3、tish Standard is the UK implementation of EN 1993-1-10:2005, incorporating corrigenda December 2005 and March 2009. It supersedes DD ENV 1993-1-1:1992, which is withdrawn.The start and finish of text introduced or altered by corrigendum is indicated in the text by tags. Tags indicating changes to CE

4、N text carry the number of the CEN corrigendum. For example, text altered by December 2005 corrigendum is indicated by .The structural Eurocodes are divided into packages by grouping Eurocodes for each of the main materials: concrete, steel, composite concrete and steel, timber, masonry and aluminiu

5、m; this is to enable a common date of withdrawal (DOW) for all the relevant parts that are needed for a particular design. The conflicting national standards will be withdrawn at the end of the co-existence period, after all the EN Eurocodes of a package are available.Following publication of the EN

6、, there is a period allowed for national calibration during which the National Annex is issued, followed by a co-existence period of a maximum three years. During the co-existence period Member States are encouraged to adapt their national provisions. At the end of this co-existence period, the conf

7、licting parts of national standard(s) will be withdrawn.In the UK, the primary corresponding national standards are:BS 449-2:1969, Specification for the use of structural steel in building. Metric units BS 5400-3:2000, Steel, concrete and composite bridges. Code of practice for design of steel bridg

8、esBS 5950-1:2000, Structural use of steelwork in building. Code of practice for design. Rolled and welded sections BS EN 1993-1-10 will partially supersede BS 449-2, BS 5400-3 and BS 5950-1, which will be withdrawn by March 2010.The UK participation in its preparation was entrusted by Technical Comm

10、 Committee on18 May 2005 BSI 2010BS EN 1993-1-10:2005Where a normative part of this EN allows for a choice to be made at the national level, the range and possible choice will be given in the normative text as Recommended Values, and a note will qualify it as a Nationally Determined Parameter (NDP).

11、 NDPs can be a specific value for a factor, a specific level or class, a particular method or a particular application rule if several are proposed in the EN.To enable EN 1993-2 to be used in the UK, the NDPs have been published in a National Annex, which has been issued separately by BSI.This publi

21、tariat of which is held by BSI. CEN/TC250 isresponsible for all Structural Eurocodes.This EuropeanStandard shall be giventhe status of a NationalStandard, either bypublication of anidenticaltext or by endorsement, at the latest byNovember 2005, and conflicting National Standards shall be withdrawnat

Background to the Eurocodeprogramme In 1975, the Commissionof the EuropeanCommunity decidedon an action progr

24、amme in the fieldofconstruction, based on article 95 of the Treaty. The objective of the programme was the elimination of technical obstacles to trade and the harmonization oftechnicalspecifications.Within this actionprogramme, the Commission took the initiative to establish a set of harmonized tech

25、nicalrules for the design of construction works which, ina first stage, would serve as an alternative to the nationalrules inforce in the Member States and, ultimately, would replace them. For fifteen years, the Commission, with the help of a Steering Committee with Representatives of Member States,

26、 conducted the development of the Eurocodes programme, which led to the first generation of European codes in the 1980s.In 1989, the Commissionand the Member States of the EU and EFTA decided, on the basis of anagreement1between the Commission and CEN, to transfer the preparation and the publication

27、 of the Eurocodes to CEN through a series of Mandates, in order to provide them with a future status of EuropeanStandard (EN). Thislinks de facto the Eurocdes with the provisons of al the Councils Directives and/or ComisionsDecisions dealing with European standards (e.g. the Council Directive 89/106

28、/EEC on constructionproducts - CPD - and Council Directives 93/37/EEC, 92/50/EEC and 89/440/EEC on public works and services andequivalent EFTA Directives initiated in pursuit of settingup the internal market). The Structural Eurocode programme comprises the following standards generally consisting

32、ir right to determine values related to regulatory safety matters at national level where these continue to vary from State to State. Status and field of application of Eurocodes The Member States of the EU and EFTA recognize that Eurocodes serve as reference documents for thefollowing purposes: as

33、a means to prove compliance of building and civil engineering works with the essential requirementsof Council Directive 89/106/EEC, particularly Essential Requirement N1 Mechanical resistance and stability and Essential Requirement N2 Safety in case of fire; as a basis for specifying contracts for c

34、onstructionworks and related engineering services; mwkdrawuphmzed hlpcifosfcotuopdut(ENs andETAs)The Eurocodes, as far as they concern the construction works themselves, have adirect relationship with the Interpretative Documents2referred to in Article 12 of the CPD, although they are of a different

35、 nature fromharmonized product standards3. Therefore, technical aspects arising from the Eurocodes work need to beadequately considered by CEN Technical Committees and/or EOTA Working Groups working on productstandards with a view to achieving full compatibility of these technical specifications wit

36、h the Eurocodes. The Eurocode standards provide common structural design rules for everyday use for the design of whole structures and component products of both a traditional and an innovative nature. Unusual forms of construction or design conditions are not specifically covered and additional exp

37、ert consideration will be required bythe designer in suchcases.National Standards implementing Eurocodes The National Standards implementing Eurocodes will comprise the full text of the Eurocode (including anyannexes), as published by CEN, which may be preceded by a National title page and National

38、foreword, and may be followed by a National annex. The National annex may only contain information on those parameters which are left open in the Eurocodefor national choice, known as Nationally Determined Parameters, to be used for the design of buildings andcivil engineering works to be constructe

40、ts (ERs) shall be given concrete form in interpretative documents for the creation of the necessarylinks between the essential requirements and the mandatesfor harmonized ENs andETAGs/ETAs.3 According to Art. 12 of theCPD the interpretative documents shall : a) give concrete form to the essential re

41、quirements by harmonizing the terminology and the technical bases and indicating classes or levels for eachrequirement where necessary ; b) indicatemethods ofcorrelating theseclasses or levels of requirement with thetechnical specifications, e.g. methods of calculation and of proof,technical rules f

42、or project design,etc. ; c) serve as a reference for theestablishment of harmonized standards and guidelines for European technical approvals.The Eurocodes, de facto, playa similar role in the field of the ER 1 and a part of ER 2.BS EN 1993-1-10:2005EN 1993-1-10:2005/AC5Links between Eurocodes and h

43、armonized technical specifications (ENs and ETAs) forproducts There is a need for consistency between the harmonized technical specifications for construction productsand the technical rules for works4. Furthermore, all the information accompanying the CE Marking of theconstruction products, which r

44、efer to Eurocodes, should clearly mention which Nationally DeterminedParameters have been taken intoaccount. National annex for EN 1993-1-10 This standard gives alternative procedures, values and recommendations withnotes indicating where nationalchoices may have to be made. The National Standard im

45、plementing EN 1993-1-10 should have a NationalAnnex containing all Nationally Determined Parameters forthe designof steel structures to be constructed inthe relevantcountry. National choice is allowed in EN 1993-1-10 through clauses: 2.2(5) 3.1(1) 4see Art.3.3 andArt.12ofthe CPD, aswell as clauses4.

46、2, 4.3.1, 4.3.2 and 5.2 of ID 1. BS EN 1993-1-10:2005EN 1993-1-10:2005/AC61 G e n e r a l 1.1 Scope (1) EN 1993-1-10 contains design guidance for the selection of steel for fracture toughness and for through thickness properties of welded elements where there is a significant risk of lamellar tearin

47、g duringfabrication.(2) Section 2 applies to steel grades S 235 to S 690. However section 3 applies to steel grades S 235 toS 460 only. NOTE EN 1993-1-1 is restricted to steels S235 to S460.(3) The rules and guidance given in section 2 and 3 assume that the construction will be executed inaccordance
