1、INCH-POUND A-A-59788 June 29, 2006 COMMERCIAL ITEM DESCRIPTION PATROL CAP, UNIVERSAL CAMOUFLAGE PATTERN The General Services Administration has authorized the use of the commercial item description for use by the Defense Supply Center, Philadelphia and is available for use by all Federal Agencies. 1

2、. SCOPE. This commercial item description covers the requirements for a visor style patrol cap with inside pocket on crown of cap, intended for wear in all environments by military personnel of the Department of Army. 2. CLASSIFICATION. The cap is one Type in the following sizes: 2.1 Sizes: 6-3/8 7-

3、1/8 7-7/8 6-1/2 7-1/4 8 6-5/8 7-3/8 8-1/8 6-3/4 7-1/2 8-1/4 6-7/8 7-5/8 8-3/8 7 7-3/4 8-1/2 3. SALIENT CHARACTERISTICS. 3.1 Description. The cap shall be a visor style, having a circular top crown with a two-piece inner crown lining forming a pocket between lining pieces when stitched, the opening o

4、f the pocket shall be at the back of the cap. The cap has a two piece self-lined side crown with a center back and front seam. There is also an alternate one piece crown with a center back seam. The outside band shall be topstitched around the bottom of the side crown. The crown seam shall be reinfo

5、rced with a bias cut strip of self-fabric between inner and outer plies. The visor shall possess six rows of evenly spaced parallel lock stitching, and the inner edge of the visor shall abut the bottom of the topstitched side crown band. The under visor cover shall overlap the top of the visor 1/4 i

6、nch and stitched through all plies and interlining 3/16 to 1/4 inch from the outer edge. The cap shall have a piece of loop fastener tape, 5-1/4

9、 inches long by 1 inch wide, placed horizontally on the outside of the band. The loop tape shall be centered on the back band seam. 3.1.1 Seams and stitching. All seams and stitching shall be 10 to 14 stitches per inch except for the stitching through the visor and the stitches for seaming the visor

10、 cover together along the inner edge of the visor interlining (not through the interlining) which shall be 6 to 8 stitches per inch. Top stitching shall be performed using a 300 series lockstitch. The stitch gauge (distance between stitch lines) for all topstitching shall be 1/8 to 3/16 inch. 3.2 Ma

11、terial. 3.2.1 Basic material. The cloth shall be water repellent treated, camouflage printed, wind resistant poplin, nylon-cotton blend conforming to MIL-DTL-44436 Class 7. 3.2.2 Cloth, Crown Inner pocket and side piece crown (inner). The cloth for the crown inner pocket and side piece crown shall b

12、e basic or ground shade cloth. The ground shade cloth shall be dyed conforming to Desert Sand 500 of 3.2.1 prior to overprinting of the respective Universal Camouflage Pattern. The ground shade shall meet the respective finished fabrics physical, mechanical, and dimensional requirements. Printed sec

13、onds shall be cloth which has been rejected only for defects pertaining to color, infrared reflectance, or camouflage printed patterns as specified herein. 3.2.3 Visor interlining. The visor interlining shall be a high density polyethylene material and when tested shall meet the requirements as spec

14、ified in Table I at the time of extrusion production. The plastic will gain stiffness after cooling. The width of the cap visor shall be in the cross direction offering slight bending properties. It shall not absorb or soften when exposed to water. 3.2.4 Cap interlining. The inside of the center fro

15、nt of the cap shall be stabilized with a square cut piece of natural, plain weave, multifilament polyester or nonwoven interlining made from 100 percent polyester continuous filament fibers that are randomly arranged and bonded at the filament junctions or from a blend of nylon and polyester with a

16、suitable acrylic binder. The stabilizer cloth shall be cut 3 inches wide, and the length shall extend from the top crown joining seam to the visor joining seam. Unless otherwise specified, the testing conditions shall be in accordance with ASTM D-1776. b. The test specimen shall be a

18、 rectangle of cloth of dimensions two (2) by one (1) inches with the long dimension parallel to the fabric direction under test, warp or filling, as applicable. c. The load scale reading shall be recorded only at the specimen angular deflection of 60 degrees. d. The stiffness is the bending moment o

19、f specimen at a deflection angle of 60 degrees and shall be calculated to three significant figures as follows: Bending moment, in.-lb. = Load scale reading x moment weight* 100 * Testing machine of Tinius Olsen Testing Machine Co. 3.2.5 Thread. The thread shall be water repellent treated with a dur

20、able water repellent treatment and be a 2-ply, cotton-covered polyester, 35 and 40 Tex for the cap and 65 Tex for quilting the visor. The fastener tape for placement on the outside band shall be 1 inch nylon conforming to Type II, Class 1 of A-A-55126. Alter

24、nate fastener tapes without a selvedge edge are acceptable see 7.3. The color shall be Foliage Green 504. 3.3 Labels. The labels shall be nonwoven and white with black legible marking. It shall show colorfastness to laundering, with a minimum rating of “4” when tested in accordance with AATCC 61, Te

25、st No. 4A. The label shall be centered on the top side of the pocket on the inside of the cap, sewn on all four sides. 26、ntractor Name E 1. If cap is worn under helmet, helmet headband may require readjustment for proper fit and comfort. 2. Machine wash. Use permanent press cycle. Wash in warm water with mild detergent. 3. Hand wash. Hand wash in warm water using mild detergent. DO NOT WRING OR TWIST. Rinse in clean w

27、arm water. 4. DO NOT USE CHORINE BLEACH OR STARCH. 5. Tumble dry at low heat (Do not exceed 130F). 3.3.1 Barcode label. Each item shall be individually bar-coded with a paper tag for personal clothing items. The paper tag shall be standard bleached sulfate having a basis weight of 100 pounds. The pa

28、per used for the tags shall have a smooth finish to accept thermal transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener, clearly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). There shall

The initials “UPC” must appear beneath the code. The bar code for the NSN and the UPC type

30、shall be a medium to high code density and shall be located so that it causes no damage to the item. This UPC code must also be placed on all shipping cartons on which the NSN appears. 3.4 Figures. Figures are furnished for informational purposes only. To the extent of any inconsistencies between th

31、e written document and the figure, the written document shall govern. 3.5 Sizes and measurements. The finished caps shall conform to the measurements specified in Tables III and I V. Table III. A set of standard patterns to be used to cut working patterns will be furnished by the Government. The working patterns shall be ide

34、ntical to the Government patterns. Neither the Government patterns nor the working patterns shall be altered in any way, except that additional notches for use during construction are allowed on working patterns. Also, minor modifications are permitted where necessary when using automatic equipment.

35、 These modifications shall not alter the dimensional, serviceability, or appearance requirements. The standard patterns provide a seam allowance of 3/8 inch for the joining seams, and 1/4 inch for all other seams. The outer band pattern may be cut on warp or filling. 3.6.1 List of pattern parts. The

36、 components of the cap shall be cut from the materials specified and according to the number of parts listed in Table IV. Table V. REGULATORY REQUIREMENTS. The offeror/contrac

38、tor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acqusition Regulation (FAR). 5. PRODUCT CONFORMANCE PROVISIONS. 5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial

39、item description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product that is offered for sale in the commercial market. The Government reserves the right to require proof of such conformance. 5.2 Market acceptance. The item offe

40、red, or generic equivalent, must have been sold to commercial market or the Government. Each cap shall be examined for the defects listed below. 5.3.1 Defects. Any hol

41、e, cut, or tear; any visible mend; thread ends not removed; component part omitted, misplaced, or not as required; component part puckered, wrinkled, or pleated; fullness affecting appearance; misshaped or distorted; part of material caught in unrelated operation or stitching; not neatly seamed; bac

42、k or front seam off center; skipped stitches or runoff stitches; ends of stitching not secured; loose or tight tension; thread breaks; loop fastener tape misplaced or not serving intended purpose, missing or cut length more or less than specified; visor off center or construction not formed evenly;

43、visor interlining caught in visor to cap joining seam; top ends of side crown band not evenly matched in back closing seam; label missing, incorrect, or illegible; any dimensional measurement of item not as specified; bar code omitted or not readable by scanner; human readable interpretation (HRI) o

44、mitted or illegible; bar code not visible on folded, packaged item; bar code causes damage to the item; any items not packaged in accordance with the contract or purchase order. 5.4 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order. 6. PACKAGING. The pr
