BS EN 16489-2:2014EN 16489-2:2014 (E) 4 Introduction Over the years, the quality and safety of indoor tanning devices - with
17、out which a tanning centre cannot operate has improved substantially. This is especially the case since the publication of EN 60335-2-27:2010, which limits the erythemal irradiation to 0,3 W/m. This is based on the conclusions of a “Scientific Committee on Consumer Products” report of the European C
18、ommission on the “Biological effects of ultraviolet radiation relevant to health with particular reference to sunbeds for cosmetic purposes”, published in 2006 1 . On the other hand, the safe use of commercially offered indoor tanning appliances is critically dependent on the way the service is prov
19、ided. Particularly important is the way in which potential consumers are informed about the proper use of tanning appliances taking into account the personal characteristics of the consumer, in order to minimize the risk of skin cancer and other adverse effects of UV radiation. Together with Part 1
20、and 3 this European Standard contributes to further strengthening consumer information, protection and safety with regard to commercially offered indoor tanning services, by defining the competence and qualification of indoor UV exposure consultants. This standard applies without prejudice to compli
21、ance with regulations in force in CEN member states. BS EN 16489-2:2014EN 16489-2:2014 (E) 5 1 Scope This European Standard specifies the requirements which are essential for the knowledge and skills, competence, and qualification of indoor UV exposure consultants. This European Standard is not appl
22、icable for any medical use of indoor UV exposure. Requirements for UV appliances for skin exposure are excluded in this standard, as they fall under the scope of EN 60335-2-27. 2 Normative references The following documents, in whole or in part, are normatively referenced in this document and are in

25、ms and definitions For the purposes of this document, the following terms and definitions apply. 3.1 tanning formation and darkening of the melanin pigments in the skin due to UV exposure 3.2 UV exposure irradiation of the skin with ultraviolet radiation 3.3 indoor tanning facility facility where pr
26、ofessional indoor tanning via UV appliances is offered 3.4 indoor tanning appliance device used for indoor UV exposure, often referred to as sunbed 3.5 indoor UV exposure consultant person working for a professional indoor tanning facility and giving information and advice on UV exposure to potentia
27、l consumers 3.6 training process to develop the knowledge, skills and behaviour to meet the requirements of an indoor UV exposure consultant 3.7 qualification proven ability to meet the requirements of this Standard in terms of theoretical and practical knowledge and skills necessary to perform the
28、provision of services BS EN 16489-2:2014EN 16489-2:2014 (E) 6 3.8 competence ability to apply knowledge and skills to achieve intended results 4 Knowledge and skills The indoor UV exposure consultant shall have the following knowledge and skills: knowledge of the spectral distribution of UV radiatio
29、n and the effects on the human body; knowledge on the technical functioning of indoor tanning devices and the legal requirements such as labelling, marking and maintenance of technical documentation; knowledge on the maintenance and cleaning of indoor tanning appliances; knowledge on all required pr
30、otective measures according to standards and legislation. EXAMPLE see EN 60335-2-27. In addition, the UV exposure consultant is required to have knowledge of all given learning contents as defined in part 1 of this standard (EN 16489-1). NOTE In some countries it is forbidden by law to allow the con
31、sumer the use of an indoor tanning if there are reasons not to. 5 Competence The indoor UV exposure consultant shall have the following competence: ability to provide unbiased advice to consumers on possible health risks and benefits of UV exposure; ability to provide guidance to consumers on tannin
32、g and appropriate UV exposure practices; ability to advise on individual skin type analysis, define an individual tanning programme based on an exposure schedule and provide goggles; ability to provide advice on precautions to be taken before exposure. 6 Qualification The indoor UV exposure consulta
33、nt shall have successfully completed a training course which complies with Part 1 of this standard. The candidate shall pass a multiple choice test according to Part 1 of this standard. The candidate shall prove in practice that they can apply and communicate the theoretical knowledge attained in th
34、e training course according to Part 1 of this standard. 7 Continual learning The indoor UV exposure consultant shall repeat the assessment, compliant with Part 1 of this standard with an acknowledged training provider, at least once every five years or according to national legislation to make sure
35、that their qualification reflects the current state of the art. BS EN 16489-2:2014EN 16489-2:2014 (E) 7 Annex A (informative) A-deviations A-deviation: National deviation due to regulations, the alteration of which is for the time being outside the competence of the CEN/CENELEC member. This European
36、 Standard does not fall under any Directive of the EU. ln the relevant CEN/CENELEC countries these A-deviations are valid instead of the provisions of the European Standard until they have been removed.
