This European Standard

15、 shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by December 2004, and conflicting national standards shall be withdrawn at the latest by December 2004. EN 14287:2004 (E) 4 Introduction Aluminium and aluminium alloy semi-finished products intended for the manufacture of packaging and packaging components needs to satisfy specific requirements on the

19、 chemical composition which distinguish them from similar semi-finished products for use in other fields than packaging. EN 14287:2004 (E) 5 1 Scope This European Standard specifies additional requirements on the chemical composition of aluminium and aluminium alloys intended for the manufacture of

20、packaging and packaging components, as well as related specific technical conditions of inspection and delivery. The scope of this standard is fully defined by the final application. NOTE Some of the products listed in the present standard can be subject to patent or patent applications, and their l

21、isting herein does not in any way imply the granting of a licence under such patent right. CEN/TC 132 affirms it is policy that in the case when a patentee refuses to grant licenses on standardised standard products under reasonable and not discriminatory conditions then this product shall be remove

22、d from the corresponding standard. 2 Normative references This European Standard incorporates by dated or undated reference, provisions from other publications. 24、spection documents. 3 Terms and definitions For the purposes of this European Standard, the following terms and definitions apply. 3.1 packaging all products made of any materials of any nature to be used for the containment, protection, handling, delivery and presentation of goods, from raw materia

25、ls to processed goods, from the producer to the user or the consumer. “Non-returnable“ items used for the same purposes shall also be considered to constitute packaging “Packaging“ consists only of: a) sales packaging or primary packaging, i.e. packaging conceived so as to constitute a sales unit to

26、 the final user or consumer at the point of purchase; b) grouped packaging or secondary packaging, i.e. packaging conceived so as to constitute at the point of purchase a grouping of a certain number of sales units whether the latter is sold as such to the final user or consumer or whether it serves

27、 only as a means to replenish the shelves at the point of sale; it can be removed from the product without affecting its characteristics; c) transport packaging or tertiary packaging, i.e. packaging conceived so as to facilitate handling and transport of a number of sales units or grouped packagings

28、 in order to prevent physical handling and transport damage. Transport packaging does not include road, rail, ship and air containers. NOTE This definition is taken from the European Parliament and Council Directive 94/62/EC, article 3, paragraph 1 1 . 3.2 packaging component any part of packaging t

30、ence presence of a substance as unintended ingredient of a packaging or packaging component. 3.5 intentional introduction act of deliberately utilising a substance in the formulation of a packaging or a packaging component where its continued presence is desired in the final packaging or packaging c

31、omponent to provide a specific characteristic, appearance, or quality. The use of recycled materials, where some portion of the recycled materials may contain amounts of regulated substances, is not considered intentional introduction. 4 Requirements on chemical composition According to the European

32、 Parliament and Council Directive 94/62/EC, the products intended to be used for the manufacture of packaging, packaging components or packaging constituents shall at minimum fulfil the following requirements: a) lead, mercury, cadmium and hexavalent chromium shall not result from intentional introd

33、uction into these products; b) as far as the incidental presence of lead, mercury, cadmium and hexavalent chromium in these products is concerned, the combined incidental level of these four species shall not exceed 100 g/g. Since hexavalent chromium does not exist in aluminium and aluminium alloys,

34、 no specific measurement of hexavalent chromium in aluminium and aluminium alloys is required. 5 Technical conditions of inspection and delivery 5.1 General The requirements contained in this clause 5 shall apply in addition to any other applicable requirements in standards or specifications agreed

35、upon between manufacturer and purchaser. 5.2 Ordering information The order shall refer to the present standard. 5.3 Quality assurance The manufacturer shall establish and maintain a quality management system, which should be at least equivalent to EN ISO 9001. Within this quality assurance system,

36、the manufacturer shall maintain a procedure to control the requirements of clause 4. Special attention shall be given to the qualification of suppliers of raw materials entering into the formulation of the products, and to traceability of delivered products to raw materials. This may be performed on

37、 statistical basis. 5.4 Inspection documents The manufacturer shall issue a “3.1“ inspection certificate according to EN 10204, stating that the requirements specified in the present standard are fulfilled. The manufacturer has no obligation to state the actual incident level of lead, mercury and ca

38、dmium. This inspection certificate can be issued separately from other applicable inspection documents. It shall indicate the type of product (product form, thickness, alloy, temper) and the order number. EN 14287:2004 (E) 7 In addition to this or, after written agreement between manufacturer and pu

39、rchaser, as an alternative, the manufacturer can guarantee, for a period not exceeding twelve months, that all future deliveries according to orders referring to the present standard will comply with the requirements specified in clause 4 of the present standard. The manufacturer shall then issue wi

40、thin four weeks after the end of the specified period a “3.1” inspection certificate stating that all the deliveries of a certain specified product from an alloy made during the specified period to the same specified delivery address are in conformity with the requirements of the present standard.
