Abstract. The necktie is intended for use b

2、y female personnel of the Coast Guard and Coast Guard Auxiliary. Classification. The necktie shall be of one size and of the following types : Type I - Coast Guard Type II - Coast Guard Auxiliary SALIENT CHARACTERISTCS General description. The necktie shall be pre-tied, fold over style with two raci

3、ng stripes, attached to an adjustable neck band. The Type I necktie shall have one 5/16 inch wide blue racing stripe ribbon stitched 1/4 inch from one 1-1/2 inch wide red racing stripe ribbon. The Type II necktie shall have one 5/16 inch wide and one 1-1/2 inch wide blue racing stripe ribbon stitche

4、d as above. All stitching shall have 10-12 stitches per inch. The finished neck band shall be 1/2 inch wide and 19-1/4 inc

7、hes long. The neck band shall be positioned on the inside of the tie. The center of the tie shall be 7-1/2 inches from the hook end of the neck band. A pleat, folded left over right as worn, shall be formed at the center of the tie. The tie shall finish 1-1/4 inches wide at the center. The neck band

8、 shall be boxstitched to the tie 1/16 inch from edges. The necktie, folded over the neck band, shall be tacked to the bottom edge of neck band, no stitching shall show on the front of the necktie. Thread neck band through hook opening and form a 1/2 inch loop, stitching across neck band width twice

9、to secure. The hook shall be on the right end of neck band and away from the wearer when worn. The left side of neck band shall be threaded through slider over the center bar, through the eye, and back through the slider center bar. The end of neck band shall be stitched through two plies 3/4 inch f

10、rom slide bar. Material. The basic material shall be a polyester/cotton blend broadcloth with durable press finish, Shade Blue 1550 cnforming to Class 1 of MIL-C-43992. Class 1 of Cloth, Broadcloth, Polyester/ Cotton, Durable Press has a minimum weight of 3.5 and a maximum weight of 4 ounces (per sq

11、. yd.). The ribbon for the racing stripes shall be grosgrain polyester ribbon conforming to 5/16 inch width in Blue, Shade 3366, for the narrow stripe; and for the wide stripe, the width shall be 1-1/2 inch in Blue, Shade 3366, or in Red, Shade 3805. The thread shall be cotton-covered polyester conf

12、orming to type I, ticket No. 70 (needle), 2 ply of A-A-50199 (Thread, Polyester Core, Cotton or Polyester covered). The shade shall be white or match the basic material. When stitching the ribbon, the thread shall match the appropriate ribbon. When dyed thread is used, it shall show “good“ fastness

13、to laundering and light when tested as specified in A-A-50199. - Label. Each necktie shall have a combination identification/ instruction label conforming to Type VI, classes 1 and 3 of DDD-L-20 sewn on all four sides on the back of the tie so it is against the wearer. 6 inches from the lowest point

16、ater and mild soap. DO NOT BLEACH. Do not squeeze or wring-out. Press with warm iron. Hardware. Tension slide. The tension slide shall be nickel plated steel, 1/2 inch inside opening conforming to part number 209 of the Waterbury Buckle Company (952 South Main Street, Waterbury, Connecticut 06720),

17、or a functionally interchangeable equivalent. Information regarding the Waterbury Buckle Company is furnished to indicate a possible source of supply. Any manufacturers item which is equal to the referenced commercial type item will be acceptable. Eye. The eye shall be nickel plated steel, 1/2 inch

18、inside width conforming to part number 122 of the Waterbury Buckle Company, or a functionally interchangeable equivalent. Hook. The hook shall be nickel plated steel, 1/2 inch inside opening conforming to part number 33 of the Waterbury Buckle Company, or a functionally interchangeable equivalent. P

19、atterns. The government shall furnish a single size pattern. The component parts shall be cut from the basic material (broadcloth, polyester/cotton blend cloth, durable press, Blue, Shade 1550.) The pattern provides for 5/16 to 3/8 inch for all seam allowances. The governments pattern shall be used

20、to make the contractors working patterns. The governments pattern shall not be altered in any way. The working patterns may be modified to accommodate automation; however, if the working patterns are modified the design and measure- ments must be maintained as intended by the governments pattern. Pr

21、oduct Demonstration Model. When required, offerers shall submit samples of their intended production. The Product Demonstration Model will consist of units independently developed. 22、-,-9999974 0339409 841 A-A- 5 5 O 7 3 Models will be analyzed and evaluated by the government. Evaluation criteria and basis for award are contained in the solicitation. The Product Demonstration Models will be retained by the government. The manufacturers approved demonstration model shall be used

23、as a manufacturing standard for conformance to the quality, workmanship and style requirements of this document and patterns. One Product Demonstration Model approved by DPSC under the resultant contract will serve as a manufacturing standard for the corresponding produc- tion items delivered under

24、this contract. Offerers are advised that the Product Demonstration Model does not relieve the successful offerer of his responsibility to perform in accordance with the Commercial Item Description specified above. QUALITY ASSURANCE Responsibility of Inspection. The contractor is responsible for assu

25、ring the neckties conform to the requirements of this document and the demonstration model. The contractor is also responsible for both in-process and final inspection for the entire contract quantity. The Government reserves the right to check any necktie(s) at any time during or after production f

26、or design, construction, workmanship, appearance, quality, and conformance to the Demonstration Model and finished dimensions on figure 1. Defective items shall be adjusted or replaced by the contractor. Quality control shall be performed in the following area: a. Assembly areas. b. One hundred perc

27、ent final inspection for conformance to the approved demonstration model and this document prior to packaging and shipping. First Lot. A mass production first lot consisting of not less than 100 items shall be submitted and inspected for compliance with the design, construction, workmanship, appeara

28、nce, and dimensional requirements stated herein and with the approved Demonstration Model. Certification. The contractor shall certify, and maintain sub- stantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description; and that th

29、e product. conforms to the producers own drawings, specifications, standards and quality assurance practices. The government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for, under the provisions of the contract. Reli

30、ance on contractor QA systems shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract. 4 . Lots of neckties shall be inspected in accordance with “Sampling Procedures and Tables for Inspection by Attributes“, ANSI/ASQC 21.4, published by the American Society for Quality Control. Visual Examination. The inspection level for visu

32、al examination shall be in accordance with ANSI/ASQC 21.4. The inspection level shall be I and the Acceptable Quality Level(AQL), expressed in terms of defects per hundred units, shall be 4.0. The lot size shall be expressed in Enits of one necktie. The sample unit is one necktie. The necktie shall

33、be examined for the following defects: any hole, needle chew, cut, or tear; weakening defect (i.e., slub, smash, float), any part shaded, any mend or burn, not material specified; any spot or stain on front or back of tie; thread ends not trimmed; label missing, incorrect or illegible; measurement o

34、f item not as specified. Dimensional Examination. The finished necktie shall conform to the dimensions specified: neckband shall be 1/2 (+ 1/8) inch wide and 19-1/4 inches in length. Any dimension that is not within the established tolerance shall be classified as a defect. The sample unit shall be

35、one necktie; the inspection level shall be in accordance with ANSI/ASQC 21.4. Requlatorv Reauirements. The offeror/contractor is encouraged to use recovered material in accordance with Public Law 94-580 to the maximum extent practicable. Certification of Compliance. A certificate of compliance will

36、be acceptable for stated requirement(s). Defects. After the finished neckties have been thoroughly cleaned with all loose thread, lint, and foreign matter removed, they shall be examined for the following defects: any hole, cut, tear in the material; any broken or missing thread or stitch; thread co

37、lor not as specified, any spot or stain, or woven-in waste; thread ends not removed or trimmed; permanent fold, pleat, or crease; any component part not as specified or omitted; seam puckered, distorted, pleated, irregular or open; loose or tight stitch tension; broken or missing eye, hook or tensio

38、n slide; hardware: improper size or type; label missing, incorrect or illegible; measurement of item not as specified. PACKAG I NG Packaqinq, Packinq, Markinq, and Palletization. Packaqinq. Each necktie shall be placed flat with the top edge even with the top edge of a white rectangular shaped paper

39、board, 4-3/4 inches wide by 6-1/2 inches long. Fold the tie under the paperboard and secure it with a paper band. Insert the tie unit in a snug- fitting clear polyethylene film bag. One-Hundred and twenty-five (125) neckties of one type only, packaged as specified, shall be packed flat in a fiberboard shipping container ass

41、embled, closed and reinforced conforming to Type CF, Class Domestic, Variety DW, grade 200, Size 1A of MIL-B-17757. Each container shall have the contents completely covered on the top and bottom with a sheet of commercial grade kraft paper. Markinq. Marking shall be in accordance with MIL-STD-129.

42、Palletization. When specified, shipping containers shall be palletized in accordance with load Type Ia of MIL-STD-147. Pallet pattern shall be in accordance with the appendix of MIL-STD-147. Prohibited Packinq Materials. The use of asbestos, excelsior, newspaper or shredded paper (all types includin

43、g waxed paper, computer paper and similar hygroscopic or non-neutral material) are prohibited.
