2、Defense. 1. SCOPE. This commercial item description covers the requirements for the physical fitness pants. The pants are intended for wear by personnel of the Army. 2. CLASSIFICATION. The pants shall be of one type in the following sizes: Short Regular Long X-Small X-Small X-Small Small Small Small

5、 from IHS-,-,-A-A-59750 23. SALIENT CHARACTERISTICS. 3.1 Description. The pants shall be black, fully lined, and loose fitting. The pants shall have an elastic waistband with a drawstring and barrel lock, elastic at the ankles, self fabric seat and knee reinforcement patches on the inside of pants,

6、two side pockets, and slide fasteners for leg bottoms. Knee and seat reinforcement patches shall be of sufficient size that they shall be securely caught in the outseam stitching, and shall cause no puckering or fullness to the finished pants. All stitching shall be 10 -12 stitches per inch, with th

7、e exception of waist and cuff elastic operations, which may be 8 -10 stitches per inch. All topstitching shall finish 1/16 from folded edge. All seams shall start and finish evenly. Seams required to be forced out, and having a depth between the fold of 1/8 inch or more, shall be considered a defect

8、. All seams that junction shall meet within 1/4 inch. The center front and center back seams and side seams shall be topstitched, for strength. The side pocket openings shall be topstitched and bartacked (21 to 28 stitches) at the top and bottom. The stitching for the elastic waist tunnel shall be t

9、wo rows; one row shall measure 1/8 inch from top of the waistband and the second row 1 (+/- 1/16) inch from the top row of stitching (1 inch gage). The waistband fullness shall be evenly distributed. The waistband drawstring shall be tied in a knot approximately 1 inch from the end, to prevent the t

10、oggle from coming off. The stitching for the elastic leg bottom tunnels shall finish 1 (+/- 1/16) inch from bottom of leg. The slide fasteners for the leg bottoms shall be on the outseams of the pants, and shall not be exposed when closed. Slide fasteners should finish even with the bottom of the pa

11、nt leg, +/- 1/4 inch tolerance. The lining shall be attached to the inside of the slide fastener tape, and caught in the stitching for the leg bottom tunnel, and attached at the waist. All thread ends that are visible on the item shall be trimmed to a length of not more than 1/4 inch. Repairs such a

12、s mends, darns, patches or splices are not permitted on pants. After completion, the finished pants shall be thoroughly cleaned, and all loose thread, lint, and foreign matter removed. 3.2 Standard sample. The finished cloth shall match the standard sample for shade and appearance, and unless otherw

13、ise indicated, shall be equal to or better than the standard sample with respect to all characteristics for which the standard sample is referenced. Standard sample may be obtained from the contracting activity. 3.3 Materials. 3.3.1 Basic material. The basic material for the pants shall be black pla

14、in weave, 4 ply nylon Taslan. The material shall conform to the requirements in Table I. Shade and finishing seconds may be used for the knee and seat reinforcement patches only. Seconds shall be cloth which has been rejected for shade and finishing failures only, and shall meet all physical require

15、ments specified for basic material. The basic material and lining cloth shall be tested for characteristics listed in Tables I and II, using the methods of testing specified therein. The sample unit shall be 3

20、 yards full width. The lot shall be unacceptable if one or more units or the lot average fail to meet any test requirement specified. The elastic for the waist shall be 1-1/4 to 1-1/2 inches wide, with a black inserted drawstring. The tunnel op

22、ening for the drawstring shall be on the inside of the waist. The elastic for the leg bottoms shall be 1 (+/- 1/8) inch wide. 3.3.4 Slide fastener. The slide fasteners for the leg bottoms shall conform to type I, style 4, size 5-7, single slider with long tab pull, continuous element fastener, with

23、crosswise breaking strength of 175 pounds (min.), of A-A-55634. Slide fasteners shall measure 14 (+1- 1/4) inches long for all sizes. The chain, tape, slider and pull shall be black. Continuous chain application is allowed, provided bottom stop is placed upon and through the chain portion, and not o

24、nly on the tape. The maximum length for the pull tab shall be 1 inch. 3.3.5 Drawstring barrel lock. The barrel lock for the waist drawstring shall be black plastic, American Plastics style number EC-66 or equal. The lock shall prevent the drawstring from pulling into the waist tunnel. 3.3.6 Thread.

25、The thread for all seaming and stitching shall be in accordance with standard commercial practice. The color of the thread shall be a good match to the basic material. The finished thread shall have no chemical finishes or treatments, other than those commonly used on commercial threads. 3.4 Labels.

26、 A commercial type label shall include size, contractors name, contract number, National Stock Number (NSN), fiber and laundering (care) information, as noted below. The label shall have “good“ colorfastness to laundering when tested in accordance with AATCC-6 1. A 2 to 2-1/2 inch by 3 inch white, b

27、lank, rectangular label shall be sewn on all four sides inside the right pocket. “Machine wash, cold water with mild detergent, cold rinse. Tumble dry low temperature. Do not use bleach. Do not iron“. 3.4.1 Bar code label. Each item shall be individually bar-coded with a paper tag for personal cloth

28、ing items. The paper tag shall be standard bleached sulfate having a basis weight of 100 pounds. The paper used for the tags shall have a smooth finish to accept thermal transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener. The tags shall be clear

29、ly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). There shall be a 12 digit UPC number assigned for all NSNs by the contracting activity. The initials “UPC“ must appear beneath the code. The bar code for NSN and UPC type shall be a medium t

30、o high density and shall be located so that it is completely visible on the item when it is folded and/or packaged as specified and so it causes no damage to the item. This UPC code must also be placed on all shipping cartons on which the NSN appears. 3.4.2 DSCP hang tag. The DSCP advertisement tag

31、shall be attached to the pant on the outseam of the waist area, so that it is visible when packaged or hanging. 32、e hangtag may be obtained from the contracting activity. 3.5 Figures. Figures 1 and 2 are furnished for information purposes only. To the extent of any inconsistencies between the written purchase description and the figures, the written purchase description shall govern. 3.6 Finished measurements.

33、The pants shall conform to the finished measurements (given in inches) in Table III. 39、t leg bottom. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 5. QUALITY ASSURANCE PROVISIONS. 5.1 Product conformance. The products provide

40、d shall meet the salient characteristics of this commercial item description, and shall conform to the producers own standards and quality assurance practices. The Government reserves the right to require proof of such conformance. 5.1 l Certificate of compliance. Where certificates of compliance ar

41、e submitted, they shall contain verifiable actual test and inspection data. The Government reserves the right to inspect and test the material or components to verify the validity of the certification. 5.2 Visual examination. Each pant shall be examined for the defects listed below. 5.2.1 Defects. A

42、ny hole, cut, or tear; color not as specified; any part shaded; any spot or stain (outside); objectionable odor; raw edges, open seams, needle chew, thread ends not removed, or loose tension resulting in loose seams; any material defects, distorted parts or poor workmanship; any component part omitt

43、ed, damaged, full, tight or twisted; any part of pants caught in unrelated operation or stitching; topstitching not finishing 1/16 inch from folded edge; junction of seams not meeting within 1/4 inch; seams required to be forced out having a depth between the fold of 1/8 inch or more; waistband full

44、ness not evenly distributed, waistband curling; any seam puckered, distorted, pleated or irregular; label missing, incorrect, or illegible; measurement of item not as specified; bar code or UPC code omitted or not readable by scanner; human-readable interpretation (HRI) omitted or illegible; bar cod

45、e not visible on folded, packaged item; bar code causes damage to the item; any items not packaged in accordance with the contract or purchase order. 5.3 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order. 6. PACKAGING. 6.1 Preservation, packing, and mar
