3、ription for all federal agencies. 1. SCOPE. This commercial item description (CID) establishes the government acquisition requirements for cleaning compound to be used in vehicle windshield washing systems. 2. CLASSIFICATION. The cleaning compound shall be classified and identified by types and size
4、s specified. The selected type and size of product to be supplied shall be specified in the acquisition order (see 7.5(b). 2.1 Type. Type I - Ready-to-use Type II - Concentrate 2.2 Size. A solution of one part cleaning compound and one-half part distilled water by volume shall be placed in a closed container, and the conta
6、iner with the solution shall be allowed to stand overnight in a freezer maintained at 0 F (-17.8 C). The solution shall remain liquid and show no evidence of freezing or formation of ice crystals. 3.1.2 Type II. A solution of one part cleaning compound and two parts distilled water by volume shall b
7、e placed in a closed container, and the container with the solution allowed to stand overnight in a freezer maintained at 0 F (-17.8 C). The solution shall remain liquid and show no evidence of freezing or formation of ice crystals. 3.2 Surface tension. 3.2.1 Type I. A solution of one part cleaning
8、compound and seven and one-half parts distilled water shall have a surface tension between 30 and 37 dynes per centimeter. 3.2.2 Type II. A solution of one part cleaning compound and sixteen parts distilled water shall have a surface tension between 30 and 37 dynes per centimeter. 3.3 Insoluble matt
9、er. Insoluble matter shall not exceed 0.005 percent by weight of a test sample of cleaning compound. 3.3.1 Test method. Filter the contents of one 16-ounce container, which has been weighed to the nearest 0.1 gram into a beaker. Then re-weigh the empty container. The ashless filter paper containing
10、the precipitate, if any, shall be washed with distilled water, then ignited, and the residue weighed to the nearest 0.0001 g (0.1 mg). The ignited residue shall be as specified in 3.3. 3.4 Deleterious action. 3.4.1 Type I. A solution of one part cleaning compound and one and one-half parts distilled
11、 water shall have no deleterious action on painted test panels. 3.4.2 Type II. A solution of one part cleaning compound and four parts distilled water shall have no deleterious action on painted test panels. 3.4.3 Test method. A solution prepared as in 3.4.1 or 3.4.2 shall be applied drop-wise to a
12、painted test panel. The drops shall be allowed to dry, and the panel rinsed with tap water and wiped with a soft cloth. There shall be no evidence of spotting, pitting, or discoloration on the painted surface. A typical test panel is a 4 X 6 inch (or larger) sheet of cold rolled 20 gauge steel on wh
13、ich has been applied one coat of primer and a subsequent coat of enamel. The painted panels should be allowed to dry at least 48 hours prior to use. 14、hall be a colorless or tinted transparent solution, free from foreign matter and miscible with water in all concentrations. 4. REGULATORY REQUIREMENTS 4.1 Recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragr
15、aph 23.403 of the Federal Acquisition Regulation (FAR). 5. PRODUCT CONFORMANCE PROVISIONS 5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producers own drawings, specifications, standards, and quality assurance
16、 practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance. 5.2 Market acceptability. The product offered must have been previously sold either to the government or on the commercial market. 6. PACKAGING
17、6.1 Preservation, packing, and marking. For acquisition purposes, the products shall be preserved, packed, and marked as specified in the acquisition order (see 7.5(c). 7. Contracting officers will identify those activities requiring copies of the completed material safety data sheets (MSDS) prepared in accordance with FED-STD-313.
