SCOPE. Thi
2、s commercial item description covers the requirements for a general purpose utility coverall for all the services. 2. CLASSIFICATIONS. The coveralls shall be of one type in the following sizes: XX-Small, X-Small, Small, Medium, Large, X-Large, XX-Large. 3. SALIENT CHARACTERISTICS 3.1 Descrbtion. The
3、 coveralls shall have a slide fastener front closure with protective fly, shirt style collar, hanger loop with a 2 to 2-1/2 inch free opening, and elastic webbing in the back belt. The wrists and ankles shall have hook and pile fastener tape adjustments. The coveralls shall have two front patch pock
4、ets with hook and pile fastener tape and double piped pass throughs, two hip patch pockets with flaps and hook and pile fastener tape, and two breast pockets with flaps and hook and pile fastener tape. The left breast pocket flap shall have a pencil opening. 3.2 Stitching. All stitching shall be 10
5、to 14 stitches per inch. The collar shall be top stitched 3/16 to 1/4 inch from the edge. All edges shall be overedged or otherwise clean finished. The fibers shall be made from cotton or fibers with equivalent comparable properties which have been spun into singles yarn. The material for the coverall shall be a 5 harness sateen cloth for uniformity,
8、color as specified in the contract or order. The use of dyes or substances containing elementary sulfur compounds capable of oxidation to sulfuric acid is prohibited. The contractor shall submit a certificate of compliance for this requirement. The filling effect side of the cloth shall be the face
9、side. 10、 dried using a thermostatically controlled circulating oven 2210 -2300 F until dried. The sample shall be allowed to cool for 5 minutes, sprinkled with water to permit damp pressing, and allowed to stand in this condition for 5 minutes. The dampened specimen shall be pressed with a flatbed press or
11、a hand iron. Section 7.4 of AATCC 96 shall not apply. - 3/ When a color change equal to Step 4 on the Gray scale is evident in either sample being evaluated or the standard sample, exposure shall be continued for an additional number of hours equal to the number of hours at which the color change is
12、 apparent. Specimens which do not show a color change until 80 AF“s shall be returned to the machine for a total exposure period not to exceed 140 hours. 3.3.2 Thread. The thread for seaming and stitching shall be cotton covered polyester core, 2 ply, ticket No. 50, or a commercially equivalent thre
13、ad with a minimum breaking strength of 3.2 pounds or ticket no. 70 with a minimum breaking strength of 2.6 pounds when tested in accordance with ASTM-D-2256. The color shall approximate the shade of the basic material, and shall show colorfastness to crocking, laundering, perspiration and light equa
14、l to the requirements and test methods for the basic material in Table I. 3.3.3 Elastic webbing. The webbing shall be made with a heat resistant rubber thread. The 1-112 inches wide webbing shall have a thickness range of .O3 - .O6 inches and a maximum weight of 1.2 oz. per linear yard when tested i

16、4 hours, shall be not more than 20% (the webbing is elongated to 50% of its total elongation, held in that position for 4 hours and the amount of change is recorded). After the webbing has been elongated and maintained at 50% elongation for 10 minutes and then allowed to relax for 10 minutes, the we
17、bbing tension (change in length of the sample) shall be not more than 5%. 3.3.4 Slide fastener. The nonseparating, nonreversible, size 5-7 slide fastener without automatic pin or cam, shall be individual element molded plastic with a bridge top stop and bridge bottom stop. Pre-assembled or continuou
18、s chain application may be used. The color of the plastic components shall approximately match the basic material. The tape shall be 100% textured polyester. The length of the slide fastener shall fit the front opening shown on patterns. The color of the tape shall approximately match the basic mate
19、rial. The crosswise breaking strength of the chain shall be 110 pounds per minute when tested in accordance with ASTM D 2061. The fastener chain shall be tested for endurance meeting a minimum endurance of lo00 cycles when tested using a endurance testing machine such as a British Standard Reciproca
20、tor (BSR) or equal. The machine shall be set up with 3.5 lbs. lateral force and 3.1 lbs. longitudal force in accordance with ASTM D 2061. 3.4.2 Hook and Dile fastener tape. The hook and pile fastener tape shall be a minimum of 1-inch wide, with a 6.5 mil nylon hook (220 denier) and nylon ground. The
21、 hook and pile tapes shall be stabilized as necessary to allow for maximum flatness and dimensional stability. The color of the hook and pile fastener tape shall approximately match the basic material. The fastener tape shall be stitched to the coverall according to the marks on the pattern 1/8 inch

A commercial-type printed cloth label shall contain the contractors name, contract number,
23、 size and national stock number, (NSN), fiber and laundering information including “OR USE NAVEDTRA 414-01-4581 Formula II: Hot formula without bleach (140OF)”. The label shall be sewn on all four sides to the inside center back, below the collar. 3.4.1 Labeltag. A barcode label shall be attached to
24、 each item, and be clearly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). The bar code type shall be a medium to high code density and shall be located so that it is completely visible on the item when it is folded and/or packaged as specif
25、ied. 3.5 Patterns. The Government shall furnish a single size pattern. The contractor is responsible for grading patterns for additional sizes. Commercial patterns may be used in lieu of government furnished patterns provided that they conform to the cited design and finished measurements. The standard pattern provides a seam allowance of 112 inch for shoulder seams, sleeve setting,
28、 inseams, crotch seams, side seams, pockets and flaps, and 318 inch for all other seams. 3.6 Finished measurements. The finished coveralls shall conform to measurements as shown in Table I. The coveralls shall be measured laying flat and smooth, with the front slide fastener completely closed. Toler

31、rdance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 5. OUALITY ASSURANCE PROVISIONS 5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producers own standards, manufacturing methods and quali
32、ty assurance practices, and be similar to products offered for sale in the commercial market. The government reserves the right to require proof of such conformance. 5.2 Visual examination. Each coveralls shall be examined for the defects listed below in accordance with ANSVASQC-Z1.4. 5.2.1 Defects.
33、 Any component not in accordance with specified requirements, any hole, cut, or tear; color not as specified; any outwardly visible part seriously shaded; spotted or stained (outside); raw edges, open seams, puckers, thread ends, or loose tension resulting in loose seams; any serious material defect
