10、ures on the environment. The 2015 edition of the International GreenConstruction Code(IgCC) is designed to meet this need through model code regulations that con-tain clear and specific requirements with provisions that promote safe and sustainable constructionin an integrated fashion with the ICC F

11、amily of Codes. The 2015 Water Efficiency Provisions of theInternational Green Construction Code(WEPIgCC) document collects the provisions related tothe efficient use of water, water conservation and water management into a compact, standalonedocument. It is ideal for users who wish to rapidly and e

12、conomically deploy the most advancedwater efficiency code, providing real water savings without sacrificing flexibility or ease of use.The 2015 Water Efficiency Provisions of the International Green Construction Code establishescomprehensive minimum water efficiency and conservation regulations for

13、building systems andsite considerations using prescriptive and performance-related provisions. It is intended to be anoverlay code to be used with, and is fully compatible with, all of the International Codes(I-Codes)published by the International Code Council (ICC), including the International Buil

14、ding Code, Inter-national Energy Conservation Code, International Existing Building Code, International Fire Code,International Fuel Gas Code, International Mechanical Code, ICC Performance Code, Interna-tional Plumbing Code, International Private Sewage Disposal Code, International Property Mainte-

15、nance Code, International Residential Code, International Swimming Pool and Spa Code,International Wildland-Urban Interface Codeand International Zoning Code.The Water Efficiency Provisions of the International Green Construction Code provides many ben-efits, among which is the model code developmen

16、t process that offers an international forum forbuilding professionals to discuss performance and prescriptive code requirements. This forum pro-vides an excellent arena to debate proposed revisions. ICC utilizes the same robust and proven con-sensus code development process used for its other codes

17、 to develop and refine the InternationalGreen Construction Code. This model code also encourages international consistency in the applica-tion of provisions.The International Green Construction Code also provides users with the option of selectingASHRAE/USGBC/IES Standard 189.12014, Standard for the

18、 Design of High-Performance, GreenBuildings, as an alternate compliance path within the IgCCs system of electives. This AmericanNational Standard was developed by ASHRAE in cooperation with the Illuminating Engineering Soci-ety (IES) and the U.S. Green Building Council (USGBC), and is now in its sec

19、ond edition. It provides acomprehensive foundation for the design, construction and operation of sustainable buildings, andis an excellent complement to the IgCC, affording users with still more flexibility and options tomeet their unique needs. In the same way, the 2015 Water Efficiency Provisions

20、of the InternationalGreen Construction Code also includes the ASHRAE/USGBC/IES Standard 189.12014 High-Perfor-mance Water-Use Provisions (HPWUP), which are excerpted from the full ASHRAE 189.12014 stan-dard. The 189.1 High-Performance Water-Use Provisions focuses on only the water-use provisionsincl

21、uded in various sections of the standard, and they were extracted directly from Standard 189.12014 without modification. Adopting jurisdictions may select provisions from the WEPIgCC orHPWUP as a whole or in part, in order to meet their specific requirements.Similarly, the IgCC also allows jurisdict

22、ions to elect to require residential structures, including sin-gle-family and townhouses three stories and under, to comply with the ICC 700, National GreenBuilding Standard. By selecting these electives, jurisdictions can increase the scope to include var-ious residential structures, their accessor

23、y structures and the site or lot on which they are located.ICC 700, which is an ANSI standard developed collaboratively by ICC and the National Association ofHome Builders, provides a rating system for the sustainability of residential buildings and sites. Inthe case of the IgCC, the residential str

24、ucture must receive a rating of silver or better.The International Green Construction Code has been developed in collaboration with the follow-ing Cooperating Sponsors: The American Institute of Architects (AIA); ASTM International; theAmerican Society of Heating, Refrigerating and Air-Conditioning

25、Engineers (ASHRAE), the Illuminat-ing Engineering Society (IES); and the U.S. Green Building Council (USGBC). 27、15 International Green Construc-tion Code, Chapter 13 of the 2015 International Plumbing Code, and ASHRAE/USGBC/IES Standard189.12014, Standard for the Design of High-Performance, Green Buildings, and is designed for easeof access to their water-related provisions.The IgCC, IPC, and the ASHRAE 189.1

28、 portions of the document will not be revised separatelyfrom the International Green Construction Code, the 2015 International Plumbing Code or ASHRAE189.1; rather, any changes made to water consumption and conservation-related provisions infuture versions of the International Green Construction Cod

29、e, the 2015 International Plumbing Codeor ASHRAE 189.1 will appear in future versions of this document.Since this document extracts portions of the 2015 International Green Construction Code andASHRAE 189.12014, it necessarily omits some chapters entirely and portions of other chapters.The numbering

30、 of sections and chapters in the ASHRAE 189.12014 portion remains unchanged.The use of “this code” refers to the water efficiency providions and the use of “this standard”refers to the entire ASHRAE/USGBC/IES Standard 189.12014, Standard for the Design of High-Per-formance, Green Buildings.Jurisdict

31、ions wishing to make use of the Water Efficiency Provisions of the International GreenConstruction Code and ASHRAE 189.1 High Performance Water-Use Provisions may do so by adopt-ing material from either portion, in whole or in part. Users are encouraged to consult the full ver-sions of the IgCC and

32、ASHRAE 189.1 if provisions addressing other aspects of sustainability arerequired.DevelopmentThe first editions of the International Green Construction Code and the Water Efficiency Provisionsof the International Green Construction Code were the culmination of an effort that started in 2010with the

33、drafting of Public Version 1.0 (PV 1.0) by the Sustainable Building Technology Committee(SBTC) established by the ICC Board of Directors. Following that, Public Version 2.0 (PV 2.0) was cre-ated, based on public comments submitted to PV 1.0 and approved by the IgCC Public CommentCommittee. Following

34、 the issuance of PV 2.0, a full cycle of code development in accordance withICCs Code Development Procedures was held in 2011. This included the submission of code changeproposals followed by a Code Development Hearing, the submission of public comments and a FinalAction Hearing. This updated 2015 e

35、dition reflects changes approved through the ICC Code Devel-opment Process in 2014. This was the first code to have been developed through the new cdpAC-CESSsystem. This system allowed stakeholders to collaborate on potential code changes andultimately was used to submit code changes online via the

36、system. The cdpACCESS also permittedeligible members to vote remotely providing greater membership participation during the hearingsof the code adoption process. A new edition of the code is promulgated every three years.The International Green Construction Code is founded on principles intended to

37、establish provi-sions consistent with the scope of a green construction code that adequately protects public health,safety and welfare; provisions that do not unnecessarily increase construction costs; provisions thatdo not restrict the use of new materials, products or methods of construction; and

38、provisions thatdo not give preferential treatment to particular types or classes of materials, products or methodsof construction. These provisions are enforceable, useable and adoptable.This document, 2015 Water Efficiency Provisions of the International Green Construction Code,was developed by ext

39、racting the water efficiency and conservation provisions from the 2015 Inter-national Green Construction Code and placing them in a compact, standalone document.2015 WATER EFFICIENCY PROVISIONS OF THE INTERNATIONAL GREEN CONSTRUCTION CODEvAdoptionThe International Code Council maintains a copyright

40、in all of its codes and standards. Maintainingcopyright allows the ICC to fund its mission through sales of books, in both print and electronic for-mats. The 2015 Water Efficiency Provisions of the International Green Construction Code is designedfor adoption and use by jurisdictions that recognize

41、and acknowledge the ICCs copyright in thecode, and further acknowledge the substantial shared value of the public/private partnership forcode development between jurisdictions and the ICC.The ICC also recognizes the need for jurisdictions to make laws available to the public. AllICC codes and ICC st

42、andards, along with the laws of many jurisdictions, are available for freein a nondownloadable form on the ICCs website. Jurisdictions should contact the ICC atadoptionsiccsafe.org to learn how to adopt and distribute laws based on the 2015 WaterEfficiency Provisions of the International Green Const

43、ruction Code in a manner that provides nec-essary access, while maintaining the ICCs copyright.The 2015 Water Efficiency Provisions of the International Green Construction Code is available foradoption and use by jurisdictions internationally. Its use within a governmental jurisdiction isintended to

44、 be accomplished through adoption by reference in accordance with proceedings estab-lished in the jurisdictions laws. At the time of adoption, jurisdictions should insert the appropriateinformation in provisions requiring specific local information, such as the name of the adoptingjurisdiction. Thes

45、e locations are shown in bracketed words in small capital letters in the code and inthe sample ordinance. The sample adoption ordinance on page xiii addresses several key elementsof a code adoption ordinance, including the information required for insertion into the code text.MaintenanceThe Internat

46、ional Green Construction Code is kept up to date through the review of proposedchanges submitted by code-enforcing officials, industry representatives, design professionals andother interested parties. Proposed changes are carefully considered through an open code develop-ment process in which all i

47、nterested and affected parties may participate. The 2015 Water Effi-ciency Provisions of the International Green Construction Code document will not be revisedseparately from the International Green Construction Code; rather, any changes made to the waterconsumption and conservation-related provisio

48、ns in future versions of the International Green Con-struction Code will also appear in future versions of this document.The contents of this work are subject to change through both the code development cycles andthe governmental body that enacts the code into law.
