SCOPE. This

2、commercial item description covers a lightweight snow camouflage white parma self-storage pouch. 2. SALIENT CHARACTERISTICS 2.1 Descri tion. The parka is an overgarment containing fi-ont hand openings with snap down 4 aps, snap astener front closure, a self-storage pouch with a tab attached to cente

3、r back neck. The parka has elastic wrists, drawcord at waist, hood, and two drawcord systems at bottom hem to tie under each leg. 2.2 Materials. 2.2.1 Basic material. The cloth for the parka shall be white, lightweight, shrink resistant, wind resistant, and water repellent. The cloth shall show a fl

4、uorescent optical brightener with a resulting peak emission in the blue violet spectrum. The hue of fluorescence shall be the same as that of the standard sample when compared under ultra-violet light. 2.2.2 Drawcord. The drawcord for the hood, bottom hem, waist and storage pouch shall have a minimu

5、m diameter of 4/32 inch, have sufficient strength for repeated tying and untying, and shall be water repellent. The color of the drawcord shall match the parka. The lengths shall be sufficient for tying securely and the ends shall not ravel. 2.2.3 Wrist elastic. The elastic shall be sufficient for c

6、ontinuous expansion and relaxation, and when relaxed, shall allow for comfort at the wrist. A suitable white, water repellent thread shall b

The printing shall be shall be located inside of the right back, positioned not more than 1 inch below hood joining seam and 112 inch away from center back seam (See figu

11、re drawing). The label information shall be as follows: permanent + an c ear y legible. The printing shall not show through from the outside. The label 2.2.7.1 Size and Identification label. Each parka shall contain a sizehdentification label. 2.2.7.1.1 - Size. The applicable size information shall

12、be as follows: X-Large I Chest: From 45 inches up 2.2.7.1.2 Identification. The identification information shall follow the above size information and shall be as follows: PARKA, SNOW CAMOUFLAGE, WHITE CONTRACT NO.: CONTRACTORS NAME (OPTIONAL) 2.2.7.2 Instruction label. The instructions label may be

13、 separate or combined with the size and identification. If separate, the instruction label shall be situated the same but not more than 1/2 inch below the skAd label. 15、f snow and frost before entering heated shelters. 5. Machinehand laundering. The parka is to be laundered using wash and wear setting, in warm (90 degree F) with phosphate detergent, when not restricted. Rinse three times. Wash darks separately. Dry by tumble drying at the permanent press setting (t

16、emperature not to exceed 90 degrees F) or use a clothes rack, line, or non-metal hanger to drip-dry the parka. Dry the parka - by tum e drying at the permanent press setting (temperature not to exceed 90 degree F). Do not.press this item. DO NOT REMOVE THIS LABEL 2.3 Labelhg

18、Each item shall be individually bar-coded with a paper tag for personal clothing items. The paper tag shall be standard bleached sulfate. The paper used for the tags shall have a smooth finish to accept thermal transfer and direct printing. The tags shall be attached to each item, clearly legible an

19、d readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). The bar code type shall be a medium to high code density and shall be located so that it is completely visible on the item when it is folded and/or packaged as . specified and so that it causes no damage

20、 to the item. 2.4 Standard sample. Standard samples, if available, may be obtained from the procuring activity issuing the invitation for bids. Figure 1 is funiished for guidance and information. If variations appear between the written requirements, the written requirements in this document shall g

21、overn. 2.6 Patterns. The Government shall funiish a complete set of patterns or a master pattern with grade rules, to maintain uniformity and consistency in form, fit and function. The Government patterns may be used to create the contractors working patterns. Minor modifications are permitted to ac

22、commodate manufacturing procedures, however, the design and finished measurements must be maintained. 2.7 List of pattern parts. The component parts of the parka, which are listed in Table I shall be cut from the material, specified in paragraph 2.2.1. Table I. List of pattern parts Nomenclature I C

The mandachiring requirements in 2.8.1 and 2.8.2 shall be used to ekure uniformity + in e appearance and quality of the parka. 2.8.1 Seams and stitching. All stitching visual from the outsid

24、e shall be 10-14 stitches per inch. All component joining seams shall be double-felled. Pocket flap and flap facing shall be set with 1/16 inch single edge stitching. All raw edges shall be finished. Seam efficiency shall be compatible for continuous extreme movement. 2.8.2 Bartacks. 1 barack throug

25、h center of hood drawcord tunnel, 2 horizontal bartacks superimposed on bottom hem at edge of fiont closure (one on right side, one on left side). See figure for more bartacks. 2.9 Sizes and measurements. The finished parka shall conform to the following measurements: Table II. Finished measurements

27、 top of vent opening. - 5/ Measure from the top of vent to bottom of parka. 3. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materiais to the maximum extent practicable, in accordance with paragraph 23.403 of the Federai Acquisition Regulation (FAR). 4. QUALITY ASSUR

28、ANCE PROVISIONS 4.1 Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producers own drawing, specifications, standards and quality assura

29、nce practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract or purchase order. 4.2. Visual examination. Each parka shall be examined for the defects listed below

Any hole, cut, or tear; color not as specified; any part shaded; any spot or stain we); raw edges, open seams, thread ends not removed, or loose or tight seams; any material defects, distorted parts or poor workmanship; any component

31、part omitted; any component part not functioning properly, defective components, label missing, incorrect, or illegible; measurement of item not as specified; bar code omitted or not readable by scanner; human- readable interpretation (RI) omitted or illegible; bar code not visible on folded, packag

32、ed item; bar code causes damage to the item; any items not packaged in accordance with the contract or purchase order. 4.3 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order. 5. PACKAGING 5.1 Preservation, packing, and marking. The preservation, packing,
