A-A-20245A 3 5. SALIENT CHARACTERISTICS. 5.1 Processing. The granola bars shall be processed in accordance with good manufacturing practices (21 CFR Part 110). 5.2 Ingredients. The granola bars shall contain a granola mixture including oats, natural and artificial flavors, and leav
11、ening agents. The granola bars may contain: corn syrup, dextrose, thickening agents, partially hydrogenated vegetable oil (soybean, cottonseed, canola, etc.), sugar, colors, and peanut butter and other ingredients (as applicable to the flavor). 5.3 Finished product. The granola bars shall not be cru
12、shed, broken, or materially fall apart when handled from manufacturing through the normal transportation process to the ultimate user. The granola bars shall possess a granular, uneven surface with distinct grains of oats except for Style B, Class b granola bars which shall have a rippled surface co
13、ating of chocolate. Style A granola bars shall be crunchy, slightly chewy, and granular. Style B granola bars shall be slightly soft, chewy, and granular. 5.3.1 Flavor and odor. The granola bars shall have an odor and flavor typical of the flavor of the granola bar specified. The granola bars shall
14、have no off-odors or off-flavors. 5.3.2 Color. The color shall be typical for the flavor/coating of the granola bar specified. 5.3.3 Foreign material. All ingredients shall be clean, sound, wholesome, and free from foreign material, and free from evidence of rodent or insect infestation. 5.4 Age req
15、uirement. Unless otherwise specified in the solicitation, contract, or purchase order, the granola bars shall be processed and packaged not more than 90 days prior to delivery to the purchaser. Age requirements for Department of Defense (DoD) procurements shall be specified in the solicitation, cont
16、ract, or purchase order. 6. ANALYTICAL REQUIREMENTS. 6.1 Analytical requirements. Unless otherwise specified in the solicitation, contract, or purchase order, the analytical requirements for the granola bars shall be as follows: Test Requirement Moisture content, Style A Shall not exceed 4.5 percent
17、. Moisture content, Style B Shall not exceed 10.0 percent. 6.2 Product verification. When USDA verification of analytical requirements is specified in the solicitation, contract, or purchase order, the following procedures will be followed. USDA inspection service will select the number of product containers based on USDA inspection service sampling procedures and plans. 6.2.2 Composite sample. Analytical testing shall be performed on a composite sample. The
19、 composite sample shall be 227 grams (8 oz) and prepared from subsamples drawn from randomly selected containers. The number of subsamples used to create the composite sample shall be based on USDA procedures. 6.3 Analytical testing. When specified in the solicitation, contract, or purchase order, t
20、he analyses shall be in accordance with the following methods from the Official Methods of Analysis of the AOAC International. Test Method Sample preparation 983.18 (a) Moisture 925.09 1/ 1/ Conduct test for 16 hours at 70oC under a pressure of not more than 100 mm Hg. 6.4 Test results. The test res
21、ults shall be reported to the nearest 0.1 percent. Any result not conforming to the analytical requirements shall be cause for rejection of the lot. 7. MANUFACTURERS/DISTRIBUTORS PRODUCT ASSURANCE. The manufacturer/ distributor shall certify that the granola bars provided shall meet the salient char
22、acteristics of this CID, conform to their own specifications, standards, and quality assurance practices, and be the same granola bars for sale in the commercial market. The purchaser reserves the right to require proof of conformance. 8. REGULATORY REQUIREMENTS. The delivered granola bars shall com
23、ply with all applicable Federal, State, and local mandatory requirements and regulations relating to the preparation, packaging, labeling, storage, distribution, and be the same granola bars offered for sale within the commercial marketplace. Delivered granola bars shall comply with all applicable p
24、rovisions of the Federal Food, Drug, and Cosmetic Act, the Fair Packaging and Labeling Act, and regulations promulgated thereunder. 9. QUALITY ASSURANCE PROVISIONS. Purchaser shall specify 9.2 or 9.3; purchaser may specify 9.1 with 9.1.1 or 9.1 with 9.1.2. Provided by IHSNot for ResaleNo reproductio

When required in the solicitation, contract, or purchase order, the product manufacturer shall be required to provide evidence, by certificate, that the manufacturing plant has undertaken one of
26、the following quality assurance measures within 12 months prior to providing a bid, or no later than 10 business days from the date of awarding of the contract. Failure to provide this documentation within the proper time frame may result in the contract being terminated for cause. 9.1.1 Plant syste
27、ms audit. A plant systems audit (PSA) conducted by USDA, Agricultural Marketing Service (AMS), or another audit performed by a third party auditing service and is required within 12 months prior to the date of the awarding of the contract. (An AMS PSA verifies the manufacturers capability to produce
28、 products in a clean, sanitary environment in accordance with Title 21 Code of Federal Regulations, Part 110 - Current Good Manufacturing Practice in Manufacturing, Packing, or Holding Human Food; and verifies that the manufacturer has in place an internal quality assurance program. The AMS PSA dete
29、rmines the manufacturers ability to produce under this CID, if the products of interest are identified at the time of the PSA.) 9.1.2 Plant survey. A plant survey conducted by USDA, AMS or another survey performed by a third party auditing service and is required within 12 months prior to the date o
30、f the awarding of the contract. (An AMS plant survey audit verifies that, at the time of the survey, the manufacturer produces products in a clean, sanitary environment in accordance with Title 21 Code of Federal Regulations, Part 110 - Current Good Manufacturing Practice in Manufacturing, Packing,
31、or Holding Human Food.) 9.2 Manufacturers/distributors certification. When required in the solicitation, contract, or purchase order, the manufacturer/distributor will certify that the finished granola bars distributed meets or exceeds the requirements of this CID. 9.3 USDA certification. When requi
32、red in the solicitation, contract, or purchase order that product quality or acceptability or both be determined, USDA/Federal Grain Inspection Service (FGIS) or USDA/AMS (depending on how it is packaged) shall be the certifying agency. The agency inspectors shall certify the quality and acceptabili
33、ty of the granola bars in accordance with agency procedures which include selecting random samples of the granola bars, evaluating the samples for conformance with the salient characteristic of this CID and other contractual requirements, and documenting the findings on official score sheets and/or
34、certificates. In addition, when required in the solicitation, contract, or purchase order, agency inspectors will examine the granola bars for conformance to the United States Standards of Condition of Food Containers in effect on the date of the solicitation. 10. PACKAGING. Preservation, packaging,
35、 packing, labeling, and case marking shall be commercial unless otherwise specified in the solicitation, contract, or purchase order. 36、d in the solicitation, contract, or purchase order, USDA certification shall include evaluation of the quality and condition of the samples of granola bars, and compliance with requirements in the following areas: - Salient Characteristics (Sec. 5). - Analytical requirements when specified in the so
