RECOMMENDATIONS AND COMMENTS CONCERNING “STATEMENTS BY THE COUNCIL TO CONTRACTING STATES ON CHARGES FOR AIRPORTS AND ROUTE AIR NAVIGATION FACILITIES“ - DOC 9082/3*

3、A number of Conference recommendations and comments concerned revisions or additions to the “Statements by the Council to Contracting States on Charges for Airports and Route Air Navigation Facilities“ - Doc 9082/3*. The Council acted on these recommendations and comments by taking them into account

4、 in revising its Statements. Listed below are the subjects of these recommendations and comments, cross-referenced from the Conference Report to the revised Statements to indicate the nature of the action taken by the Council. 33、s in - relation to that of the air carriers - 15. The Conference considered this item on the basis of working papekg pfsented by the Secretariac (WPs/3 and 5 Revised), the United Kingdom (WP/34), AACI (WP/26) and IATA (WP/51). 16. The analysis of airport financial data for 1989 in WP/3, covering 297

34、 airports or groups of airports in 69 States, showed that there was a wide divergence in the financial situations of individual airports, and that revenues exceeded expenses for only one third of the airports for which data was awaLl-a-ble. - However-, the extent of cost recovery may be overstated b

35、ecause of incomplete coverage of expense data in many instances. For example, depreciation was frequently not reported. For these reasons the cost bases for airport charges for many of the airports concerned ntay not reflect full actual costs. For the sample of airports which reported data for both

36、19W and 1978 (the year for which the last comparable analysis was prepared for the 1981 Conference on Airport and Route Facility Economics), there was an over-all improvement in the financial results over the period, and a strong growth in revenues from concessions and rentals particularly in region

37、s other than North America and Europe. 17. WP/5 Revised noted that total tonne-kilometres performed by the worlds scheduled airlines increased at an average annual rate of 6.1 per cent between 1980 and 1989 and that aircraft departures increased at half that rate over the same period. Up to 1989 air

38、line financial results recovered strongly from the closses of the early 1980s, but losses were experfenced in 1990. - Land-ing-and associated airport charges incurred by the airlines temained fairly steady over the period and accounted for 3.6 per cent of total airline operating expenses in 1989. 18

39、. In WP/34, the United Kingdom suggested that the introductory text of the Council Statement on Airport Charges should include mention of congestion and the need to improve airport and air traffic control capacity and suf-aecess, and changes in the last decade such as increased security measures, li

40、beralization and privatization. 19. The AACI (WP/26) referred to major developments in the aviation industry including the operation and management of airports, which it suggested be reflected in the introductory part of the Council statement on Airport Charges. These included trends in conrpetit io

41、n, organizational strucfwres airport financing, capacity management and environmental issues. 42、4T = 7 - Report on Agenda Item 1.1 l_-l_- - 20. In WP/51, IATA stressed the heavy financial losses currently being experienced by airlines, and advised that a loss of US $3.7 billion was forecast or international airlines in 1491. IATA pointed out that while the decline in traffic had ceased, financ

43、ial recovery would be gradual. The paper also noted that the structural changes affecting the industry would lead to increased emphasis on cost control and transparent cost-based pricing. 21. The Conference recognized that different circums tances and problems existed in different parts of the world

44、 with regard to airport operation and that varying approaches and solutions were required. This included different organizational structures under which airports could ope rat e. 22. The problem of financing investment in airport facilities was emphasized, especially with respect to developing count

45、ries. It was noted in this context that ICAO was currently engaged in a study on airport and route facility investment needs and sources of financing and that the subject of financing would be specifically addressed under Agenda Item 2.3 b). 23. Reference was made to paragraph 8 of the Council State

46、ment in Doc 9082/3 which draws attention to the unsatisfactory economic.situation of some airports in developing countries. Although some general information on this issue was available, detailed analyses were prevented by a lack of data. 24. The Conference agreed that in the revision of the introdu

47、ctory text to the Council Statement on Airport Charges in Doc 9082, account should be taken of the major changes and developments which had taken place in the last decade, as well as of future expectations as discussed by the Conference. The introductory text should focus on long-term factors rather

48、 than current difficulties faced by the industry. As appropriate, reference should be made to such developments as liberalization, airline concentration, relevance of autonomous airport authorities, changes in financing approaches and capacity management, and congestion and environmental concerns. I

49、n addition, the fundamental principles of Co-operat ion between users and providers and of achieving a balance between their respective interests should be re-affirmed. 25 The Conference concluded that the collection of airport financial data by ICAO was important to provide a basis for analyses and planning and that efforts should be made to improve the response
