3、 The General Services Administration has authorized the use of this commercial item description for all Federal agencies. 1. SCOPE. This commercial item description covers requirements for Drawers; Mens (Brief Type) used by the Army, Navy, Marine Corps and Air Force personnel. 2. CLASSIFICATION. The

4、 drawers shall be in the following Classes and Sizes: 2.1 Class Class 1 - White Class 2 - Brown 436 Class 3 - Desert Sand 503 2.2 Size28 30 32 34 36 38 40 42 44 3. SALIENT CHARACTERISTICS. 3.1 Description. The drawers shall be brief type with sloped elasticized leg opening and an elastic waistband.

5、3.2 Standard sample. The finished drawers shall match the standard sample for shade and appearance, and shall, unless otherwise indicated, be equal to or better than the standard sample with respect to all characteristics for which the standard sample is referenced (see 7.2). The knitted cloth for the body of the drawers and leg binding shall be made of 100 percent combed cotton yarn, and shall be knitted on a circular knit machine with a 1X1 ribbed

7、knit. The cloth shall have a minimum of 21 wales per inch (WPI) and 29 courses per inch (CPI) when tested in accordance with ASTM D 3887 (Section 12 Fabric Count only). And a minimum burst strength of 60 pounds when tested in accordance with ASTM D 3787. 3.3.2 Cloth for fly binding and strip binding

8、. The knitted cloth for the fly binding and strip binding shall be made of 100 percent combed cotton yarn. The material shall be circular knitted with a jersey stitch and shall have a minimum of 29 wales and 35 courses per inch when tested in accordance with ASTM D 3887 (Section 12 Fabric Count only

9、). 3.3.3 Waistband. The waistband shall be woven or knitted from cotton or polyester yarns, and shall be 1-1/4 inches minimum in width and shall have a minimum of 14 elastic strands and a commercial holding power (modulus) of 1 pound minimum, 30 percent stretch when tested in accordance with ASTM D

10、2594 for knitted or ASTM D 3107 for woven. 3.3.4 Thread color (all classes). The thread color shall be a good match to the basic material. The dyed thread shall have a minimum rating of 3-4 for colorfastness to laundering after 3 cycles when tested in accordance with the AATCC 61, Test 3A. Rate usin

11、g AATCC Evaluation 1 Gray Scale for Color Change. The color transfer cloth evaluation shall not apply. No appreciable change in shade or loss of color of the tested specimen shall be visible when compared to the untested thread. 3.3.5 Color. The color of the finished Class 1 drawers shall be bleache

12、d white. The color of the finished Class 2 drawers shall be Brown 436. The color of the finished Class 3 drawers shall be Desert Sand 503. All required colors shall match the standard sample when viewed using the AATCC Evaluation 9, Option A, with sources simulating artificial daylight D75 illuminan

13、t with a color temperature of 7500 + 200K illumination of 100 + 20 foot candles, and shall be a good match to the standard sample under incandescent lamplight at 2856 + 200K. 3.3.6 Colorfastness requirements. Class 2 and 3 drawer materials shall have a minimum rating of 3-4 for colorfastness to laun

14、dering and 3.5 for colorfastness to crocking. Colorfastness to laundering shall be in accordance with AATCC Test method 61, Test 3A and the rating evaluation in accordance with AATCC Evaluation Procedure 1, Gray Scale for Color Change and AATCC Evaluation Procedure 2, Gray Scale for Staining. On the

15、 color transfer cloth evaluation, only the stain on the cotton fibers of the color transfer cloth shall be evaluated. Colorfastness to crocking shall be in accordance with AATCC Test method 8 and the rating evaluation in accordance with AATCC Evaluation Procedure 8, AATCC 9-Step Chromatic Transferen

16、ce Scale. When specified, bleached whites, fluorescent materials, or materials containing optically brightened fibers shall be checked for matching fluorescence, against the standard sample using an ultraviolet source. 3.3.7 Shrinkage. The finished drawers shall not shrink or elongate more than 12 p

17、ercent in either the length or width direction after 5 launderings when tested, in accordance with AATCC Test Method 150, (1),(IV),(A) iii. 18、003D 3.4 Durability. The laundered drawers, (see 3.3.7), shall be subjected to an additional 5 launderings in accordance with paragraph 3.3.7 and shall show no obvious signs of deterioration such as broken threads, open seams, frayed hems, holes in fabrics and frayed edges or ruptured yarns in the w

19、aistband. 3.5 Toxicity. The finished drawers shall not present a health hazard and shall show compatibility with prolonged, direct skin contact when tested as specified in 3.5.1. Chemicals recognized by the Environmental Protection Agency (EPA) as human carcinogens shall not be used. 3.5.1 Toxicity

20、test. When required (see 7.3), an acute dermal irritation study and a skin sensitization study shall be conducted on laboratory animals. When the results of the studies indicate the drawers is not a sensitizer or irritant, a Repeat Insult Patch Test shall be performed in accordance with the Modified

21、 Draize Procedure. (See 7.1.4). If the toxicity requirement (see 3.5) can be demonstrated with historical use data, toxicity testing may not be required (see 7.3 ordering data) 3.6 Sizes, measurements and weights. The measurement and weight per dozen drawers for the listed sizes shall be as specifie

22、d in Table I. 24、ers midway between the leg openings. 4/ The seat width measurement shall be taken at the widest point above the leg binding, excluding the leg binding. 3.7 Labels. Each pair of drawers shall have a Type VI, Class 14 label in accordance with MIL-DTL-32075. The care instruction label shall include the

Use of acne medicatio

26、n containing Benzoyl peroxide will cause discoloration.” 3.7.1 Packaging label. Each plastic bag shall be individually bar-coded with a commercially acceptable pressure sensitive label. The bar-coding element shall be a 13 digit National Stock Number (NSN). There shall also be a 12 digit UPC number

27、assigned for all NSNs by the procuring agency. The UPC bar-coding element shall be underneath the National Stock Number bar-code. The initials UPC must appear beneath the UPC bar-code. The bar-code for the NSN and UPC type shall be a medium to high code density and shall be located at the upper righ

28、t corner of the plastic bag so that it is completely visible. The Government will provide a colorized DSCP logo after contract award. The pressure sensitive label shall have the following: Manufacturers name: Contract # SP0100-00-0000 (Example) Size: 38 MEDIUM (Example) NSN: 8420-00-000-0000 (Exampl

29、e) Description: Briefs Color: Desert Sand (Example) Made for DSCP and the DSCP logo shall be a separate label and placement shall be as specified in the contract or as directed by the procuring activity. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to t

30、he maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4.1 Flammability requirements. The basic material shall conform to the rules and regulations of the Flammable Fabrics Act without the application of a flame retardant finish to material or

31、 the end item. 5. PRODUCT CONFORMANCE PROVISIONS. 5.1 Product conformance. The drawers offered shall meet the salient characteristics of this commercial item description, conform to the producers own specifications, standards, and quality assurance practices, and be the same product that is offered

32、for sale in the commercial market. The Government reserves the right to require the proof of such conformance. 5.2 Visual examination. 37、For the following test and dimensional examination, the sample unit shall be 12 drawers of one size, and the sample size shall be one sample unit for each size in the lot for lot sizes up to 12,000 pair of drawers, and two sample units for each size in the lot for the lot sizes of 12,001 or more. 5.

38、3.1 Weight. Each sample unit shall be weighed unpacked for conformance to the minimum weight requirement as specified in Table I. The lot shall be rejected if any sample unit fails to meet the minimum weight requirement. 5 Provided by IHSNot for ResaleNo reproduction or networking permitted without

39、license from IHS-,-,-A-A-50003D 5.3.2 Dimensional. Three pair of drawers, randomly selected from each sample unit, shall be measured for the dimensions specified in Table I. The actual measurements shall be marked on each pair of drawers in preparation for shrinkage testing. Any dimension not meetin

40、g the minimum requirement of Table I, on any pair of drawers shall cause rejection of the lot. 5.3.3 Shrinkage. The drawers subjected to dimensional examination shall be used for the shrinkage test. The drawers shall be laundered and dried 5 times in accordance with 3.3.7, and the average measuremen

41、ts (seat width and trunk) of the three pairs of drawers for each size shall be recorded. These measurements shall be compared to the original measurements obtained in 5.3.2. Any difference in average measurements (shrinkage or elongation) of more than 12 percent between the original measurements and

42、 the measurements after laundering on any size shall be cause for rejection of the lot. 5.4 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order. 6. PACKAGING. Preservation, packing and marking shall be as specified in the contract or purchase order (see 7
