6、.1 - 2 O. SCOPE This recommendation deals with the circulation of all types of GSM mobile station within the CEPT-countries. However it does not cover trade aspects such as the purchasing of mobile stations in one country for permanent use in another country. 1. GENERAL This circulation and use of G
7、SM mobile stations are based on the following principles: - that it is a general aim in Europe to limit the number of administrative rules to a practical minimum. - that there is mutual recognition of GSM mobile station type approval between CEPT-administrations and that such equipment is marked acc
8、ordingly in a standard way. - that in order to facilitate identification of such equipment a “free circulation marking“ is visible when the equipment is installed. - recognising that appropriate subscription arrangements are required for the international use of GSM mobile stations. 2. RECOMMENDATIO
9、N It is recommended that all the CEPT-administrations make appropriate provisions for the free circulation of GSM mobile stations across their border, e.g. no specific customs procedures; no removal of equipment installed in cars; no removal of accessories; no sealing of equipment. In CEPT-countries
10、 with one or more GSM PLMNs it shall be possible for users to use GSM mobile stations. In CEPT-countries without a GSM PLMN it is desired that in border areas within the GSM PLMN area of the neighbouring country provisions be made allowing users to use GSM mobile stations. Such provisions, to which Rec. GSM 02.12 should apply, are left to the discretion of the CEPT-country which has no GSM PLMN.
