The FAA evaluates on an individual basis an applicants proposal to operate a reentry site. 433.3 Issuance of a license to operate a reentry site. (a) The FAA is
8、sues a license to oper-ate a reentry site when it determines that an applicants operation of the re-entry site does not jeopardize public health and safety, the safety of prop-erty, U.S. national security or foreign policy interests, or international obli-gations of the United States. (b) A license
9、to operate a reentry site authorizes a licensee to operate a re-entry site in accordance with the rep-resentations contained in the licensees application, subject to the licensees compliance with terms and conditions contained in any license order accom-panying the license. 433.5 Operational restric

A license to operate a reentry site authorizes the licensee to offer use of the site to support reentry of a reentry vehicle for which the three-sigma foot-print of the vehicle upon reentry is wholly contained within the site. 433.7 Environmental. 19、ing a license to reenter a reentry vehicle other than a reusable launch vehicle (RLV), and post-licensing re-quirements with which a licensee must comply to remain licensed. Require-ments for preparing a license applica-tion are contained in part 413 of this subchapter. 435.3 Types of reentry licens
20、es. (a) Reentry-specific license. A reentry- specific license authorizes a licensee to reenter one model or type of reentry vehicle, other than an RLV, to a re-entry site or other location approved for the reentry. A reentry-specific li-cense may authorize more than one re-entry and identifies each
21、reentry au-thorized under the license. A licensees authorization to reenter terminates upon completion of all activities au-thorized by the license or the expira-tion date stated in the reentry license, whichever occurs first. (b) Reentry-operator license. A reentry operator license authorizes a lic
22、ensee to reenter any of a designated family of reentry vehicles, other than an RLV, within authorized parameters, includ-ing trajectories, transporting specified classes of payloads to any reentry site designated in the license. A reentry op-erator license is valid for a 2-year re-newable term. 435.
23、5 Policy and safety approvals. To obtain a reentry license, an appli-cant must obtain policy and safety ap-provals from the FAA. Requirements for obtaining these approvals are con-tained in subparts B and C of this part. Only a reentry license applicant may apply for the approvals, and may apply for
24、 either approval separately and in advance of submitting a complete li-cense application, using the applica-tion procedures contained in part 413 of this subchapter.
