ABSTRACT This commercial item description applies to high and low density polyethylene (HDPE/LDPE), polypropylene (PP), or other polymers which meet the requirements outlined in this commercial item description. The intended liquid or solid contents must
3、be compatible with the bottles material. These bottles are not intended to be used for transport of Department of Transportation regulated materials. 2. 6、 caDs. 3.1.1 Materials. The bottles and caps shall be made from clean recycled or virgin polymer material. Recycled material shall be preferred, when all salient characteristics are satisfied. The bottles shall be inherently leakproof and of commercial quality. The bottles shall exhibit the mold sta
7、mped or engraved recycling code outlined in PBI-24. The bottles shall exhibit a molded or stamped manufacturers identification markings, either the entire name or an industry recognized code. The bottle and cap manufacturer or distributor shall notify the end user of all chemical families which crea
8、te compatibility problems with the material used. The liner, if used, must be made of an inert material. Bottles, caps and liners, if required, all shall meet the applicable requirements in CFR 21 Parts 1-1299, especially the Food, Drug and Cosmetic: Act and amendments, for carrying human consumable
9、 products. 3.1.2 Co nstruction. Bottles shall be one piece, seamless construction and leakproof. Pinch-off welds are not to be construed as seams. Bottles greater than 3.8 liters shall exhibit either a handle or hand grip as an integral part of the bottle. Bottle shall achieve leakproofness with the
10、 cap using hand tightening procedures only. 3.2 Liner. If a cap liner is required for leakproofness, the liner must be made of inert material. The manufacturer shall notify the buyer about any compound families which may create liner compatibility problems. This notification shall be received upon r
11、eceipt of the bottles by the buyer. 3.3 CaDacities. Threads on the neck of the bottle with the cap shall be of the buttress or semi-buttress type allowing at least one revolution before seating of the cap against the bottle. 14、 shall be smooth, and the surface shall be free from ridges and pinch-off flash, flow marks, or depressions on mold partition line crevices. The bottles shall be uniform in color, texture, finish, and physical properties. The bottles shall also be free from bubbles, pinholes, dirt, foreign matter, w
15、arpage, chipped edges, blisters, scratches, and other defects affecting their serviceability or appearance. 4. REGULATORY REQUIREMENTS In addition to the Food, Drug and Cosmetic Act and the code in CFR 21 listed above, the contractor/offeror is encouraged to use recovered materials in accordance wit
16、h Public Law 94-580 to the maximum extent possible. 5. QUALITY ASSURANCE PROVISIONS 5.1 Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product con
17、forms to the producers own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 5.2 Market AcceDtabili
18、tv. A bidder, a manufacturer of the item, shall produce documentation proving they produced 10,000 units of the size and type ordered each of the past three years. manufacturing bidder shall prove that they sold 10,000 units from the specific manufacturer used to fill the order, each of the past thr
19、ee years. Documentation shall be presented that the ordered quantity shall be received by the buyer within ninety days. A non- 5.3 Testina and inssection reauirements. 25、kage, loss or deformation. However, the minimum box marking required shall include: the name of manufacturer or distributor, contract number, quantity, bottle size and bottle material. 7.
