1、x COMMERCIAL ITEM DESCRIPTION A-A-51975 26 June 1987 LIGHT, HEAD, SURGICAL The General Services Administration has authorized the use of this commercial item description. This commercial item description covers a surgical headlight with transformer. Salient characteristics: c The light shall be a hi
2、gh intensity headlight assembly system for use in medical and dental examinations. It shall consist of the following items: a. A transformer supplying two Voltage outputs. b. A headlight assembly. c. An adjustable headband. d. An extra light bulb. e. A carrying case. The headband shall be fabricated
3、 of a pliable polyethylene or plastic with a top strap to distribute headlight weight. It shall have a hook and pile fastener for size adjustment. The headband shall have a universal clamp with ball and socket joint and a soft Leather pad. The headband shall have appropriate attachments for the ligh
4、t assembly. The headlight assembly shall be small, of lightweight rigid construction consisting of a removable lamphouse (with double contact bayonet socket and lamp) which fits into a focusing member. The socket in lamphouse shall be powered from a two conductor cord at least 3 feet (i meter) long
5、terminating with a male connector engaging the female connector at the end of the transformer output line. The male connector shall be designed to prevent insertion into a 120 volt, AC receptacle. The light shall provide a minimum of 2000 footcandles of illumination at 24 inches (61 cm), 3500 footca
6、ndles at 16 inches (41 cm). The surgical headlight shall provide brilliant, low-heat light. It shall be free of ultraviolet and infra-red rays. The transEormer shall have a thermal protector and a thr
8、ee-prong hospital grade grounded plug, IC shall have a secondary output line of the two conductor type, approximately 5 Eeet (1.5 metecllong, terminating in a female plug connector. The transformer shall meet all appropriate OSHA and ANSI Standards. A carrying case that holds all items in place with
9、out damage shall be supplied and shal be suitable for carrying or storage. The extra bulb shall be compatible and for use wsth the asraembly . It shall be possible to make all headband, headlight adjustments and lamp repacemencs without the need for tools. The metal portion shall be fabricated of a
10、suitable corrosion- resistant steel alloy that has been properly hardened and passivated. The unit shall be Eurnished with a nDirections for Usen. orkmanship. Except as stheiwice specified in the contract or purchase order, the contractor may use hic own OE any facilities suitable for the perEormance of the inspection requirements specified herein, unless disapproved by the Government. The Government: reserves the right: to perform any of
13、the inspections set forth in the specificacion where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. Inspection, as used herein, is defined as both examination (such as visual or auditory investigation without the use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item. Tests. Tests shall be
16、conducted to determine compliance with specification requirements. Where feasible, the same sample shall be used for the determination of two or more test characteristics. Samplinq for tests. Sampling for tests shall be conducted in accordance with MIL-STD-105 and as specified herein. The unit of pr
17、oduct for test purposes shall be one surgical light, head with transformer. Contractor certification. The contractor shall certify that the product offered meets the salient Characteristics of this description and conforms to the producers own drawings, specifications, standards, and quality assuran
18、ce practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Requlatory requirements. Federal Food, Drug and Cosmetic Act. If the product covered by this document has
19、 been determined by the U.S. Food and Drug Administration to be under its jurisdiction, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of the Federal Food, Drug and Cosmetic Act, as amended, and regulations promulgated th
20、ereunder. In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of all other applicable Federal, State, and local statutes, ordinances, and regulations. Recovered materials. The offeror/contractor is encouraged to u
21、se recovered material in accordance with Public Law 94-580 to the maximum extent practical. Preservation, packaginq, packing, labelinq, and markinq. Unless otherwise specified, preservation, packaging, and packing shall be to a degree of protection to preclude damage to containers and/or contents th
22、ereof under normal shipping conditions, handling, etc., involving shipment from the supply source to the receiving activity, plus reshipment from receiving activity, and shall conform to applicable carriers rules and regulations.
