1、A-A-54794 15 January 1993 COMMERCIAL ITEM DESCRIPTION HUMIDIFIER, OXYGEN Diffuser Type The General Services Administration has authorized the use of this Commercial Item Description as a replacement for MIL-H-36746A, which is cancelled. This Commercial Item Description covers a sterilizable oxygen h

2、umidifier for use in open systems (oxygen mask, tent, etc.). Salient Characteristics: The humidifier shall be dual purpose, a bubbler humidifier and a jet type nebulizer, which generates oxygen (or air) into a fog for use in an open system (oxygen face mask, tent, etc. ) . Except for the reservoir a

3、nd diffuser, the complete unit shall be capable of repeated sterilization, 250F, 20 minutes. The complete unit shall be sterilizable and reusable. The system shall be designed to remain operational when it is tilted up to 20. The reservoir bottle shall have a working capacity of at least 200 cc. It

4、shall be fabricated of suitable transparent plastic permitting visual observation of the liquid level within the bottle. A high and low liquid level shall be clearly marked and identified on the bottle. There shall be approximately 200 cc capacity between the high and low liquid levels. The bottle s

6、t a body temperature as follows: a. As a bubble type humidifier, with oxygen flowing down through a syphon tube and out a diffuser at the bottom of the reservoir gaining humidity rising through the water to the outlet, from 35 percent relative humidity at 3 Lpm to 20 percent relative humidity at 12

7、Lpm. b. As a jet type nebulizer, with water or medicated solution being drawn up the syphone tube through an oxygen mixing orifice to the outlet, from 40 percent relative humidity at 3 Lprn to 67 percent relative humidity at 10 Lpm. The relative humidities shall be calculated by determining the weig

8、ht of water expended (with oxygen admitted to the humidifier at 70F - 73OF and 29 inches of mercury) and the resultant molal humidity of issuant gas. The vapor pressure of the issuant gas divided by its partial pressure of saturated vapor at 98.6OF, shall be defined as the relative humidity. The hum

9、idifier shall be provided with a removable, leakproof top. The top shall have: * an inlet connector, winged threaded DISS 1240 female swivel, 9/16 inch threaded, for 50 psig oxygen source * a relief valve * a selector switch to select bubble or jet operation, and * an outlet connector, 22 mm male, i

10、n accordance with ASTM F 1054. A leakproof barbed adapter for the outlet shall be provided which allows connection of 3/16 to 5/16 inch tubing. The pressure relief valve shall prevent internal pressure inside the humidifier from exceeding 2.5 psig. A warning whistle or other audible warning shall be

11、 provided which shall operate in conjunction with the pressure relief valve so designed to provide audible sound if the tubing becomes obstructed when the oxygen flow is as low as 3 Lpm, but shall not sound an alarm when a free flow is being used through an unobstructed, 48 inch long delivery tube a

The oxygen humidifier shall be free from defects which detract from its appearance or impair its serviceability, Unit.

13、Each (EA.) One humidifier, as specified, constitutes one unit Qualitv Assurance Provisions. Responsibilitv for inspection, Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein, Except as oth

14、erwise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in th

15、e specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements, Records. Records of examinations and tests performed by or for the contractor shall be maintained by the contractor and made available to the Government upon the Government

16、s request, at any time, or from time to time, during the performance of the contract and for a period of three years after delivery of the supplies to which such records relate. Inspection. Inspection, as used herein, is defined as both examination (such as visual or auditory investigation without t

17、he use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item. Samplinq for examination. Sampling for examination shall be conducted in accordance with MIL-STD-105, with an AQL of 1.0 (percent defective) and an i

18、nspection level of S-l. The unit of product for examination purposes shall be one humidifier. Samplinq for tests. Sampling for tests, including dimensional test, shall be conducted in accordance with MIL-STD-105, with an AQL of 1.0 (percent defective) and an inspection level of S-l. The unit of prod

19、uct for test purposes shall be one humidifier. Tests. Tests shall be conducted to determine compliance with specification requirements, Where feasible, the same sample shall be used for the determination of two or more test characteristics. 3 Licensed by Information Handling ServicesA-A-54794 D 9999

Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerances specified using conversion tables contained in the latest revision of Federal Standard 376, and a

21、ll other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has t

22、he option of accepting or rejecting the product. Contractor certification. The contractor shall certify that the product offered meets the salient characteristics of this description and conforms to the producers own drawings, specifications, standards, and quality assurance practices. The Governmen

23、t reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Requlatory requirements. Federal Food, Drus and Cosmetic Act. If the product covered by this document has been determined by the U.S

24、. Food and Drug Administration to be under its jurisdiction, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of the Federal Food, Drug and Cosmetic Act, as amended, and regulations promulgated thereunder. In addition, the

25、offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of all, other applicable Federal, State, and local statutes, ordinances, and regulations. Recovered materials. The offeror/contractor is encouraged to use recovered material in a

26、ccordance with Federal Acquisition Regulation Subpart 23.4 to the maximum extent practical. 4 Licensed by Information Handling ServicesPreservation, packaqinq, packinq, labelins, and markinq.
