SCOPE. This commercial item desc
2、ription covers the requirements for cloth that is used as interlining for clothing. 1.1 Classification. The nonwoven cloth shall be of the following types: Type I - Lightweight Type II - Heavyweight 2. SALIENT CHARACTERISTICS 2.1 Salient characteristics. The cloth shall be a natural white, nonwoven
3、material, manufactured from 100 percent polyester staple fibers; or a blend of staple nylon and staple rayon fibers; or a blend of staple nylon, staple rayon, and staple polyester fibers randomly arranged and bound with a latex-acrylic binder to meet the requirements specified herein. The width shal

6、be 1.6 ounces per square yard minimum for Type I and 5.6 ounces per square yard minimum for Type II when tested according to ASTM D1117, Section 17. The breaking strength of the cloth in the machine direction shall be 7 pounds minimum for Type I and 100 pounds minimum for Type II when tested accordi
7、ng to ASTM D1117, Section 7. The breaking strength of the cloth in the cross-machine direction shall be 15 pounds for Type I and 80 pounds for Type II when tested according to ASTM D1117, Section 7. The shrinkage of the cloth in the machine direction shall be 2.0 percent maximum for Type I and 3.0 p
8、ercent maximum for Type II when tested according to AATCC 135, Method IIB. The shrinkage of the cloth in the cross-machine direction shall be 2.0 percent maximum for Type I and Type II when tested according to AATCC 135, method IIB. 2.2 Put-up. Put up, shall be as specified in the contract or order.
9、 3. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4. QUXITY ASSURANCE PROVISIONS 4.1 Certification. The contractor shall certify and maintain
10、 substantiating evidence that the product offered meets the salient characteristics of this commercial item description; conforms to the producers own drawings, specifications, standards, and quality assurance practices; and is the same product offered for sale in the commercial marketplace. The Gov
11、ernment reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 4.2 Market acceptability criteria. The item offered, or a generic equivalent, must have been sold to the commercial market
12、 or to the Government for at least 2 years. 4.3 Defects. The cloth shall be inspected for the following defects: Spots, stains; holes, cuts or tears; baggy, ridgy or wavy cloth; width less than specified; overall uncleanliness; oily filling; crease; mill wrinkle; excessive neppiness; missing fusible
13、 adhesive; wrinkle mark; seam mark; dots per square inch less than specified; hard crease. 5. PACKAGING 5.1 Preservation, packinq, and markinq.
