11、1 as a prospective standard for provisional application. The period of validity of this ENV is limited initially to three years. After two years the members of CEN will be requested to submit their comments, particularly on the question whether the ENV can be converted into a European Standard. CEN

12、memberc are required to announce the existence of this ENV in the same way as for an EN and to make the ENV available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in parallel to the ENV) until the final decision about the possi

13、ble conversion of the ENV into an EN is reached. 21、ds used in Electronic Fee Collection (EFC) systems based on : the Dedicated Short Range Communication (DSRC) ; and the Global System for Mobile Communication (GSM) ; and the characteristics of the interface between those IC cards and the related card interface devices installed in vehicles, so-calle

Page 5 ENV 14062-1 12001 1 Scope This European Prestandard specifies directly or by reference the physical characteristics, electronic signals and transmission protocols for integrated circuit(s) cards (ICCs) carrying the EFC application and related requirements for On-Board-Units

23、(OBUS) used in Electronic Fee Collection systems based on Dedicated Short Range Communication and Global System for Mobile Communication, with the target to provide basic interoperability between an ICC and an OBU independently of the respective manufacturers and operators. It takes into considerati

24、on both environmental and system related aspects and states minimum requirements of conformity. The requirements imposed by this Prestandard apply to : the IC card itself, denoted by the abbreviation ICC ; 0 the in-vehicle card interface device, denoted by the abbreviation OBU ; or the combination o

25、f both. This Prestandard does not directly set requirements on any other card interface device (IFD) besides the OBU e.g. stationary devices. However, the requirements imposed on the IC card may induce technical consequences for an 0 IFD designed to accept an IC card used in EFC applications. It spe

40、voltage to the ICC vPP Programming voltage at VPP VPP Contact for delivering programming voltage to the ICC 5 EFC using DSRC 5.1 Physical characteristics Requirements on physical characteristics include card size, card thickness, dimensions and locations of the contacts etc 5.1.1 General The ICC sha

41、ll be an ICC with contacts as defined in ISO/IEC 7816-2:1999. Thus the physical characteristics specified for ICC in ISO/IEC 7816-1:1998 shall apply unless otherwise stated in this standard. This means, among other things, that the dimensions of the ICC shall be those of the type ID-1 as defined in

42、Table 1 of ISO/IEC 7810:1995. 5.1.2 Temperature The range of ambient temperature for full operational use shall be between - 25 OC and + 70 “C with occasional peaks of up to + 85 OC. “Occasional“ means not more than 4 h each time and not over 100 times during the life time of the card. The range of

43、ambient temperature for storage shall be between - 40 “C and + 100 OC. The ICC shall adhere to the temperature class TC3, defined in ENV 18551 996. The specified temperature ranges shall apply to the ICC, the card reader inside the OBU and the combination of both. NOTE 1 temperature of the environme

44、nt in which the card is used. Ambient temperatures as defined do not refer to temperatures at the surface or inside of the card but to the NOTE 2 not be sufficient to guarantee that the interface between OBU and ICC operates properly and is not damaged. There may be cases, where due to extraordinary

45、 local climatic conditions the given temperature requirements may Page 8 ENV 14062-1 2001 5.1.3 Embossing Embossing on the ICC shall adhere to ISOAEC 781 1-1 :1995 and ISOAEC 781 1 -3:1995. The location of the embossing of the ICC relative to the contacts shall adhere to ISOAEC 7816-2:1999 annex A,

46、.e. embossing and contacts shall be located on the same side of the ICC. The OBU shall allow insertion of an ICC with contacts and embossing according to ISOAEC 781 1-1:1995 and ISOAEC 781 1 -3:1995. 5.1.4 Provision of contacts Contacts C4 and C8 ac. to IS0 7816-2:1999 are optional for the ICC. Cont

47、act C6 shall be provided, but not be connected in the ICC. Contacting elements in position C4, C6 and C8 ac. to ISOAEC 7816-2:1999 are optional for the OBU. If present, they shall provide high impedance to the ICC. 5.1.5 Insertion-removal endurance The ICC shall withstand at least 20 O00 insertion-r

48、emoval cycles. O NOTE To withstand means, the device shall preserve its shape and functionality despite the mechanical stress. The contact force provided by the OBU shall be between 0.2 N and 0.5 N over the whole lifetime. 5.1.6 Toxicity The ICC shall present no toxic hazard in the course of normal

49、use. 5.2 Electronic signals and electrical characteristics under normal operating conditions This clause specifies the power and signal structures of messages between an ICC and an OBU. It also covers signal rates, voltage levels and current values. These requirements are largely identical with requirements presented in ISO/IEC 781 6-3:1997 (clauses 1 to 5), which is referenced when appropriate. Unless otherwise specified below, the requirements presented in ISOAEC 781 6-3:1997 (clauses 1 to 5) shall apply. 5.2.1 VCC The ICC shall conform with the electrical characteristics of either
