SCOPE.
2、 This commercial item description covers an electric motor driven, single head, wire stitcher for side and saddle stitching on books and pamphlets. The intended use is in printing and reproduction shops for stitching two or more pages of pamphlets or book sections together. 2. SALIENT CHARACTERISTIC
3、S 2.1 Design. The stitchers shall be floor-mounted machines designed for side and saddle stitching of books or pamphlets by means of an electric motor driven, single stitching head. The stitching head shall automatically feed spool wire, cut the wire to a predetermined length for the thickness of wo
4、rk, form a staple, and imbed the formed staple in books and pamphlets. The imbedded staple shall be clinched by the action of a rising clincher. 2.2 Construction. The stitcher shall have the following capacities and dimensions: 2.2.1 Capacity. The stitcher shall be of 7/8-inch capacity. 2.2.2 Floor
5、space. Stitcher floor space, maximum, shall be 25 x 28 inches, +/- 5 inches. 2.2.3 Stitcher weight. Stitcher net weight, maximum, shall not exceed 400 pounds. 2.2.4 Stitching thickness. Stitching thickness range shall be 2 sheets to 7/8 inch. 2.2.5 Throat depth. Throat depth shall range from 8 to 14

8、ge, and flat sizes ranging from Nos. 20 x 24,20 x 25, and 21 x 25. 2.2.7 Wire draw. Adjustable wire draw shall be in the range of 1 to 3 inches. 2.2.8 Crown. The crown (width of stitch) shall be in the range of 7/16 to 9/16 inches. 2.2.9 Stitching speed. Stitching speed (nominal) shall be 125 stitch
9、es per minute, minimum. 2.2.10 Clincher height. The clincher height, from floor, shall range from 33 to 35 inches. 2.2.11 Table. The table, flat, minimum, shall be 5-1/2 by 26 inches. 2.2.12 Stitching head. The stitcher shall have one stitching head. 2.2.13 Supporting structure. The supporting struc
10、ture shall be designed for floor mounting, and shall support the entire assembly in such a manner to meet performance requirements specified herein. 2.2.14 Motor. The stitcher shall be powered by a constant speed of 1725 to 1800 revolutions per minute (rpm), for operations on the power source specif
11、ied (see 6.1(b). 2.2.15 Motor mounting. The electric motor shall be mounted to support horizontal and vertical alignment of the electric motor and clutch drive. 2.2.16 Motor controls. The electric motor controls shall be easily accessible to the operator. 2.2.17 Work light. A work light wired direct
12、ly to the stitcher shall be furnished with each stitcher. 2.2.18 Work table. The worktable shall be designed for side and saddle stitching. Tilting of the worktable to either position shall not require readjustment of the clincher or stitching head elevation. 2.2.19 Position guides. Position guides
13、shall be furnished with the work table, for use in side stitching operations and shall be removable for saddle stitching. The backguide shall be adjustable and be furnished with sliding right and left-hand guides. Sufficient clearance shall be provided in the backguide to preclude the stitcher strik
14、ing the guide at any setting. Each sliding guide shall be equipped for locking the sliding guide at any location along the backguide. 2.2.20 Clutch. Clutch power shall be transmitted from the electric motor to the stitching head and the clincher by means of a mechanical clutch. When pressure is rele
15、ased from the foot treadle, the stitching head and clincher shall return to the starting position. 2.2.21 Wire draw. Wire draw for varying thickness ranges of work shall be easily operator adjustable. A positive stop shall be incorporated to preclude possible stitching head jamming against the workt

The stitcher shall be wired in compliance with provisions of National Fire Protection Association (NFPA) Publication No. 70, “National Electrical Code“ (DoD ad
17、opted). 2.2.23 Electromagnetic compatibility. When specified, the end item shall be designed and equipped for electromagnetic compatibility in accordance with specifications provided in the acquisition document (see 6.1(c). 2.2.24 Lubrication. All moving parts requiring lubrication shall be equipped
18、 with the appropriate lubrication fitting for the type of lubricant required. The end item shall be serviced with grades of lubricants designed for use in the temperature range of 50 OF to 125 OF. After lubrication, the equipment shall be tagged in a conspicuous place to indicate the temperature ran
19、ge and regular commercial designation of the lubricants used. 2.2.25 Safety. Removable guards for operator safety shall shield all rotating parts accessible to personnel. 2.2.26 Adiusting devices. All parts requiring adjustment to compensate for varying working conditions shall be provided with read
20、ily accessible adjusting devices. 2.2.27 Performance. Performance testing shall be performed at set up for operations, in accordance with manufacturers instructions. The machines, without bolting to the floor, shall not creep on the supporting surface when stapling material. All staples shall be cli
21、nched with the staple legs of equal length and either turned toward the stapled material, or parallel to and against the stapled material. There shall be no evidence of oil stains or other soil marks on stapled material. The formed staples shall not bind in the stitching head or clincher, nor cause
22、any malfunction of the machine. Each applicable wire size shall be threaded into the machine in turn. The machine shall be run continuously for not less than 1/2 minute for each wire size. Not less than 50 staples of each applicable wire size shall be set in two (2) sheets of offset book paper. The
23、test shall then be repeated using offset book paper piled to 50 percent of capacity and then to 100 percent of capacity. One half of each wire size shall be side stitched 1/4 inch from the paper edge using the position guides. The other half shall be saddle stitching. 2.2.28 Shipboard requirements,
24、Navy. If specified for Naval shipboard application (see 6.1 (d), the entire unit shall withstand, without failure, the stress and shock resulting from the listing and rolling of vessels through 45 degrees and sudden motion of the supporting deck, both vertically and horizontally. The unit shall be o
25、perable at a list or roll of 10 degrees. 2.2.29 Equipment manual. An equipment manual shall be furnished with each stitcher, as specified (see 6.1(e). 2.2.30 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound unit
26、s, provided they fall within tolerances specified using conversion tables contained in the latest version of IEEE/ASTM SI 10, “Standard for Use of the International System of Units (SI): The Modern Metric System“ (DoD adopted), and all other requirements of this document are met. If a product is man

28、is acceptable. The contracting officer has the option of accepting or rejecting the product. 3. REGULATORY REQUIREMENTS. The offerorkontractor is encouraged to use recovered materials to the maximum extent applicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4
29、. PRODUCT CONFORMANCE PROVISIONS 4.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in t
30、he commercial marketplace. The government reserves the right to require proof of such conformance. 4.2 Market acceptability. The following market acceptability criteria are necessary to document the quality of the product to be provided under this CID. 4.2.1 The company must be able to show test dat
31、a or lab results of meeting the salient characteristics of the book and pamphlet stitcher. 4.2.2 The company must provide a warranty of replacing defective items. 4.2.3 The company must have produced or distributed book and pamphlet stitchers, meeting the requirements of this CID, for at least two y
32、ears. 5. PACKAGING 5.1 Preservation, packing, and marking. For acquisition purposes, the book and pamphlet stitcher shall be preserved, packed, and marked as specified in the acquisition order; otherwise, in accordance with ASTM D 395 1, “Standard Practice for Commercial Packaging“ (DoD adopted) (se
