3、istration has authorized the use of this commercial item description for all federal agencies. 1. SCOPE. This commercial item description (CID) covers one type of malathion insecticide emulsifiable concentrate, deodorization optional (for outdoor use). 2. SALIENT CHARACTERISTICS 2.1 Components. The
4、insecticide shall be an emulsifiable concentrate of malathion (O, O-dimethyl phosphorodithioate of diethyl mercaptosuccinate). The emulsifying agent used to produce the emulsifiable concentrate shall be completely soluble in it and shall be stable in the presence of malathion. The emulsifiable conce
5、ntrate shall contain no less than 57.0 percent by weight malathion and shall be compatible with diesel fuel oil number two in accordance with ASTM D975, “Standard Specification for Diesel Fuel Oils“. 2.2 Flash point. The insecticide shall have a minimum flash point of 60 C when tested in accordance
6、with ASTM D1310, “Standard Test Method for Flash Point and Fire Point of Liquids by Tag Open-Cup Apparatus“. 3. REGULATORY REQUIREMENTS 3.1 Labeling, packaging, and marking. Items shall be labeled, packed, and marked in accordance with 49 Code of Federal Regulations (CFR), Parts 100 to 199, and 40 C

The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in ac
8、cordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 3.3 Environmental Protection Agency (EPA) registration. The insecticide shall be registered with the EPA in accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). The insecticide shall have cited on
9、 its EPA label/registration the following pests: ants, aphids, bagworms, bedbugs, carpet beetles, tent caterpillars, clothes moths, cockroaches, crickets, earwigs, flies (adult and larva), Japanese beetles (adult), leafhoppers, mealybugs, biting midges, clover and spider mites, mosquitoes (larva and
10、 adults), scale insects, thrips, and white flies. 3.4 Material safety data sheet (MSDS). A MSDS shall be furnished in accordance with FED-STD-313, “Material Safety Data, Transportation Data and Disposal Data for Hazardous Materials Furnished to Government Activities“, and 29 CFR 1910.1200, “Hazard C
11、ommunication“. 3.5 Child resistance packaging. EPA registration/labeling required packaging shall comply with requirements in accordance with 40 CFR 157, “Child Resistant Packaging“. 4. PRODUCT CONFORMANCE PROVISIONS 4.1 Product conformance. The products provided shall meet the salient characteristi
12、cs of this CID, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance. 4.2 Market acceptability. The products of
13、fered must have been previously sold either to the government or on the commercial market. 4.3 EPA registration. The offeror shall have a current EPA registration for the product. 5. PACKAGING 5.1 Preservation, packing, and marking. Preservation, packing, and marking shall be as specified in the acq
