This commercial item
2、 description covers an adjustable headlight, of the Lempert-Storz design, suitable for use in operating and other medical procedures. Salient characteristics: Shall be a headlight of the Lempert-Storz design, suitable for use in general medical and surgical procedures. The unit shall be supplied in
3、a case, complete with headband, . mirror, lamp, transformer, bayonet-type locking connectors line cord with 3-prong plug and an extra lamp. shall be made from durable lightweight, non-staining nylon and shall be lined with a washable cloth suspension lining. The mirror shall be made from high qualit
4、y optical glass, free from defects. The mirror shall be back surfaced. The headband The lamp shall be of the closely wound filament type matched to the fixed voltage of the transformer. The lamps shall have a current rating of 1 amp., with voltage rating of 8 volts and a minimum life of 25 hours. Th

6、m IHS-,-,-A-A-54 7 7 1 The transformer shall have a primary input of 115 volts, 50/60 Hz and a secondary output of 8 volts AC. The transformer shall be equipped with a flexible, insulated, 3-wire cord as shown on DPSC Drawing No. 20719. A plug, in accordance with ANSI Standard C73.11 shall be attach
7、ed to one end of the power cord. A cord carrying the secondary transformer voltage shall be permanently attached to the transformer and shall have a insulated shielded cable with high tensile strength. Bayonet lock connectors shall be provided for connecting and disconnecting the transformer assembl
8、y from the headlight proper. Adjustment of the headband shall be easy and self-locking. The unit shall be easily and effectively adjustable by means of a spiral gear assembly that shall provide positive locked beam focusing. The focus of the headlight shall remain unchanged during normal movements o
9、f the operator, or when the mirror assembly is adjusted. The mirror assembly shall be adjustable by means of three supporting tension arms that shall permit both vertical and lateral adjustment. The headband shall permit quick, easy adjustment without the use of locking or pressure nuts. The headban
10、d suspension lining shall effect weight distribution of the headlight, eliminating pressure points. The mirror shall be specially ground, with polished optical surface, full size, and be readily removed and assembled to mirror metal housing. Mirror shall allow the operator director indirect vision i
11、nto a surgical cavity in the same plane as reflected light. The illumination of the headlight assembly shall be brilliant and shadow free when connected to a nominal 115 volt, 50/60 Hz, electrical source. Identification markinq. transformer of the headlight assemblies shall be permanently and legibl
12、y marked with the manufacturers name or registered trademark. Each headband assembly and Case. The complete unit, including extra lamp shall be supplied in a suitable case. The interior of the case shall be designed to hold the components securely in place. Instructions for use. An instruction manua

Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the
15、 performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The G
16、overnment reserves the right to perform any of the inspections set forth in the specification where such inspection are deemed necessary to assure supplies and services conform to prescribed requirements. Records. Records of examinations and tests performed by or for the contractor shall be maintain
17、ed by the contracter and made available to the Government upon the Governments request, at any time, or from time to time, during the performance of the contract and for a period of three years after delivery of the supplies to which such records relate. inspection. Inspection, as used herein, is de
18、fined as both examination (such as visual or auditory investigation without the use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item. Examination. Examination shall be conducted to determine compliance with

Sampling for examination shall be conducted in accordance with MIL-STD-105, with an AQL of 1.0 (percent defective) and an inspection level of II. The unit of product for examination purposes shall be one diagnostic headlight. Tests. Tests shall

22、ontractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producers own drawings, specifications, standards, and quality assurance practices. The government reserve
23、s the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound uni
24、ts, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard No. 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in
25、the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product.
