1、A-A-54939 m 9999974 0163209 037 m A-A-54 9 3 9 28 February 1994 COMMERCIAL ITEM DESCRIPTION ENVELOPE, PHOTOGRAPHIC NEGATIVE The General Services Administration has authorized the use of this Commercial Item Description as a replacement for Federal Specification G-E-550C, which is cancelled. This Com

2、mercial Item Description covers paper envelopes intended for short term storage of photographic and x-ray, glass and film negatives. Short term storage is defined as the storage of film records intended for use (i.e. working copies of film records). Salient characteristics: Classification. The envel

3、opes shall be of the following sizes, as specified: Size 1 - 3 by 4-1/2 inches Size 2 - 14-1/2 by 17-1/2 inches Material. The materials of which the envelopes are made, and the physical and chemical properties of the manufactured envelope, shall meet the requirements of the American National Standar

4、ds Institute (ANSI) Standard PH 1.53 and shall also be as specified herein. Treatment of paper for protection against fungus growth is not required. Tests indicated in ANSI PH 1.53, paragraph 3.2 Paper, shall not apply except for alpha cellulose content and phloroglucinol spot test. Tests indicated

6、859 I . Paper weiqht and burstinq strenqth. The basis weight and bursting strength of the paper used in the manufacture of the envelopes shall be as shown below for the size indicated. Basis Weight (17 by 22, 1000 Sheets) 25% Bursting Strength SIZE TOLERANCE AVERAGE (Minimum) 1 48 lbs 44 pts 2 64 lb

7、s 56 pts Basis weight shall be tested in accordance with TAPPI Standard T410. Bursting strength shall be tested in accordance with TAPPI T403. Fiber Analysis. Fiber analysis shall be as specified in ANSI PH 1.53 when tested as indicated in TAPPI Standard T401. Construction. Envelopes shall be of the

8、 open-end type without seal flap designated as envelope (without protective flab) specified in ANSI PH 1.53. The open end shall have a finger cutout, as an alternate for Size 2, a raised lip having a minimum height of 3/8 inch and extending the complete width of the back of the envelope may be provi

9、ded. Envelopes shall be fabricated of smooth light-colored Kraft paper suitable for use in storage of photographic and x-ray, glass and film negatives. Glued seams. Adhesive bonded seams shall have a fiber- tearing bond which secures the full length and width of the seams. Adhesive shall be non-deli

10、quescent and shall be suitable for the intended purpose. Rulinq and writinq properties. Envelope shall be furnished with the following printing placed in the upper left corner of the front side: Patients Name Grade Date Case or Service No. Organization The overall length of the printing (headings and lines) shall be a minimum of three inches. The orientation of the

12、 envelope to the printing shall be either with the opening at the right end or at the top. The distance between the lines of printing shall be one-half inch. Workmanship. The envelope shall be free from defects which detract from their appearance or impair their serviceability. Unit. Hundred (HD). O

13、ne hundred envelopes of one size only, as specified, constitutes one unit. Each unit (100 envelopes) shall be bonded with kraft paper or other suitable material. QUALITY ASSURANCE PROVISIONS. O Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contracto

14、r is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved

15、by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. Records. Records of examinations and tests performed by or for the con

16、tractor shall be maintained by the contractor and made available to the Government upon request, at any time, or from time to time, during the performance of the contract and for a period of three years after delivery of the supplies to which such records relate. 3 Provided by IHSNot for ResaleNo re

Inspection, as used herein, is defined as both examination (such as visual or auditory investigation without the use of special laboratory appliances or procedures) and testing (determination by technical means of physical

18、 and chemical properties) of the item. Samplinq for examination. Sampling for examination shall be conducted in accordance with MIL-STD-105, with an AQL of 1.0 (percent defective) and an inspection level of II. The unit of product for examination purposes shall be one envelope. Samplinq for tests. S

19、ampling for tests (dimensional), shall be conducted in accordance with MIL-STD-105, with an AQL of 1.0 (percent defective) and an inspection level of S-2. The unit of product for test purposes shall be one envelope. Tests. Tests shall be conducted to determine compliance with specification requireme

20、nts. Where feasible, the same sample shall be used for the determination of two or more test characteristics. Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerances spe

21、cified using conversion tables contained in the latest revision of Federal Standard No. 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made t

22、o the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product. Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of

23、 this Commercial Item Description, and that the product conforms to the producers own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for u

25、ined by the U.S. Food and Drug Administration to be under its jurisdiction , the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of the Federal Food, Drug, and Cosmetic Act, as amended, and regulations promulgated thereunder.

26、In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of all other applicable Federal, State, and local statutes, ordinances, and regulations. Recovered material. The offeror/contractor is encouraged to use recovere

27、d material in accordance with Federal Acquisition Regulation Subpart 23.4 to the maximum extent practical. Preservation, packaaina, P ackinq, labelinq, and markinq. Unless otherwise specified, preservation, packaging, and packing shall be to a degree of protection to preclude damage to containers an

28、d/or contents thereof under normal shipping conditions, handling, etc., involving shipment from the supply source to the receiving activity, plus reshipment from receiving activity, and shall conform to applicable carriers rules and regulations.
