17、ation. A process specification in accordance with MIL-A-83317 shall be prepared by the contractor covering all details of the wing panel bnding operation. Force for acceptance concurrent with the delivery of the first article wing panels. The acceptance of the process specification does not relieve
18、the Contractor from assuring that the wing panels meet the required performane-e characteristics (see 3.6). This document shall be submitted to the Air 3.2.1.2 Brand names data sheets. All brand names, data sheets. and other required information shall be included ir1 the process specification. All d
19、eviations (during production) to the approved contractors process specification must have prior approval by the cognizant Air Force engineering agency. Such deviation shall be granted only if sufficient test data is submitted to assure the Air Force that no degradation of the target shall occur. Any
20、 documents containing proprietary information and labeled as such, will be handled in accordance with applicable directions for these documents. 3,2.2 Testing. Initial Contractor testing shall consist of peel strength tests. These tests shall determine the peel strength of the adhesive bond between
21、both the facing/core and facing/wood frame of the wing panels. Minimum peel strength requirements are specified in Table I with peel strength testing listed in Table II. Failure to achieve minimum peel strength requirements will preclude first article testing by the Air Force. 3.3 First article. The
22、 contractor shall submit four wing panels, in accordance with 64H30383 and 8121564. to the Air Force for first article testing. The wing shall be representative of the production item and produced using the same material, processes, and equipment that will be used during production. The wing panels
23、will be consumed in testing. Ali fabrication and shipping expenses shall be borne by the prospective contractor. 6.3) See 4.3 and 3.3.1 First article tests. These tests shall consist of detailed inspection of the four wing panels submitted and such additional peel strength tests as deemed necessary
24、by the Air Force to assure that the panels meet specification requirements. 3.3.2 Acceptance or rejection. Acceptance or rejection of the first article panels shall be determined by the Air Force. The Air Force shall furnish a report to the contractor concerning the results of the first article test
25、s. The engineering decisions within the report will be final, unless otherwise stipulated. Production of targets shall not begin until both contractors process specification (see 3.2.1) and test report (see 4.3.8) have been accepted. 3.3.3 Prior approval. First article submission will not be require
26、d if the prospective contractor has built the TDU-lO/B and TDU-lOB/B Target within the preceding 24 months and submits a letter attesting there has been no change in materials, processes, or equipment used in fabrication of the target. 4 Provided by IHSNot for ResaleNo reproduction or networking per

Change in adhesive, bonding, procedures, plant locations, and critical manufacturing eqipment shall require a complete re-evaluation of the contractors capability to produce an acceptable target. If any of the above changes occur (or any oth
28、er change that the (fovernment considers potentially detremental), the contractor shall be required to fulfill the requirements of 3.2. 3.4 Material. No deviation jrom the specified material shall be allowed without prior approval by the Air Force. 3.4.2 Adhesive. Any adhesive
30、whichemploys a scrim cloth may be used providing the minimum peel strength requirements are achieved throughout the temperature spectrum noted in Table I. 3.5 Design and Construction. The TDU-lO/B, TDU-1OA/B and TDU-1OB/B Tow Targets consist of four triangle-shaped wing panels with a keel, assembled
31、 in accordance wth Drawing 59H90730 (TDU-lO/B), and Drawing 8121564 (TDU-lOB/B) to form a cruciform dart. 3.5.1 Components. 33、3.5.2 Balance. The tow targets, when assembled shall be balanced in accordance with Drawing 59H90730 (TDU-lO/B), and Drawing 8121564 (TDU-lOB/B). 3.6 Performance characteristics. Equipment, assemblies, and parts shall be marked for identification in accordance with MIL-STD-130. 3.8 Workmanshie. The tow target shall b
36、e fabricated and finished in a thoroughly workmanlike manner such that the item is suitable for the purposed intended. Bridle strength. Bridle assemblies, 5QDQ0728, shall have a minimum breaking strength of 2300 pounds when tested in accordance with 4.4.3. 4. QUALITY ASSURANCE PROVISIONS 4.1 Respons
37、ibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other fac
38、ilities suitable for the performance of the inspection requirements specif ied herein, unless disapproved by the uovernment. Ctovernment reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services con
39、form to prescribed requirements. The 4.1.1 ,Responsibility for compliance. All items must meet all requirements of sections 3 and 5. become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the co
40、ntractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling in quality conformance does not authorize submission of known defective material, either indicated or actual, nor does it commit
41、the Government to acceptance of defective material. Unless otherwise specified O in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements, except first article tests, as specified herein. Except as otherwise specified in the contract or order, the supplier may use his own or any
43、 other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The aovernment reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and
44、services conform to prescribed requirements. 4.2.1 Preproduction testing (see 4.31. 4.2.2 Production testing (see 4.4). 4.2.3 Quality Conformance inspection (see 4.5). 4.3 Preproductian testing. Preproduction testing will Consist of peel strength tests on both facing/core and facing/frame samples. T
45、he peel test specimens shall be cut from a wing panel(s) that has been manufactured using the same material, processes, and equipment as a production panel. 4.3.1 Preparation of facingicore samples. Forty 3 x 12-inch samples will be cut from a wing panel(P/N 64H30383) for peel testing by the contrac
46、tor. Specimens shall be cut so the L direction of the core is the 12-inch dimension as specified in MIL-STD-401. Ten of these samples shall be artificially aged in accordance with 4.3.2. The paper core shall be left exposed during the artificial aging. All samples shall be identified with the apea o

The samples chosen for artificial aging shall be subjected to the following procedures and in the sequence st
49、ipulated: a. Immersed in water at 120F : 3F for one hour. b. Sprayed with steam and water vapor at 200F 2 5F for three hours. c. Stored at 10F 2 SF for twenty houre. d. Heated in dry air at 210F 3F for three hours. e.
