17、and environmental issues The design of the plant chdl enable the operator to conduct its operations in such a way as to minimize the risk of ham to its employees, contractom and all othem who may be affected directly or indiredy by its activities, and to comply with standards on safety, occupational
18、 health and environmental protection. For this, the following should be taken into consideration at the design stage: - selection of the least harmful process materials and intermediaries; muumization of the inventory of hazardous mmmwation of emissions of harmful solid, liquid . - 7 . - and gaseous
19、 substances; - design of combustion plant and equipment such as gas turbines, diesel and petrol engines, fiares and boilem to produce exhaust gas which conforms to the authorized emission contents for oxides of nitrogen and sulfur and other polutants; - location of plant to minimize the risk to neig

21、ation does not escalate to another past of the site; - protection of the ground, in areas where hannfui liquids could be spilt, by an appropriate impervious sealing material with an appropriate and impervious retaining kerb. Spills shall be directed to tight catchment pits which are not directly con
22、nected to the main rainage system, watercourses or the sea; - provision for the treatment of liquid discharges to drcunage systems, water courses or the sea to render them harmiess or for their storage in tight tanks before removal. Contaminant levels shall not be greater than that for which a disch
23、arge consent has been granted; -disposai of harmfui spills in a safe and environmentaliy acceptable manner; - safe and environmentally acceptable storage of materials; - a leak and fire detection and fire protection system for plant, equipment and buildings where the consequences of an incident coul
24、d escalate and result in unacceptable consequences; - the need for fiameproof andor explosion-proof equipment in certain areas; - monitoring of safety and environmental performance throughout the life of the project; - the use of suitable safety anaysis techniques during the design phase; - the need
25、 to close certain valves from a remote location, such as the main control room or the weilhead compound, and for automatic emergency shutdown systems; - the effect of the storage facility on outside facilities such as railways, roads and public buildings, and vice versa, in order to determine the sa
26、fety distances. 3.2 Engineering Constniction materials for piping, vessels and ancillary equipment shall be chosen considering the most severe operating conditions. These may include gas composition, maximum wellhead static and dynamic pressure, operational temperature variations and minimum depress
27、urization temperatures if applicable. Above ground pipework shall be properly anchored and supported to withstand anticipated external forces. A sufficient number of valves shall be installed at strategic locations to enable sections to be isolated during routine testing and maintenance, and in an e
28、mergency. 3.3 Security Arrangements shaU be made to prevent the entry, either intentional or unintentional, of unauthorized persons to the central processing and remote weilhead Conventionally, this is achieved at the central processing area by security fencing with a single point of access which is
29、 controlled by a monitoring system. For emergency evacuation, exits may be provided in the fence at strategic locations. areas. In addition, du
32、ring commissioning and testing, procedures written by a competent person shall be followed to ensure the safety of personnel and protection of the environment. Before the piant and equipment is formally released to the operator, a procedure shall be followed to ensure that the completed plant has be
33、en constructed according to the designers intent, and that all the documentation needed by the operator is available. Plant and equipment should not be accepted unless it is accompanied by the correct certification and documentation in accordance with the relevant Quality assurance standard Plant an
34、d equipment shall be tested to demonstrate that they operate in accordance with the design. Est procedures described in European or other internationally or nationally recognized standards and codes should be used. 6 Operation and maintenance The plant shall be oped and maintained in accordance with
35、 the design. Specific procedures should be provided to ensure safety and proper environmental management of the plant Written operating and maintenance procedures shall be available. Modifications to plant and equipment, systems and procedures shall be designed and carried out by competent persons w
36、ithout reducing the level of safety. Plant and equipment shall be maintained so that emission levels do not increase above design iimits. Routine visual inspections shall be conducted to check the intern of plant and equipment. The operating company shall establish a tminhjj and review programme to
